1. CALL TO ORDER/ROLL CALL

Chair Magenheimer called the meeting to order at 9:05 a.m. A quorum was established.

2. APPROVAL OF THE FEBRUARY 18, 2009 GRANTS AND FINANCE SUBCOMMITTEE MEETING MINUTES

It was moved by Jim Caughron, seconded by Chris Smith, to approve the February 18, 2009, Grants and Finance Subcommittee minutes, as submitted. MOTION CARRIED.

3. APPROVAL OF THE FEBRUARY 19, 2009 GENERAL MEMBERSHIP MEETING MINUTES

It was moved by Jim Caughron, seconded by Chris Brockway, to approve the February 19, 2009, General Membership meeting minutes, as submitted. MOTION CARRIED.

Bob Knoll – Reno Fire Department joined the meeting at 9:10 a.m.

4. TREASURER’S REPORT – Review and acceptance of Homeland Security and SERC (State Emergency Response Commission) Grants – Federal Fiscal Year 2007, 2008 and 2009.

Cathy Ludwig – Grants Administrator, provided an overview of existing grants noting that the 2009 SERC grant that funded the HazMat Explo had been fully expended and that the 2009 SERC, Planning, Training, Equipment & Operations, as well as the SERC, United We Stand grants were nearing completion and that all monies for the 2007 Homeland Security Evacuation, Mass Care & Shelter in Place grant have been encumbered and the anticipated close out for this grant is scheduled for the upcoming quarter. Ms. Ludwig noted that the 2008 Homeland Security, Statewide Evacuation, Mass Care and Shelter in Place grant is the third and final year for this project.

It was moved by Jim Caughron, seconded by Jim Gubbels, to approve the Treasurer’s Report, as presented. MOTION CARRIED.

5. GRANT OPPORTUNITIES * – Information and discussion of upcoming and/or existing LEPC (Local Emergency Planning Committee) grants.

Cathy Ludwig – Grants Administrator, commented that she is expecting guidance on the 2010 SERC, United We Stand Grant and would relay that information upon receipt. Ms. Ludwig noted that the grant amount is expected to be about $30,000.00 per LEPC and that the grant will be limited to terrorism related equipment only. A Grants and Finance Subcommittee meeting will be scheduled once the deadline date is known.

6. APPROVAL OF 2008 HOMELAND SECURITY STATEWIDE MASS FATALITY PROJECT GRANT IN THE AMOUNT OF $738,346.00 AND A 2008 HOMELAND SECURITY STATEWIDE EVACUATION AND MASS CARE PROJECT GRANT IN THE AMOUNT OF $993,750.00.

Aaron Kenneston – Washoe County Emergency Manager, provided an overview of the two grants noting that the funds are now distributed through the State of Nevada. The language in the grant application requiring approval by the Local Emergency Planning Committee has been left intact. Mr. Kenneston then outlined the details of each grant noting that this is the third and final year of the Statewide Evacuation and Shelter in Place Mass Care grant and that grant funds will be used to engage a Project Plans writer as well as the purchase of four shelter kits to better assist the American Red Cross in providing shelter.

It was moved by Jim Gubbels, seconded by Chris Brockway, to approve: 1) 2008 Homeland Security Statewide Mass Fatality Project Grant in the amount of $738,346.00; and 2) a 2008 Homeland Security Statewide Evacuation and Mass Care Project Grant in the amount of $993,750.00. MOTION CARRIED.

7. DISCUSSION AND POSSIBLE ACTION ON THE LEPC (Local Emergency Planning Committee) PLANNING AND TRAINING SUBCOMMITTEE

Greg Befort outlined the discussion and concerns identified concerning the Planning and Training Subcommittee at the January 27, 2009, Executive Committee meeting. Mr. Befort noted that while he will continue to participate in the Subcommittee he will no longer serve as Chair. Mr. Befort noted that the tracking of training and exercises have been somewhat fragmented among the various agencies as local agencies schedule and conduct periodic exercises and training individually. Mr. Befort suggested that one option may be to engage an individual to coordinate training, reports and assessments of needs and gap analysis to better prepare the region. Mr. Befort believes there may be some funding available for such a position or contractor noting that Region 9 is developing a cooperative learning center that will result in sustainable training programs with regional partners using local resources. Mr. Befort noted that the LEPC (Local Emergency Planning Committee) may change the scope and membership.

8. UPDATE ON REGIONAL EMERGENCY MANAGEMENT EVENTS *

Aaron Kenneston - Washoe County Emergency Manager, drew attention to the schedule of training/exercises (copy of schedule on file) pointing out that NIMS (National Incident Management System) and ICS (Incident Command System) training as well as a CitiWatch (formerly reverse 911) training on how to use and access the system. A half day exercise is scheduled on April 23, 2009, at 8:00 a.m. on incident preparedness/training for the National Championship Air Races.

Jim Gubbels – REMSA (Regional Emergency Medical Services Authority), left the meeting at 9:28 a.m.

Mr. Kenneston then outlined other training opportunities including a business partnership workshop at the REOC (Regional Emergency Operations Center). A tabletop exercise with the Washoe County Health District will lead to a national exercise in Las Vegas (Nevada) later in 2009.

Mr. Gubbels rejoined the meeting at 9:30 a.m.

During the discussion it was noted that the June 18, 2009, training occurs after the morning LEPC (Local Emergency Planning Committee) meeting (1:00 p.m. until 4:00 p.m.).

Paul Donald – Washoe County Health District, suggested member agencies participate in a hearing impaired workshop that will provide new insights on communication with the deaf/hearing impaired community.

9. UPDATE FROM THE YUCCA MOUNTAIN RAIL SHIPMENTS WORKING GROUP *

Scott Alquist noted that the groups name had been changed to Radiological Task Force at their March 30, 2009, meeting to discussion training and equipment needs issues as radiological waste is shipped along the I-80 corridor. A policy meeting is scheduled on May 21, 2009, for Washoe County at 8:30 a.m. and Storey County at 1:00 p.m.; Elko County - May 18, 2009; Lander County - May 19, 2009; and Pershing County – May 20, 2009. The meetings are expected to last for about three hours. Mr. Alquist will provide additional detail on a proposed table top and full scale exercise at the June 18, 2009 meeting.

Aaron Kenneston provided additional detail on the shipments and escorts as the waste is moved across the State of Nevada.

10. LEPC (Local Emergency Planning Committee) OFFICERS’, MEMBERS’, ALTERNATES’, AND STAFF COMMENTS * – This item is limited to announcements or topics/issues proposed for future workshops/agendas.

Chair Magenheimer noted that Paul Donald – Washoe County Health District would be retiring. Mr. Magenheimer expressed his appreciation for Mr. Donald’s assistance and involvement.

Mr. Donald introduced Teresa Long who will assume his position.

Chair Magenheimer asked that those present obtain and complete a contact information forms and update membership as the Executive Committee will review attendance and begin the process of removing those individuals that do not attend meetings as required in the bylaws.

Chris Smith – Washoe County School District, drew attention to the upcoming May 1 through 3, 2009, conference of amateur radio operators at the Circus Circus. Mr. Smith noted that these professional operators are of great assistance in supporting emergency operations.

12. NEXT LEPC (Local Emergency Planning Committee) MEETING ~ June 18, 2009 - Regional Emergency Operations Center (REOC)

The next regular meeting is scheduled June 18, 2009.
