MISSION STATEMENT

The Mission of the Riverside County Mental Health Board (MHB) is to provide public, consumer, and family input into the planning process for mental health services and to assist the Riverside County Department of Mental Health in carrying out its mandated functions, to advocate as a united voice on mental health consumer issues, and to promote improvement in the quality, quantity, and cultural competency of mental health services delivered to the residents of Riverside County.

CULTURAL COMPETENCY STATEMENT

The Riverside County Department of Mental Health (RCDMH) enjoys diversity. We are proud of our commitment to cultural competency - our acceptance and valuing of people from all ethnic, cultural, racial and linguistic backgrounds. The Department's development and implementation of cultural competency will equip our employees to meet the needs of our diverse population.

The Cultural Competency Program provides overall direction, focus, and organization in the implementation of the system-wide Cultural Competency Plan that addresses the enhancement of workforce development and the ability to incorporate languages, cultures, beliefs and practices of its consumers into the services.

MHB meetings are held at noon on the 1st Wednesday of every month. The MHB does not meet in the month of August and meets only by Special Vote in the month of December. MHB meetings are held at:

What is the Mental Health Board?

The Riverside County Mental Health Board (MHB) is an advisory body, composed of volunteers appointed by the Board of Supervisors. Members work in conjunction with the Riverside County Department of Mental Health to insure citizen and professional involvement in all stages of the planning process of mental health services. MHB members serve for three-year terms. Board members are reimbursed for actual mileage expenses incurred while in the performance of their official duties and functions.

Qualifications for Serving on the

Mental Health Board

Membership Composition: The Mental Health Board is composed of members who qualify in one of the following categories:

Consumer Member: A person who has received, or is receiving direct mental health services.

Family Member: Someone who has a close family member who has received, or is receiving direct mental health services.

Public Members: Someone who works in the mental health field or someone who is interested in and has knowledge/experience of mental health issues.

Membership Appointment: The MHB Membership Committee reviews and evaluates applications for membership to serve on the MHB. The committee submits recommendations for appointment to the Board of Supervisors based on an individuals experience and knowledge of the subject matter.

Appointed MHB members are required to attend the monthly meetings and to serve on at least one MHB Standing Committee that was established as a result from the work of the MHB. The overall time commitment is approximately 10-12 hours per month, including committee work and direct MHB assignments, e.g. site visits and Ethics Training. MHB members are to become mental health advocates in their community and work to improve mental health services in Riverside County.

Duties of the Mental Health Board

The Welfare and Institutions Code ? 5604 mandates that all counties that provide public mental health services must have a Mental Health Board or Commission comprised of mental health consumers, family members, and members of the general public. Mandated duties of the Mental Health Board are:

Review and evaluate the community's mental health needs, services, facilities and special problems.

Review any county agreements entered into pursuant to ? 5650. (County Performance Outcomes)

Advise the Board of Supervisors and the County Mental Health Director as to any aspect of the local mental health program.

Review and approve the procedures used to ensure citizen and professional involvement at all stages of the planning process.

Submit an annual report to the governing body on the needs and performance of the county's mental health system.

Review and make recommendations on applicants for the appointment of a local director of mental health services. The board shall be included in the selection process prior to the vote of the Board of Supervisors.

Review and comment on the county's performance outcome data and communicate its findings to the California Mental Health Planning Council (CMHPC).

Assess the impact of the realignment of services from the state to the county, on services delivered to consumers and on the local community.

Attend mandatory Ethics Training pursuant to Assembly Bill 1234. This two hour Ethics Training is provided by the Riverside County District Attorney's Office and all Board members must attend once every two years. Online training is available to members through the California Attorney Generals website.

Mental Health Board Standing Committees

Adult System of Care Committee--Concentrates on resolving issues regarding adult mental health services. Children's Committee--Works on children's mental health issues. Criminal Justice Committee--Works on issues affecting the mentally ill who are involved in the criminal justice system. Housing Committee--Efforts are focused on the most urgent issues of housing for the mentally ill in the county. Legislative Committee--Tracks relevant legislation affecting mental health clients and available services. Older Adult System of Care Committee--Works on mental health issues affecting older adults. Veteran's Committee--Concentrates on issues surrounding accessibility to mental health services for veterans and their family members.

Who is NOT Eligible to Serve: You cannot serve on the Mental Health Board if:

? You are NOT a resident of Riverside County; ? You, or your spouse, are employed by Riverside

County Mental Health or by the State Department of Mental Health; or ? You or your spouse are a contract provider for Riverside County Mental Health or for the State Department of Mental Health.

Time Commitment MHB members are asked to commit 10-12 hours per month to perform their official duties and functions. Members are required to serve on at least one MHB committee in addition to attending monthly board meetings. Participation at MHB meetings and the completion of assigned MHB duties are required.
