Director of Support & Development

Job Purpose

The Director of Support and Development oversees the delivery of Clinks’ 2nd and 4th strategic objectives:

2. Support voluntary organisations working in the criminal justice system with individuals and their families

4. Identify challenges and opportunities facing the voluntary sector and its service users, and work together to find and implement solutions

They lead the relevant teams within the charity to ensure that Clinks is able to fulfil these objectives and effectively support the voluntary sector in criminal justice through dedicated services and networks, problem-solving approaches and projects

Reports to: Chief Executive Officer

Responsible for: NCJAA Director, Area Development Manager, Membership Development Manager, Women’s Network Coordinator

The Support and Development Directorate works to deliver effective support services to voluntary organisations working in criminal justice through the delivery of membership services, area based support and networks for organisations working in specific ways or with specific cohorts of people. The directorate is also responsible for the development and delivery of time specific projects which aim to identify challenges for the voluntary sector in criminal justice and develop solutions

By 2022 the directorate’s work will aim to deliver two goals for Clinks and our beneficiaries:

• We will have established thematic and location-based networks for voluntary organisations and practitioners supporting people in England and Wales with specific needs or protected characteristics. Organisations across the country working in a range of ways will have improved access to Clinks’ offer.

• We will have worked with the sector to identify emerging issues and provide effective responses. We will champion coproduction, women-specific support, effective solutions to multiple and complex needs, and reducing the health inequalities of people in the criminal justice system. We will advocate for the value and the specific needs of organisations working in prisons, and for small and specialist organisations to be funded to do the work best suited to their skills and ways of working.

1 Duties and key responsibilities

Strategic leadership

• As a member of Clinks’ Directors’ Group contribute to the ongoing development, delivery and review of Clinks’ strategy towards its aims

• lead delivery of Clinks’ 2nd and 4th strategic objectives

• Monitor and review implementation of Clinks’ strategic plan, with specific responsibility for strategic objectives 2 and 4

• Develop and lead a directorate team working together to provide effective support and solutions to challenges faced by the voluntary sector in criminal justice

• Deputise for the CEO at events and in strategic responses in emergencies in her absence.

Support service leadership

• Lead and deliver Clinks’ sector and membership support services, ensuring high quality delivery and member retention

• Lead and deliver Clinks’ programme of training, events and projects to provide voluntary organisations with tools, resources and knowledge to better meet their aims.

Thematic network leadership

• Lead and deliver on Clinks’ support of priority areas and groups through the further development of existing thematic networks and the development where practicable of further networks to provide effective support for the specific needs of organisations working in specific ways or with specific groups of people.

Regional reach

• Lead and deliver on Clinks’ plan to increase access to regional and localised support for organisations through a network of locally based development officers in England and Wales.

Innovation

• Responding to need in the sector, develop and deliver innovative approaches to challenges faced by voluntary organisations working in criminal justice through specific projects and partnerships working with colleagues across the charity.

Partnerships

• Lead Clinks’ membership of partnerships and networks to better enable voluntary organisations meet the needs of people in the criminal justice system.

Lead and manage the Directorate

• Provide leadership, direction and support to staff in the Services and Development Directorate ensure staff continue to be skilled up to deliver a high quality service

• Carry out management, supervision, appraisal and development of staff in the team to ensure high quality service delivery and achievement of the annual business plan

• Work with any managers in the team to ensure line management is carried out consistently across the teams

• Regularly review the development of the team to ensure it meets the needs of Clinks

• Manage risk in the delivery of work and report any problems with intended work plans, targets, staff management and / or finances to the CEO.

2 General responsibilities

• Be flexible and carry out other associated duties as may arise, develop or be assigned in line with the broad remit of the position

Person specification

Experience

• Demonstrable senior leadership experience, preferably in the voluntary sector

• A strategic thinker, able to demonstrate collegiate working at executive level and play a critical part in our strategic leadership group and senior management team

• An experienced people and services/activities/project manager

• Significant demonstrable knowledge of the voluntary sector, preferably in criminal justice

• Experience of influencing policy and practice

• Experience of developing or supporting partnership working with other organisations

• Evidence of an ability to use evidence and data to demonstrate impact and improve outcomes

• Experience of managing budgets and resources effectively.

Skills and abilities

• An open and reflective approach with diplomatic skills

• Articulate and persuasive communication skills and able to represent the charity publicly on platforms or in the media

• Can act as an ambassador for Clinks, influencing, negotiating and communicating openly honestly and constructively

• Ability to react and respond strategically and trouble shoot when responses to issues are needed

• Ability to develop creative and supportive responses to issues and challenges facing small and specialist organisations working with people in the criminal justice system

• Can synthesize different opinions and voices and assemble these into strategies and plans for Clinks and the sector

• Clear and engaging writing skills – can produce reports and ability to write succinct documents on complex areas

• IT skills at a level that supports report writing, email, internet and database.

• Time management and organisational skills

• Ability to engage members and to use their experience and feedback in shaping what we do and motivate others

• Self-motivated with the confidence to work alone but can also work co-operatively and flexibly as part of a Leadership group

• Ability to stay focused and efficient in the face on changing priorities.

Knowledge

• Regulatory requirements and best practice policy and guidance relating to:

o Charity and social enterprise governance and management

o Criminal justice system and related issues

o Issues relating to offending/rehabilitation and or social exclusion

• Research, research methodology and evidence

• Role and nature of the voluntary sector and some of the challenges it faces, including funding; voice; advocacy; campaigning; delivery

• Understanding of the frameworks that other stakeholder organisations, such as delivery organisations and those in Government, have to work within.

Personal attributes and other requirements

• Able to travel extensively nationally across England and Wales

• Able to work evenings and weekends and stay away from home overnight where necessary

• Works well in a team with a flexible approach to work
