Weekly Overview

Week Three

This week students will continue their journey on the second phase of the policy-making process, consisting of evaluation, analysis, and revision. After a policy has been implemented, as was learned in Week Two, policy makers must evaluate the efficacy of the policy in meeting the intended objectives.

IN THE ANALYSIS STAGE, POLICY MAKERS MUST BE OPEN TO CRITICALLY REVIEWING THE SUCCESSES AND FAILURES OF THE IMPLEMENTATION OF POLICY AND UNDERSTAND THE VARIOUS FACTORS THAT LED TO POLICY OUTCOMES IN THE EVALUATION PROCESS.

FOLLOWING THE ANALYSIS STAGE, POLICY MAKERS CAN REVISE THE IMPLEMENTATION OF THE POLICY OR ITS OBJECTIVES TO REFLECT THE LEARNINGS FROM THE PREVIOUS STAGES. REVISION OF THE POLICY IS IMPORTANT SO A POLICY CAN BE REWORKED TO ACCOMPLISH THE ORIGINAL OBJECTIVE.

WHAT YOU WILL COVER

1. Evaluation, Analysis and Revision

a. Define policy evaluation, analysis, and revision

1) Evaluation — judging the efficacy of the policy after implementation

2) Analysis — explaining why or how a policy failed or succeeded

3) Revision — (if necessary) correction of a policy to better accomplish an objective; a policy is typically re-implemented after revision

a. Explain the purpose and methodologies for evaluating policies.

1) Provide an example of how to design an outcome measure for a policy.

a) Use of metrics to establish data points and determine if the desired outcome has been achieved.

2) Measure the policy outcomes.

a) Use of social research methods (from stakeholders)

b. Explain the process of analyzing the strengths and weaknesses of a policy.

1) Analysis — the reason for the policy

2) Success or failure of the program

3) Effectiveness of the intended policy

c. Describe potential policy revisions to enhance its success.

1) Leveraging results of analysis

2) Use of analysis results to revise

a) Implementation of a policy

b) Revise the policy itself

3) Design a revised policy with new intended outcomes

a) Implement said policy and return to the evaluation stage after data is gathered on efficacy.
