MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT: Battle Assembly/Annual Training Attendance Policy

1. References.

a. AR 140-1, Mission, Organization, and Training, dated 20 January 2004

b. AR 135-91, Service Obligations, Methods of Fulfillment, Participation Requirements and Enforcement Procedures, dated l February 2005

c. AR 600-8-10, Leave and Passes, dated 15 February 2006

2. Applicability. This policy is applicable to all military personnel assigned or attached to HHD, 377th Military Intelligence Battalion (TSB) (EAC).

3. Punitive Nature. Violating these provisions may result in adverse action under the Uniform Code of Military Justice, Article 92 (Failure to obey order or regulation).

4. Policy.

a. Attendance at all scheduled unit training events is mandatory. This includes Battle Assemblies (UTAs/MUTAs), Annual Training (AT), and any other training event or Personal Military Education (PME) ordered or scheduled by the unit.

b. Personnel shall be ready to actively participate in all training events, including formations, meetings, conferences, or other activities held during a training event. Under most circumstances, I expect unit members to adhere to the published schedule of UTA dates.

c. There are exceptions which may include Individual Drill Training (IDT) missions that follow Individual Drill Schedules (IDS), Rescheduled Training (RST), Equivalent Training (ET), and Authorized Absences. No other exceptions exist and will be considered Unexcused Absences.

d. Battle Assembly (BA) dates are published well in advance and allowing Soldiers more than sufficient time to make appropriate arrangements with family and employers. Each Soldier will strive to complete all 48 BAs each training year.

SUBJECT: RST/Excused Absences/Unexcused Absences

e. There are three types of excused deviations from scheduled BAs:

(1) Regularly Scheduled Training (RST) is conducted in lieu of the scheduled unit training for the benefit of the unit. RST is not intended to be used as make up for drills which the Soldier cannot attend due to personal reasons.

(a) RST is to be conducted within a 90 day window, (before or after), of missed Battle Assembly and scheduled with the immediate supervisor before the end of that Battle Assembly's month.

(b) Requests will be accompanied by a training plan for the individual concerned and the supervisor responsible for overseeing completion of the RST. For this reason, every effort should be made to submit requests during the BA prior to the requested RST date.

(c) The process for approval requires the unit member contact his/her first line leader and make the request using HHD Form 1A (Enclosure 1). The first line leader will forward the request thru the section leader/platoon leader and to the Detachment Sergeant. Final approval authority for RST is the Commander.

(d) Soldiers flagged or not in compliance with Force Generation Readiness Review (FGR2) metrics will not be considered for RST.

(2) Equivalent training (ET) is used for personal reasons, emergencies, or situations when it is not possible for the Soldier to attend Battle Assembly.

(a) ET is to be conducted within a 60 day window, (before or after), of missed Battle Assembly and scheduled with the immediate supervisor before the end of that Battle Assembly's month.

(b) ET is considered a privilege granted by the Commander and not authorized for any unit member who has been flagged or not in compliance with Force Generation Readiness Review (FGR2) metrics.

(3) Authorized absences or "A's" may be requested, but are not encouraged due to the requirements previously noted in paragraph 4d.

(a) Only the Commander will have authority to approve authorized absences. The Commander will review each request on a case by case basis, and only in extenuating circumstances will an authorized absence by granted.

SUBJECT: RST/Excused Absences/Unexcused Absences

(b) A supervisor may sign for the Soldier in cases of an emergency request, should the individual concerned be unavailable. The supervisor will annotate the date, time, how the Soldier was contacted, and any comments relevant to the request.

(4) Unauthorized absences or "U's" are issued under the following circumstances:

(a) A Soldier does not show up for scheduled Battle Assembly and does not have an approved RST, ET, or Authorized absence in accordance with the above procedures.

(b) The Soldier is scheduled for RST or ET and does not show up on the scheduled date(s), is tardy, or unable to complete the required hours for RST or ET.

(c) The Soldier shows up for Battle Assembly, is determined unfit for duty, and is sent home. This includes unsatisfactory attire, grooming standards, attitude, and/or personal problems.

(d) Soldiers will be issued a notice of unexcused absence via certified mail and formally counseled by the Commander, for each Battle Assembly missed.

(e) Each Battle Assembly missed constitutes one "U,” per 4-hour period, not to exceed four unexcused absences. A Soldier is an unsatisfactory participant when nine or more unexcused absences occur during a 1-year period.

5. Any questions concerning this policy may be addressed with your supervisor or the Detachment Sergeant.

6. Expiration. This Policy Memorandum will remain in effect until superseded or rescinded.
