THE ROLE OF EDUCATION IN PREPARING FOR FUTURE IN EUROPE

Doctor Honoris Causa Her Excellency, Mrs. Androulla Vassiliou, European commissioner for education, culture, multilingualism and youth

On the 26th of November 2010, “Dimitrie Cantemir” Christian University, an institution of higher education based on a tradition of two decades which, due to its academic prestige, has become well-known within the national and international university community, granted the Doctor Honoris Causa title to Her Excellency, Mrs. Androulla Vassiliou, European commissioner for education, culture, multilingualism and youth.

The title commitment ceremony took place in Aula Magna of “Dimitrie Cantemir” Christian University, in the presence of officials, diplomats and Romanian cultural personalities, statesmen, rectors of some public and private universities in Romania, lecturers of the university host, students and master students.

The festivity was opened by Professor PhD. Momcilo Luburici, president of “Dimitrie Cantemir” Christian University, who welcomed Her Excellency, Mrs. Androulla Vassiliou, European commissioner, as well as the other guests. Laudatio was spoken, and the rector of “Dimitrie Cantemir” Christian University, Professor PhD. Corina Adriana Dumitrescu, read the Doctor Honoris Causa diploma granted to Her Excellency, Mrs. Androulla Vassiliou, European commissioner for education, culture, multilingualism and youth.

Within her thanking speech, addressed to the Senate of “Dimitrie Cantemir” Christian University, Her Excellency, Mrs. Androulla Vassiliou, emphasized the crucial role played by education in the future.

By granting the Doctor Honoris Causa title to an European personality, “Dimitrie Cantemir” Christian University finds the opportunity to pay a homage to the authentic and sustainable principles and values.

”European Strategy 2020” Debate

In this context, Her Excellency, Mrs. Androulla Vassiliou, European commissioner together with the guests to this event and the members of the “Dimitrie Cantemir” Christian University Senate participated to a debate based on the crucial role of the education in the future. Her Excellency, Mrs. Androulla Vassiliou, European commissioner stated that education and training have a central role in ”European Strategy 2020” and developed the strategic initiatives of the European Union in this field: "Youth on the move" and "Agenda for new skills for new jobs".„At present it is more important than ever that all the citizens benefit from high quality education and training, in order to benefit from the necessary competences to get a job. Lifelong learning must become a reality in Europe. In order to become true, it is essential a common effort of all the partners–public administrations, employers, trade unions and citizens." stated Her Excellency, Mrs. Androulla Vassiliou, European commissioner.

European Strategy 2020 is a response to the current economic crisis and aims to give the European Union the tools to move on to a new sustainable social market economy.

Europe 2020 is the EU's growth strategy for the coming decade. In a changing world, EU has to become a smart, sustainable and inclusive economy. There are three proposed priorities for action: smart growth - fostering knowledge, innovation, education and digital society; sustainable growth - making our production more resource efficient while boosting our competitiveness; and inclusive growth - raising participation in the labour market, the acquisition of skills and the fight against poverty. These three mutually reinforcing priorities should help the EU and the Member States deliver high levels of employment, productivity and social cohesion.

Concretely, the Union has set five ambitious objectives - on employment, innovation, education, social inclusion and climate/energy - to be reached by 2020. Each Member State will adopt its own national targets in each of these areas. Concrete actions at EU and national levels will underpin the strategy.

“Youth on the Move“

Part of the EU’s new Europe 2020 strategy, Youth on the Move proposes 28 key actions aimed at making education and training more relevant to young people's needs and encouraging more of them to take advantage of EU grants to study or train in another country. This will increase young people's employability and access to the labour market.

Youth on the Move will be instrumental in achieving the Europe 2020 headline targets of reducing the share of early school leavers from 15% to 10% and increasing the share of young people with tertiary education or equivalent from 31% to at least 40% by 2020. Youth on the Move actions will also help Member States reach the headline EU target for 75% employment over the next ten years by helping to ensure that young people have the right skills for the jobs of tomorrow. Commission studies show that 35% of new jobs will require high-level qualifications by 2020 and that 50% will require medium-level qualifications.

These challenges call for concerted action and robust policy coordination to identify action at EU level and in Member States. The Commission will support Member States in designing policies to support those most at risk of unemployment, to do more to encourage young entrepreneurs and to address legal and administrative obstacles to learning and working mobility.

The need to adapt de national educational system to the requirement of the labour market connected to the economic evolutions and technological development.

Within the debates, there were emphasized the remarkable evolution of the higher education in Romania, concretized in doubling the number of graduates in Romania during the last decade. The participants also stressed that there is more to be done in this field. In particular, the discussions focused on adapting the Romanian educational system and reforming it in accordance with the changing requirements of the labour market.

The Romanian academic environment is aware of the strategic role of this field, in order to create an appropriate framework for a sustainable economy, based on knowledge and inclusion. In this respect, in spite of the financial constraints faced by the Romanian education system and from the perspective of objectives of Europe Strategy 2020, it was emphasized the need to provide quality education services and to facilitate the access of more individuals to the higher education and to the lifelong learning programmes.
