October 17, 2016TO:All Interested PartiesFROM:Caroline Trum, NAESB Deputy DirectorRE:Coordination with External Organizations UpdateOn October 18, 2016, NERC’s approval functionalities will be retired from the Electric Industry Registry (EIR), and NERC will be removed from the registry. Late last year, at the request of NERC, NAESB, NERC, and OATI began discussions regarding the full transition of functionalities in the Electric Industry Registry (EIR). In 2012, the registry tool transition from NERC to NAESB as NERC had determined that the tool served a commercial rather than reliability purpose. However, to ensure a smooth transition, NERC remained a participant in the registry with NAESB and NERC sharing approval functionalities for certain entities and objects within the EIR. Now that the EIR has been running successfully for several years, NERC requested to transition of the registry be completed. The retirement of the NERC approval functionalities and removal of NERC from the registry should be a seamless change for registry users due to the successful coordination of NAESB, NERC, and OATI.On October 17, 2016, NAESB filed a status report with the Commission regarding the Parallel Flow Visualization (PFV) effort. The report was drafted with the support of NERC and the Eastern Interconnect Data Sharing Network (EIDSN) and contained information on the transition in management of the Interchange Distribution Calculator (IDC) tool to EIDSN, the efforts of EIDSN to make preparations to the IDC tool for a field trial on the PFV-related modifications to the NAESB WEQ Business Practice Standards, and the continued coordination activities of NAESB, NERC, and EIDSN regarding the PFV effort. The report, in part, was based on information provided to NAESB in a letter from EIDSN detailing the activities of the IDC Steering Committee and IDC Working Group.NAESB and NERC continue to hold monthly coordination calls to discuss cross-over commercial and reliability issues that may impact the industry. Recent topics of discussion include Standards Request R16002, purchase selling entity requirements in the NERC Interchange Scheduling and Coordination (INT) Reliability Standards related to Standards Request R16008, and the PFV status report. Regarding Standards Request R16002, the NERC Board of Trustees is scheduled to consider the proposed retirement of the NERC BAL-004 Time Error Correction Reliability Standards during its November 1 – 2, 2016 meeting. The WEQ Business Practices Subcommittee (BPS) has scheduled a meeting for November 9, 2016 during which it plans to vote on a recommendation to support Standards Request R16002. ................
