Please e-mail all responses to Thomas.Auten@.Statement of WorkTitle: Job Instruction TrainingBackground: Training Within Industry (TWI) is a methodology that was created by the United States Department of War in the early to mid-1940s which was designed to improve methods of job training for individuals who were being enlisted into the military. After government funding for the TWI program ended in 1945, the TWI Foundation continued to spread the TWI methodology into Europe and Asia when it was particularly well received by the Japanese where TWI later became the foundation of the Lean principles developed by the Toyota Motor Corporation. Training Within Industry has four major components to it:Job Instruction: Breaks down jobs into closely defined steps, show the procedures while explaining the key points and the reasons for the key points, then watch the student attempt under close coaching, and finally to gradually wean the student from the coaching.Job Methods: Evaluating the efficiency of the job and to methodically evaluate and suggest improvements. Job Relations: Dealing with workers effectively and fairlyProgram Development: Managers assisting in line organization in solving production problems through training.Since the Veterans Affairs has developed a nationwide Systems Redesign program and the John D. Dingell VA Medical Center has not only developed a robust SR program and fully embraced the Lean principles, but also develop their own personalized Lean Management System, they are now seeking a Contractor to provide Job Instruction training utilizing or the equivalent of the TWI methodology. Purpose: Contractor shall provide training and coaching services on the Job Instruction (JI) method as a foundation for standardized work resulting in: improved processes for providing both ongoing and new employee on-the-job training, reduced medical errors in the delivery of care, a more flexible, cross-trained staff, and increased job satisfaction at the John D. Dingell VA Medical Center, 4646 John R, Detroit, MI 48201. Job Instruction is a systematic method assuring that the employee can perform the job tasks correctly, safely, and consistently. Job Instruction also allows employees to perform the job motions and understand why doing them that way are important. The JI method teaches John D. Dingell VA Medical Center supervisors and font line staff how to prepare an employee to learn a particular work task, give proper demonstration, proper observation of the employee performing the task, and taper off coaching with follow-up. Contractor shall provide education, training, and coaching to identified work groups including all labor, materials, tools, equipment, supplies, travel, software, updates and upgrades, technical support, and use/lease of licenses and all associated expenses to develop, implement, and evaluate the Job Instruction method with the goal of improved employee satisfaction. The Contractor shall incorporate actual work unit processes into customized hands-on training for each work group during the initial training phase. Once initial training is complete, workgroups shall work on a customized project to continue to refine the skills and techniques they have learned in the initial training with ongoing coaching from the Contractor.?The customized project shall consist of developing job instruction for an identified and agreed upon front line process. The Contractor shall evaluate the work unit progress toward the expected completion of the project during subsequent follow up coaching sessions with each work unit individually, which shall be defined in the implementation plan provided by the Contractor. Upon completion of the training and coaching, the Contractor shall provide Job Instruction Certification to all participants who completed the requirements which shall allow them the ability to train other employees on the JI method. Description of work:Design architecture for delivery of Job Instruction training: Contractor shall conduct an assessment and analysis and a calendar for training 14 work groups consisting of ten staff each within 30 days of award of contract. A written Assessment Report shall be due to medical center leadership and COR within four days after the assessment.The Contractor shall provide the COR and Detroit VA Executive Leadership team with a written and mutually agreed upon customized Implementation Plan at the end of the five day assessment period based on the Assessment Report. The implementation plan shall include the 14 identified work groups, a master calendar of the initial JI training, the training objectives, methods, and deliverables. Initial Job Instruction (JI) Training: Four weeks after the completion of the assessment, the Contractor shall begin conducting week-long training sessions with each of the 14 work groups. A one-week session shall include both classroom instruction and group/one on one coaching. The one-week sessions shall take place seven times to accommodate the 14 work groups. Upon successful completion of the week-long training session, the contractor shall issue certification in Job Instruction to each participant. See schedule below for general delivery of a one-week session. The Contractor shall coach and guide each of the 14 work groups in completing a customized JI project following each one week initial JI training session. The JI project shall ensure that participants retained the knowledge and skills that were taught in the initial JI training by the Contractor. The project shall be structured and followed with oversight and accountability within the work group. Specifically, the project shall include the identification of several dozen jobs or tasks within the agreed upon process; the group shall create Job Instruction documentation and deliver training to other employees in the work area utilizing the Job Instruction products that are created by the participants. Project shall be evaluated and measured by comparing before and after metrics.Contractor shall perform additional coaching by providing direction on classifying and selecting jobs for instruction and shall also provide one-on-one guidance and coaching with each participant to help them prepare JI practice demonstrations. Within four weeks after the week-long training session, the Contractor shall return for the first follow-up coaching sessions with each work group to answer questions and provide guidance and coaching to build confidence and ensure work group is proficient using the JI method and on pace for completing their JI project. The second follow up coaching session shall occur approximately 8 weeks after the initial JI training to ensure that the project has been completed and the participants have met the requirements to achieve the Job Instruction Certification that shall be provided by the Contractor. The expected results and deliverables based upon the objectives of the plan are:The Contractor shall provide Job Instruction Certification to all participants who complete the training.Upon receiving the training, participants will:Know the definition of Job InstructionUnderstand the need for the job breakdown processUnderstand the steps needed to complete job instructionHave the abilities to create job instruction tools for their employees Direction on classifying and selecting jobs for instruction.
