A BILLTO AMEND ACT 613 OF 1986, AS AMENDED, RELATING TO SCHOOL DISTRICTS IN RICHLAND COUNTY, SO AS TO REASSIGN TO RICHLAND COUNTY SCHOOL DISTRICT ONE CERTAIN PARCELS OF RICHLAND COUNTY REAL PROPERTY PRESENTLY ZONED FOR RICHLAND COUNTY SCHOOL DISTRICT TWO; AND TO REAPPORTION THE FOUR SINGLEMEMBER ELECTION DISTRICTS FROM WHICH THE TRUSTEES OF RICHLAND COUNTY SCHOOL DISTRICT ONE ARE ELECTED, TO DESIGNATE A MAP NUMBER ON WHICH THESE SINGLEMEMBER ELECTION DISTRICTS ARE DELINEATED, AND TO PROVIDE DEMOGRAPHIC INFORMATION PERTAINING TO THE REAPPORTIONED ELECTION DISTRICTS.Be it enacted by the General Assembly of the State of South Carolina:SECTION1.Act 613 of 1986, as last amended by Act 300 of 2016, is amended by adding Section 2B to read:“Section2B.(1)Notwithstanding another provision of law, the exterior boundaries of Richland County School Districts One and Two are altered so as to reassign an approximate one hundred seventyfive acre tract of land (impacted property) that is presently zoned for Richland County District Two to Richland County District One. For the purposes of this subsection, ‘children’ includes future born children of persons whose property is impacted by this act. This subsection only applies to those persons residing on the impacted property and their children. Once those persons move from the impacted property or no longer have children who attend or will attend schools in the South Carolina K12 public education system, then this provision no longer applies to that property. A district may draw down state and federal funding for students enrolled under this section.” SECTION2.Section 2A of Act 613 of 1986, as added by Act 300 of 2016, is amended to read:“Section 2A.(1)In Richland County School District One, one trustee must be elected from each of the four defined singlemember election districts established in this section and three trustees must be elected from the district at large. In 1986 and every four years thereafter after that, successors to the three members of the board whose terms expire in 1986 must be elected from election districts 1 and 3 respectively and one member must be elected at large. In 1988 and every four years thereafter after that, successors to the four members of the board whose terms expire in 1988 must be elected from election districts 2 and 4 respectively and two members must be elected at large.(2)Notwithstanding another provision of law or of this act, beginning with the 2020 school district elections, the four defined singlemember election districts from which one member of the board of trustees of Richland County School District One must be elected are as shown on the Richland County School District One map S790116 S790119 as prepared and maintained by the Revenue and Fiscal Affairs Office. The Revenue and Fiscal Affairs Office shall provide a certified copy of the map to the school district and the Richland County Board of Voter Registration and Elections. The official map must not be changed except by an act of the General Assembly or by a court of competent jurisdiction.(3)The demographic information shown on this map is as follows:District Pop Dev. %Dev. The exterior boundaries of RichlandLexington School District 5 remain unchanged.SECTION4.This act takes effect upon approval by the Governor.XX ................
