Drawing C-301 indicates existing concrete sidewalks and pads to be removed and states that the area of disturbed earth be reseeded. Is there any requirement for irrigation of the new seeded area ? Is there a warranty for the newly seeded area if irrigation is not required. RESPONSE: Irrigation is not required and the warranty for the newly seeded shall 1 year from date of acceptance of the entire project by the VA. 6. The finish schedule #090600 does not match the floor finish plans I-201a and I-201b. 1N-202, 1N-222, 1N-223, 1N-224, 1N-247, 1N-249, 1M-250, 1N-245, 1N-251, 1N-244 finish schedule calls for carpet and finish plans show LVT-2. Please indicate which type of flooring should be utilized. RESPONSE: The flooring in the above areas to be LVT-2. 7. Please provide the approximate length of the conduit/fiber/wiring from the telecom room to the new building. RESPONSE: The room the conduit/fiber/wiring goes to is Room BG-107 and is approximately 1,100 linear feet.8. Although specifications section imply that any controls contractor is allowed as long as it can communicate ASHRAE Standard 135, BACnet/IP protocol to the Electronic Controls Center (ECC), note 1 on mechanical drawing MQ003 states “all controls to be Johnson Controls”. We would like to know if other controls contractors are allowed to bid this project or if is this is sole source Johnson Controls project. RESPONSE: Please disregard note 1 on mechanical drawing MQ003.Although the facility’s existing direct-digital control system is manufactured by Johnson Controls, other HVAC DDC controls contractors may bid on the project, provided they meet the specification requirements. 9. Specification section 23 0923 Direct Digital Control System for HVAC states that there is a “controls systems integrator” which is responsible for the ECC graphics and expansion of a BACnet/IP control system. Please confirm that this control systems integrator shall not be under the controls contractor’s scope. RESPONSE: The integrator is hired by the GC as stated in the specifications.9. The low voltage control wiring from the area alarm panel as shown on drawing PP-102 to theMaster Alarm Panel’s is not shown nor is the location of both Existing Master Alarm Panels.Does the existing Master Alarm panels have provisions for the new Area Alarm Panel to landthe low voltage wire , too ? RESPONSE: Yes the existing panel has provisions. 10. Who is the manufacture of the Master Alarm Panels and the med gas outlets manufacturer? RESPONSE: Local medical gas alarms that the medical center utilizes is Beacon Medaes Total Alert 2 and the outlets are Beacon Medsys-Series-B, pin index outlet.11. Head wall in the patients room are not mentioned in the section spec sections 22-63-00 & 22-63-00. Please provide detail information on what type of headwall and acceptable manufacturers. RESPONSE: Headwall to be Modular Services Company “Artworks” models 6813-R and 6823-R12. Per the specification section Per the specification 22-40-03, the P 112 water closet is to be of the wall hung type, this type would include a wall carrier to support the wall hung water closet which have a 4” pipe size connection. However the piping waste size on drawing # PL102 shows 3’’ waste piping connection. IPC code prohibits reducing the pipe size to a smaller size downstream of the outlet. Please clarified that 4’’ pipe size should be used. RESPONSE: If the wall carrier is 4” then a 4” pipe should be used. If the wall carrier is 3”, then the 3” or 4” pipe can be used.13. Reference Drawings A101a & A101b vs. EY101 & EY102:?? PACS symbols on the A101 drawings are as a “CR” (within a square), but are marked in the same locations on the EY drawings with a “K” (within a square), which is described as a “Wander Control Systems Keypad” in the Electrical Power LEGEND (on Sheet EI001).? Please confirm the “K” symbols are for PACS, not Wander-Control – and associate directly with the CR symbols on the A101 drawings RESPONSE: Symbol “K” is for PACS and associated with “CR” symbols on A101 drawings. 14. Details 1 & 2 PACS Door Details on EY101 show several component symbols with individual conduit rough-ins for the typical PACS door configurations, but only one PACS symbol is shown on the floor plans – the “K” (in a square).? Please confirm the single “K” symbol currently shown on the floor plans at PACS-controlled doors collectively references ALL the individual components and their conduit rough-ins shown in the details (on previous projects, all the PACS component symbols are shown both in-plan AND the details – and they all match the legend). RESPONSE: The symbol(s) represent all individual components for each door (PACS). 15. Reference Drawing EY102:?? Clean Linen Room 1N-217 is not shown as being equipped with PACS.? Elsewhere at this VAMC, Clean Linen (i.e. Clean Utility) Rooms’ entry doors are PACS-Controlled (e.g. 1P-123 & 1N-114 as the closest examples to the new CLC wing).? Please confirm whether Clean Linen Room 1N-217 is to be PACS-controlled or not.? This many also affect the door hardware specification / schedule. RESPONSE: This door is not PACS controlled. On Drawings EI001, EY101 and EY102 the door intercom symbols (a mix of the letters “I” , “DB” , “DA” and a dot (within a mix of circles and squares in the Legend for Intercom System, Intercomm Handset, Door-Bell, Door-Bell Annunciator.?? Please confirm where whether these are the same devices or different systems.? Also doorbell / intercom equipment only appears to be located at door 1N-201 and at the desk in NTS 1N-202.? Please confirm the quantity is only one pair of devices or if there are any other locations that require intercom equipment (the Detail shows of two each device). RESPONSE: Symbols are for same system and are only required at Door 1N201 and at desk in NTS 1N202.20. ?Reference Drawings EY101/EY102:? ?Notes 2 & 4 and 8 & 10 (respectively) refer to POE cameras with associated data outlets with CAT-6 cable homeruns.? We are unable to locate any conduit raceway, head-end (e.g. network switch & digital recorder) or video display (e.g. workstations/monitors) scope requirements for these devices.? Please confirm the scope is open-cabling (not in conduit?), unterminated into the IT closet 1N-262 or define any additional scope associated with these cameras. RESPONSE: Cable is plenum rated. No conduit necessary. Video and equipment is in the specfications. Conduit (3/4” minimum) will be required around all CAT 6 cables.21. This specification appears to describe analog video systems, but the camera notes on the EY drawings refer to cabling used by newer IP-based camera technology (e.g. CAT-6, not coaxial/analog cabling).? Please confirm the type of camera technology to be implemented on this project. RESPONSE: The camera system technology should be IP-Based camera technology.23.?? Reference Drawing EY101:? Data Reference (circled) Note 6 located in IT Room 1N-262 refers to a “North Rack”? Please indicate what system/trade this rack is associated with. RESPONSE: Rack should be tele/data system.24.?? Drawing EY102 only shows one (1) “K” Symbol on the exterior (no symbol is shown inside the door).? ?Our understanding of life safety code requires the panic bar to operate at all times in event of any life safety / “emergency” condition, without prior knowledge or other intervention.? This remark appears to imply some type of governing definition that would control and limit when the panic bar will be operational “ONLY in an “emergency”.? Please clarify.RESPONSE: This wing is a dementia care area where patients cannot have free egress unless there is an emergency. The panic bar is required by code but needs to remain un-operational during normal times27. What is the expected scope for the installation of exterior perimeter intrusion detection??Our assumption is that it will include new sections of fence with gates (that appears to be only two small sections), the existing brick wall topped with chain link (between the existing hospital building and the existing CUP), and segments of the existing fence that might remain. If would be helpful if this could be clarified, perhaps by indicating the areas to be covered in one of the plans. RESPONSE: No fence sensors are required.28. Would fence sensors that use a different technology, providing?equal or superior performance, be acceptable for the electromechanical fence sensors described in Division 28, 2.10.G pages 28 16 00-16 to 28 16 00-18)?? That spec is based on a specific technical solution that uses rather old technology. It requires vibration sensors mounted every 2.4m - 3m and uses a basic detection algorithm based on number of hits per unit of time. Newer technical solutions are available that are more precise and more economical. For example, SensorFence uses an inexpensive, patented waveguide system to gather vibration from a long segment of fence and channel it to two sensors. We then use high-fidelity digital signal processing to assess the signature for each individual event. A current system operating at a retirement community in Winston-Salem, NC monitors over 800 feet using only six sensors. RESPONSE: No fence sensors are required. 29. Or will the lifts be purchased by the VA and contractor/vendor installed during this project?RESPONSE: The lifts, their tracks, and their mounting armature are not included in this contract. They are shown for future installation by the VA for reference only.Whose responsibility will it be to dismount, store – or – dispose of – and reinstall the existing ceiling mounted patient lifts in the existing areas of this project? ?Or will these lifts remain in place during renovation?RESPONSE: There is only 1 existing patient room affected by this project. Division 28 contains detailed specification for an Intrusion Detection System (IDS), including electromechanical fence sensors (2.10.G on pages 28 16 00-16 to 28 16 00-18). It also references Division 32 “Chain Link Fences and Gates” as containing additional information on integration (1.1.B on Page 28 16-00-1). That package does not appear to contain a Division 32, however. Drawing number C-201 includes only a small fence to the right of the new CLC building, and no indications of where IDS is needed. The extent of the stockpile area may be adjusted in the field with written permission from the inspector. If there is insufficient area within the limits of disturbance for additional stockpiling of soil, the contractor is responsible to haul excess soil to an approved off-site location. 63. Previous projects on site have had issues with native soils being backfilled and not passing compaction. How will this be handled if helical piles etc are required but not shown on the drawings? Will there be a unit price to remove and replace unsuitable soil? RESPONSE: No, there will not be a unit price to remove and replace unsuitable soil, unless otherwise noted on contract documents (drawings, specifications, etc.). Any soil issue will be handled on a case-by-case basis.64. Is lightning protection required ? There is no specification 26 41 00 “Facility Lightning Protection”? ??????
