The incumbent will provide management resources and coordinate with Department of Justice (DOJ) clients on normal operations and enhancements of communication applications and computing services. The incumbent will represent the department on various committees, associations and user groups focusing on criminal justice information provision and technology integration.SUPERVISION RECEIVED: Reports directly to the CEA B.SUPERVISION EXERCISED: Yes.TYPICAL PHYSICAL DEMANDS: Ability to sit at computer terminal for up to eight hours per day to complete assignments.TYPICAL WORKING CONDITIONS: Enclosed windowed office in a smoke-free environment.ESSENTIAL FUNCTIONS:60%Management?Establishes policies and standards for the design, installation, configuration, management and maintenance of systems software, databases and equipment.?Plans, organizes, directs and controls the activities of staff, either directly or through subordinate supervisors, to accomplish the California Department of Justice's Information Technology goals.?Monitors and exercises overall direction over assigned projects and staff work efforts in accordance with established plans.?Prepares and reviews budget estimates, grant proposals, budget change proposals, and justifications for personnel and hardware resources required to support division projects.?Works with executive management in the definition of policy, mission, long range plans, goals, and objectives.?Coordinates technical activities with the other Hawkins Data Center (HDC) bureaus as needed to insure that they are progressing with the same concepts as the team and provide support as needed.?Performs other managerial duties as required including acting in the absence of the Chief Executive Assistant.?Works with IT consultants and/or vendors on formulation and negotiation of contracts for electronic data processing equipment, software, maintenance services, and supplies.20%Supervision, Evaluation and Training Subordinate Project Managers/Supervisors?Reviews hiring plans and recruitment procedures of subordinates, performance reports, appointment documents, and training plans for consistency and appropriateness of action and adherence to departmental hiring, Employment Rights and Resolution Office and Affirmative Action policies.?Conducts/participates in recruitment, hiring, promotion, and training and development activities.?Consults with subordinate managers on issues of Merit Salary Adjustments, disciplinary actions and supervisory problems.?Guides and assists subordinates in the determination of appropriate corrective action required to alleviate system failure due to hardware and/or software problems.10%Consultation?Represents HDC in local and national conferences and meetings.?Creates and presents technical presentations at conferences, meetings, etc.?Evaluates proposals for new/enhanced data processing services from clients and make appropriate recommendations and/or decisions.?Reviews feasibility and technical design documents for overall soundness of analysis, comprehensiveness of alternative analysis, appropriateness of technology selected, and application of sound data processing techniques.?Initiates and reviews or participates in the evaluation of new technologies which potentially will improve staff productivity or provide a means to better meet the needs of its clients.?Evaluates operational system performance and initiate actions as required to insure continued effectiveness to meet client mission needs.10%Project Management?Coordinates and monitors project activities, participants, and stakeholders.?Oversees project planning and control, including management of communications, risks, issues, change requests, and incident tracking.?Keeps all stakeholders informed of plans, progress and issues.?Prepares formal progress reports.?Obtains requisite sign-offs.?Ensures that all time frames and cost estimates are met.?Provides contract management.?Plans, organizes, directs, and controls the activities of the team members, other bureau staff and the consultants required to assist with project activities.?Monitors and exercises overall direction of assigned activities in accordance with established plans.I have read and understand the duties and essential functions of the position and can perform these duties with or without reasonable accommodation.914400-5080004114800-508000Employee SignatureDateSupervisor SignatureDate ................
