General Summary of Function/Purpose of PositionProvides construction safety consultation and advice to the construction, unions, trade organizations, employee and employer associations, schools, colleges, municipalities, counties, and other state agencies in their assigned geographical area.? Construction safety consultants complete a variety of professional tasks such as review and evaluate work practices and processes, equipment, policies and procedures, and safety and health management systems to assess adequacy of worker protection.? Provides advice to employers in the implementation of programs to improve workplace safety.? Consultants identify potential hazards, make recommendations to correct hazards, and help solve existing safety problems consistent with the requirements of the Michigan Occupational Safety and Health Act (MIOSHA) and best practices.? Construction safety consultants develop, organize and conduct safety training at the employer’s site.? The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:25Provide consultative assistance and advice on a variety of safety topics, program areas, and compliance assistance. Individual tasks related to the duty:Provide consultative assistance to construction employers/employees on MIOSHA construction safety standards, safe work practices, and a variety of safety programs such as safety committees, accident investigation, fall protection, excavation, etc.Provide advice and recommendations to employers/employees on abatement of hazards and methods to minimize or eliminate employee exposure.Evaluate employer’s injury and illness records to identify possible incident trends and provide advice on system improvements.Evaluate construction employer’s accident prevention for its effectiveness in recognizing and eliminating workplace hazards.Assess and evaluate work operations, tools, and equipment to determine potential hazards and offer advice to eliminate or reduce hazards.Provide advice and consultation to alliance and partnership participants. Provide consultation to employers to assist them with achieving MIOSHA recognition awards.Provide telephone consultation and written responses to Ask MIOSHA and MIOSHA information questions.Make calls within 72 hours in response to Requests for Consultative Assistance (RCA’s).? Duty 2General Summary:Percentage:25Assist with the design and development of curriculum for safety training.? Conduct safety training seminars, workshops and special programs for the public and at the employer’s worksite.Individual tasks related to the duty:Assist with the design of course curriculum for MIOSHA Training Institute (MTI).Assist with developing instructor and student manuals for MTI courses. Conduct MTI courses.?? Plan and conduct customized on-site construction safety training for employer and employee groups.Develop training programs by determining audience needs, researching and organizing material, and planning presentation methods.Select training sites, make arrangements with co-sponsors, and submit job orders for announcements and brochures.Duty 3General Summary:Percentage:20Conduct voluntary workplace safety hazard surveys at employer’s request.Individual tasks related to the duty:Conduct hazard surveys at construction worksites/projects to assess and evaluate potential hazards and violations of MIOSHA standards and other industry plete CET hazard survey form to include the hazard findings and applicable MIOSHA rules to be referenced for compliance.? Complete construction safety and health system evaluation using from #512-C.Conduct research as needed for safety solutions or consensus standard information.Advise employer on solutions or methods to eliminate or control identified hazards.Prepare reports and documentation for submission to supervisor.Duty 4General Summary:Percentage:20Conduct work in assigned Official Work Station (OWS) and maintain records.Individual tasks related to the duty:Follow procedures/instruction for working from a home office.Keep up-to-date records for each employer who is serviced.? Submit and maintain copies of field contact reports, time accountability reports, requests for consultative assistance, and monthly mileage log.Research and locate sources of information for new or improved safety hazard correction methods.Review current technical literature to maintain current knowledge and skills relative to occupational safety hazards, manufacturing equipment, industrial processes, and analytical methods used to evaluate workplace hazards.Maintain records and submit time and expense reimbursements.? Prepare hazard survey reports. Accept home office calls from employers and employees needing assistance and provide requested services.Check voice mail messages at least twice a day and take appropriate action.Check email messages a minimum of once per day.Maintain other records as needed.Duty 5General Summary:Percentage:5Communicate with employers/employees to promote CET services with a focus on the benefits of safety and health management system implementation. Individual tasks related to the duty:Make contacts with construction companies and new construction projects to promote CET municate with employers and contractors about the value and benefits of implementing a safety and health municate with employers/employees rights and responsibilities under the MIOSH Act.? Review and strategically plan promotional visits utilizing cold-call/priority list.? Submit a quarterly report on the outcome of cold calls.Promote the MTI, cooperative programs, and current initiatives with trade organizations, associations, and employee groups to increase worker safety awareness.Promote CET Services at conferences and expos.Meet with employee and employer organizations and associations to promote alliances and partnerships.Duty 6General Summary:Percentage:5Perform other related tasks as assigned.Individual tasks related to the duty:Accept and complete other related assignments such as, but not limited to:Participation on workgroups or committees.Participation on standard advisory committees.Participation in skills development/training.Participation in cross training activities.Participation in award ceremonies.Serve as a team member for Michigan Voluntary Protection Program surveys and reevaluations.Participation in alliance or partnership activities.16. Make recommendations for co-sponsors for hosting CET seminars and workshops, which impacts attendance and customer service.Schedule seminar sites, topics, presenters, and co-sponsors which impacts attendance and effectiveness of training. Determine training material, effective presentation methods for size of group, and select other presenters to assist in training.? These decisions impacts program effectiveness and relevancy.? Identify safety hazards and recommend corrective actions, which impacts employee safety in the workplace. Provide technical consultation on occupational safety hazards related to MIOSHA non-compliance, which impacts employers and employee safety.? Accuracy of information provided in response to customer inquiries is essential in that incorrect information could lead to serious injuries and/or death. 17. There are several new program areas for which consultants provide evaluation and consultation services through formal alliances and partnerships.? The Michigan Challenge Program replaced the Safety and Health Development Program, which entails new policies and instructions for comprehensive assistance to companies with above average injury and illness rates.?More responsibility has been given to consultants to participate in the MVPP audit and reevaluation process. ?With the development of the MIOSHA Training Institute (MTI), consultants are now required to utilize course design methods to assist in the development of curriculum for safety courses.?? 25. What is the function of the work area and how does this position fit into that function?The responsibility of the CET Division is to educate employers and employees in safety awareness including assistance in the development and implementation of safety programs; the application and meaning of standards within particular work settings; and to prepare employers and employees to recognize, abate, and prevent the recurrence of hazardous working conditions.? This position provides consultation, education, and training services to achieve the objectives of this mission.26.
