Roles and Responsibilities of the Lead Clinician

One of the ‘given’ steps in the NICE Implementation process will be the need to appoint a Lead Clinician for each piece (or related groups) of guidance. The role of the Lead Clinician will involve the following:-

• To establish the local clinical view in respect of the resource, service configuration and audit implications by completing a Baseline Review record. This will be completed in conjunction with the Operational Lead and other key members of staff, for example, colleagues, Business managers, Finance managers, Clinical Audit Specialists, Public Health, Pharmaceutical advisors

• Making the appropriate representations to the relevant commissioning and governance groups with, or on behalf of, the Strategic Lead

• To act as the named clinical contact for colleagues

• To agree and lead the action plan for implementation be it internally generated or externally, ie. via a North Trent clinical group

• Where relevant to act as the Clinical Audit lead for the guidance or to identify a colleague to undertake this role

• When requested, to provide statements of compliance to fulfil Trust Clinical Governance reporting requirements.

Roles and Responsibilities of the Operational Lead

• Liaise with the Strategic Lead to ensure that your organisation is aware of all guidance that may have an impact and are involved as and when appropriate

• Disseminate guidance to relevant colleagues

• Advise colleagues on their roles and responsibilities

• Work with the Lead Clinician and other key members of staff to complete the Baseline Review record

• Update all city-wide trackers and the NICE Guidance in Sheffield database

• Work with the Lead Clinician to compile an action plan for implementation with agreed timescales and associated actions

• Agree with the Lead Clinician how compliance will be assessed, using the agreed commissioned clinical audit programme wherever possible to achieve this

• When requested, to provide statements of compliance to fulfil Trust Clinical Governance reporting requirements

• Maintain regular contact with other operational leads within the City to ensure there is a joined up, collaborative approach to implementation

Roles and Responsibilities of the Strategic Lead

• Ensure that your organisation is aware of all guidance that may have an impact and are involved as and when appropriate. This includes the Trust Board and relevant Executive Committees

• Identify a Lead Clinician when the Trust is identified as the organisational lead

• Advise the Lead Clinician of their roles and responsibilities

• Where there are resource implications attached to implementation, ensure these have been submitted to the LDP agenda via the correct commissioning group eg NORCOM, JPG, internal Trust service development bids

• Make the appropriate representations to the relevant commissioning and governance groups with, or on behalf of, the Lead Clinician

• Liaise with the Operational Lead to ensure information is being collected and progress is being made according to agreed action plan timescales and deadlines

• When requested, to provide statements of compliance to fulfil Trust Clinical Governance reporting requirements

• Attend CPSAG meetings
