NOTICE OF CHANGES TO ELIGIBLE AREA MAPS FOR USDA RURAL DEVELOPMENT HOUSING PROGRAMS

USDA Rural Development has completed its 2017-2018 periodic review of all areas under its jurisdiction to identify areas that no longer qualify as rural for USDA Rural Housing programs. Based on the review of the areas within the state of California, using the 2015 American Community Survey data, and rural area guidance located in Handbook HB-1-3550, Chapter 5, the rural eligibility designation has changed for the following areas:

New Communities Over 35,000 since 2010 Census Rural Area Review No Longer Considered to be Rural in Character Due to Population Increase:

New Annexations and Additions to Existing Ineligible Communities since the 2010 Census Rural Area Review

1) Butte County: Paradise 2) Contra Costa County: Bay Point 3) El Dorado County: El Dorado Hills 4) Fresno County: Sanger 5) Humboldt County: Eureka 6) Imperial County: El Centro 7) Los Angeles County: Stevenson Ranch 8) Napa County: American Canyon, Napa 9) Orange County: Dana Point, Huntington Beach, Rancho Santa Margarita, Seal Beach 10) Placer County: Granite Bay, Lincoln 11) Riverside County: Banning, Beaumont, Cathedral City, Coachella, Corona, East Hemet

French Valley, Hemet, Indio, Lakeland, Lake Elsinore, Murrieta, Palm Springs, Temecula, Valle Vista, Wildomar 12) Sacramento County: Folsom 13) San Bernardino County: Apple Valley, Barstow, San Bernardino, Yucaipa 14) San Joaquin County: Manteca 15) San Luis Obispo: San Luis Obispo 16) Santa Cruz County: Capitola Beach, Soquel 17) Solano County: Benicia 18) Stanislaus County: Modesto, Salida 19) Sutter County: Yuba City 20) Tulare County Tulare, Visalia 21) Yuba County: Marysville

The changes will become effective on June 4, 2018. Areas that are no longer considered rural or rural in character and that will not be eligible for the USDA Rural Housing Programs can be viewed at by clicking on either "Single Family Housing Guaranteed", "Single Family Housing Direct" or Multi-Family Housing" and then selecting "Proposed Ineligible Areas" tab.
