Role Statement Role title:Manager, Workforce Strategies and DevelopmentLevel:Level 8Position No:00021919Business Unit:Deputy Under Treasurer / Corporate Strategy and PerformanceResponsible to:Director, Corporate Strategy and PerformanceDirect Reports:7 positionsRole of TreasuryThe Department of Treasury (Treasury) seeks to achieve value for money outcomes for the people of Western Australia through our inspired people, expert analysis and independent advice. The Treasury business provides economic and financial management and advice to Government. This includes the formulation, implementation and monitoring throughout the year of the State Budget; economic and revenue forecasting; revenue policy advice; advice and analysis on financial arrangements with the Commonwealth; advice on infrastructure policy and planning; advice on the State’s financial management framework; and management of the Public Ledger.Role DescriptionThis role is responsible for providing leadership, direction and advice to Workforce Strategies and Development Team in all areas of learning and organisational development and human resource management. The role manages consultancy advice to the Department of Treasury Executive, Directors and Managers. The role is also responsible for providing support to the Director to meet Operational Plan deliverables each year.As part of the Corporate, Strategy and Performance leadership team, the role requires a flexible approach to respond to ongoing change and business needs, whilst supporting and delivering innovative, high quality business outcomes across Treasury. This is achieved by ensuring a proactive, solutions based approach to understand, anticipate, identify, address and implement Treasury workforce strategies.They will also be required to work collaboratively across Treasury and with external stakeholders (as required) to deliver mutually beneficial outcomes. This will be achieved through actively demonstrating Treasury’s values of innovative thinking, committed people, working collaboratively; and role modelling Treasury’s key leadership behaviours as outlined in the Capability and Leadership Framework.You will provide leadership and direction on the following activities (but not limited to): Strategic and Business planning (including strategic and operational planning);Workforce planning, recruitment and reporting;Succession and knowledge management;Leadership development;Graduate Development program;Organisational measurement and surveys;Operational human resource activities (employee relations, personnel/payroll, establishment, advisory);Workforce Diversity and OSH Strategies;Grievance and performance management; andCase management (including redeployment, return to work and disciplinary issues).This occupant will also be required to represent Treasury on external working groups and key meetings and will be required to keep up-to-date with workforce trends and emerging issues.
