TITLE: Technical Adviser: Education and Child ProtectionTEAM/PROGRAMME: Programme Development and QualityLOCATION: Based in Kiev or Dnipropetrovsk, with frequent travel to field locations in eastern UkraineGRADE: TBDCONTRACT LENGTH: 6 months with possibility of extension subject to fundingCHILD SAFEGUARDING: Level 3:?the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programmes; or are visiting country programmes; or because they are responsible for implementing the police checking/vetting process staff.ROLE PURPOSE: The Education and Child Protection Adviser provides technical leadership to Save the Children’s work in these sectors. In addition to providing technical support to Save the Children’s Education and Child Protection teams across various field locations in eastern Ukraine, the Adviser is responsible for developing clear strategic and operational plans for Education/Child Protection programming; identifying fundraising needs and leading the development of technical proposals; and fostering strong partnerships with Government, UN, NGO and civil society counterparts.As a member of the Programme Development and Quality (PDQ) Team, the Adviser will be responsible for strategy development and ensuring the overall quality of Save the Children’s Education and Child Protection programming in Ukraine through technical support to assessments, programme design and monitoring, as required. The Adviser will play a leading role in developing proposals and securing funding for Education and Child Protection programming. In addition, the post holder will lead on coordination, policy discussions and advocacy through the relevant Clusters and Working Groups located mainly in Kiev (Protection and Education Clusters, and Child Protection Working Group). SCOPE OF ROLE: Reports to: Programme Development and Quality (PDQ) Manager Dimensions: This role requires constant coordination with Save the Children staff including Programme Managers based in various field locations, as well as engagement with the relevant Sectors and Working Groups located mainly in Kiev. In addition, the role requires maintenance of an excellent situational awareness of the shifting context in Ukraine in terms of Education and Child Protection programming, contribution to programme and overall response strategy and planning processes, and maintenance of links with Save the Children International global technical expertise. Staff directly reporting to this post: None, but the Education and Child Protection Advisor has a direct relationship with Programme Managers, Coordinators and Officers at field level.KEY AREAS OF ACCOUNTABILITY:Programme Support:Lead on sector specific or multi-sectoral technical assessments in coordination with other Save the Children thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include specific analysis of children’s needs.Lead the development of Education and Child Protection response plans and master budgets and contribute to Save the Children’s overall response strategy.Provide technical oversight and backstopping of Education and Child Protection activities to ensure successful programme implementation.Maintain regular contact with technical leads in the Regional Office and Save the Children Members (including SCUK, SC Sweden and SC US) and ensure that available resources are maximised.Keep abreast of sector trends, developments and policy, and adapt and promote the introduction of new methodologies, innovations and good practices.Working closely with the PDQ Manager, support fundraising for Education and Child Protection programming, including development of high quality concept notes and proposals, and engagement with donor representatives/Advisers in country.Provide technical support to Education and Child Protection teams in the field and conduct regular monitoring visits to ensure quality programming is being implemented.Ensure field teams have a solid understanding of emergency, recovery and development programming, including humanitarian principles and relevant technical standards; conduct regular trainings as well as ongoing mentoring to build the skills and capacity of staff. Review internal and external reports prepared by Programme Managers/Officers to ensure compliance with internal Save the Children and donor requirements.Support Area Managers and Programme Managers to identify Education/Child Protection staffing needs and ensure rapid recruitment, induction and training of new staff.Review Education and Child Protection sector MEAL plans to ensure that these are technically sound and linked to reporting requirements, that feedback is incorporated into programme design and learning disseminated internally and externally. Ensure that the minimum standards for humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.Capacity Building:Identify learning and training opportunities for Save the Children and partner staff and work as a mentor and role model for staff.Oversee the development of training materials for Education and Child Protection programming.Representation, Advocacy and Organisational Learning:Help shape broader sector strategies through influence of and leadership within interagency coordination fora, such as the Education Cluster, Protection Cluster and Child Protection Working Group, and other alliances and consortia, ensuring that the specific needs of children are being addressed.?This may involve taking the lead in technical working groups as required.In coordination with the MEAL and Communications teams, take the initiative in documenting lessons learned, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning. Minimum 7 years’ experience in humanitarian and/or development work, including at least 3 years designing, managing, monitoring and evaluating Education/Child Protection programmes.Experience of applying relevant humanitarian frameworks and standards such as the INEE Minimum Standards, Minimum Standards for Child Protection in Humanitarian Settings and Interagency Guidelines on Separated and Unaccompanied Children.Proven experience of designing and overseeing programmes with integrated Education and Child Protection components, and good understanding of protection mainstreaming in other sectors.Experience of working with institutional donor funding (DFID, ECHO, USAID/OFDA).Excellent coordination skills such as ability to liaise with various agencies/individuals, organise events, prioritise work and ensure a smooth flow of information and an environment of cooperation and information sharing. Experience in research; collecting and analysing information and presenting well-written assessment reports and donor proposals. Experience of developing and negotiating successful partnerships with institutional donors.Proven ability to mentor, coach and train both international and national staff.Experience of representation and credibility to represent Save the Children effectively in external forums.Excellent analytical skills with ability to influence decision makers. Substantial previous experience of programme management, and demonstrated ability to work with people located in different geographic locations and in other organisations. Fluency in the English language and demonstrated excellent writing skills. Politically and culturally sensitive with qualities of patience, tact and diplomacy.The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working mitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.DesirableExperience of working in the region or other similar contexts.
