| | |(a) Lay-by timings – Shops in Hope Village | |

| | | |S. Lee |

| | |S. Lee provided details of consultation carried out with local traders in respect of a review of the | |

| | |parking times allowed in lay-bys within the Hope Village area. | |

| | | | |

| | |He undertook to again contact the local traders to provide details of alternative proposals and | |

| | |solutions. | |

|3. |Presentation on Traffic and |(b) Bollards |S. Lee |

| | |S. Lee provided details of the work currently undertaken by officers from his section in respect of | |

| | |gaining costs for the erection of bollards along the frontages of shops within Hope Village. | |

| | |Councillor Ainsworth indicated that a misunderstanding may have taken place in respect of the positioning| |

| | |of the required bollards. Details of the required placement were given. | |

| | | | |

| | |A request was made that a representative of Greater Manchester Police was involved in the process. | |

| | | | |

| | |S. Lee undertook to continue with the work requested and to ensure the involvement of the Greater | |

| | |Manchester Police in the process. | |

| | | | |

| | |(c) Chain Link Fence – Chain Brew (Eccles Old Road) | |

| | |S. Lee reported on (a) the work that had been undertaken to date in respect of this issue and (b) | |

| | |highlighted proposals to include the ‘Street Scene’ Team in future work. | |

|3. |Presentation on Traffic and |(d) Residents’ Parking Scheme – Phase 2 |S. Lee |

| | |S. Lee indicated that work Phase 2 of the scheme was currently being delayed owing to problems within the| |

| | |Legal Section. | |

| | |He indicated, however that the delays were not expected to be lengthy and that work should continue | |

| | |shortly. | |

| | |Members highlighted concerns in respect of the operating times of CPS and indicated that, on occasion, | |

| | |penalty notices had been issued before and after the scheduled operation times of the scheme. | |

| | | | |

| | |S. Lee undertook to examine these concerns. | |

| | |(e) Residents’ Parking Scheme – Phase 3 | |

| | |S. Lee provided details of the work that was currently being undertaken in the development and | |

| | |implementation of Phase 3 of the Residents’ Parking Scheme. | |

| | |(i) Misuse of Bus Lanes by traffic on Eccles Old Road; | |

| | |(ii) Instances of traffic ‘jumping’ red lights at the junction of Lancaster Road and Eccles Old Road | |

| | |(iii) General instances of ‘near accidents’ on Eccles Old Road | |

| | |S. Lee provided details of work currently being undertaken by the Greater Manchester Urban Traffic | |

| | |Control Unit (GMUTC) | |

| | | | |

| | |He indicated that any work undertaken in the area by the Council would be in consultation with the | |

| | |Hospital Trust and the SHIFT Project. | |

| | | | |

| | |He also provided details of the Traffic Management Act and the implications for the full enactment of the| |

| | |legislation. | |

| | | | |

| | |S. Lee undertook to examine the concerns raised by Members, above. | |

| | |S. Lee provided details of the work currently being undertaken in respect of the possible changes to the | |

| | |One Way System on Kennedy Road. | |

| | |Members raised concerns in respect of problems associated with the signage at the junction of Broad | |

| | |Street, Delamere Avenue and Daisy Bank. | |

| | |S. Lee provided details of the data availability in respect of Damage Only Accidents and Personal Injury | |

| | |Accidents in assessing requirements to undertake remedial works. | |

| | |S. Lee undertook to examine the possibility of re-placing the sign for Broad Street to remedy the current| |

| | |problems. | |

| | | | |

| | |(i) Lancaster Road / Swinton Park Road Mini Roundabout | |

| | | | |

| | |S. Lee provided information in respect of the surveys undertaken and the reasons for the placement of a | |

| | |mini roundabout rather than traffic signals at the junction of Lancaster Road and Swinton Park Road. | |

| | |Concerns were raised in respect of the instances of speeding on the abovementioned roads and the | |

| | |potential this had to cause accidents in the area. | |

| | |(k) General Traffic Flow | |

| | |S. Lee indicated that a survey in respect of traffic flow in the Eccles Old Road, Stott Lane and Eccles | |

| | |New Road area was required and would be undertaken as part of the ongoing works in the area. | |

| | | | |

| | |C. Rice, Salford Travel Partnership addressed the Committee in respect of a number of issues, including – | |

| | | | |

| | |(a) Residents’ Parking Schemes | |

| | | | |

| | |C. Rice indicated that there had been a decline in the number of complaints she had received in respect | |

| | |of the misuse of parking schemes by staff from Hope Hospital. | |

| | | | |

| | |She requested that members of the community provide her with details of any such instances. | |

|3. |Presentation on Traffic and |(b) SHIFT Project – Construction Vehicles | |

| | |Members raised concerns in respect of the possibility of increased traffic and therefore increased delays| |

| | |at peak times owing to the use of Eccles Old Road and Stott Lane by vehicles involved in demolition and | |

| | |construction with the SHIFT Project. | |

| | | | |

| | |C. Rice indicated that this matter had been examined and it was hoped that problems would be kept to a | |

| | |minimum. | |

| | | | |

| | |(c) Salford Travel Partnership | |

| | | | |

| | |C. Rice provided details of the work of the Salford Travel Partnership and welcomed members to attend a | |

| | |conference in April, 2005. | |

|4. |Minutes of Proceedings |The minutes of the meeting held on 14th December, 2004, were signed by the Chairman as a correct record. | |

| | |by the Hope Area Sub-Committee. | |

|7. |Reports from Localities | It was considered that the piece of work was too large for members of the local community to undertake | |

| | |RESOLVED: THAT the Council be requested to examine the possibility of developing and implementing a | |

| | |strategy for the development of the Hope Village area. | |

| | |RESOLVED: THAT the possibility of holding the Community Showcase on Monday, 2nd May, 2005 be examined. | |
