The Response to Intervention Model (RTI) contained within IDEA 2004 offers great possibilities for improving the instruction and raising the achievement of English Language Learners. The RTI Model calls for early screening of at risk students, effective literacy programs for all students, and responsibility for initial interventions within general education. Due to this kind of approach, “policymakers have high hopes that RTI… will decrease the number of “false positives,” of students given a disability label who are low achievers because of poor instruction rather than an inherent disability.” (Fuchs, D. & Fuchs, L. 2001).

An RTI Model for English Language Learners holds much promise but only if it takes into account their learning strengths and needs.:

How do we develop an RTI model that meets the needs of English Language Learners ( ELLs)?

What kinds of general education programs are effective for ELLs?

What does the research tell us about effective literacy instruction for ELLs?

What kind of initial and on-going assessment is appropriate within general education?

What kinds of interventions are appropriate for English Language Learners?

How do we create an RTI model that targets the right students?

How can we design an RTI model which helps us to provide the right instruction and services for CLD Learners (through general and special education)?

Presenter: Dr. Leonard Baca is the Director of the Bueno Center for Multicultural Education at the University of Colorado, Boulder. He is known nationally for his expertise in professional development, research, and writing about Bilingual Special Education. His works include Limited English Proficient Students with Disabilities (Council for Exceptional Children) and The Bilingual Special Education Interface 4th Edition ( Prentice Hall).
