RETIRED OFFICER’S CERTIFICATION OF FIREARMS TRAINING & QUALIFICATION
Specification S-38
The purpose of this specification is to set guidelines and to establish procedures for the documentation of firearms training and qualification for retired law enforcement officers seeking to carry a concealed firearm under the federal “Law Enforcement Officers Safety Act of 2004.”
1. This specification is limited to retired law enforcement officers who qualify under the federal “Law Enforcement Officers Safety Act of 2004” to carry concealed firearms.
2. Qualified retired law enforcement officers must annually comply with the requirements of a Board-approved course of fire using the firearms they will carry.
3. Qualified retired law enforcement officers will be issued documentation by the Board of Trustees of the Maine Criminal Justice Academy certifying that they meet the law enforcement firearms qualification standards established by the State of Maine. This certification will be valid for one year.
Procedures:
1. Applicants wishing to receive certification pursuant to this Specification are responsible for arranging training and qualification with an Academy Certified Firearms Instructor from a list provided by the Maine Criminal Justice Academy.
2. Applicants may be charged a reasonable fee by the Academy Certified Firearms Instructor or the instructor’s employing agency for instruction, ammunition and other supplies, and range time.
3. The applicant must present for inspection by the Academy Certified Firearms Instructor a “retired officer’s identification card” issued by the agency from which the officer retired.
4. The responsible Academy Certified Firearms Instructor will complete the Maine Criminal Justice Academy “Retired Law Enforcement Officer’s Certificate of Firearms Proficiency.”
5. The instructor will retain a copy of the statement and submit the statement, along with a copy of the retired officer’s identification card, to the Academy with a $10.00 fee for each applicant.
6. Upon receipt of documentation that the applicant has met Board-approved firearms qualification standards, the Board will issue the applicant written certification that the applicant has met the firearms training and qualification standards. This certification will be valid for a period of one year.
Certification Review
All documentation in support of compliance with this Specification will be submitted to the Academy Director for review and recommendation to the Board of Trustees.
