Note that these measures have been developed under the Australian and New Zealand Equipment Energy Efficiency (E3) Program for adoption in both countries. Change in the scope of the regulationsThe scope of the regulations will be clarified and will be expanded to cover refrigerated storage cabinets (as well as refrigerated display cabinets), subject to New Zealand Cabinet approval.Change in the test method used to measure energy performanceThe following international test standards will be adopted into New Zealand regulation from April 2019, with minor local variations.? These will replace the local test standard that currently applies (Australian standard AS 1731 Parts 1 to 13-2003 Refrigerated display cabinets:ISO 23953 Refrigerated display cabinets, excluding parts relating to beverage vending machinesEN 16825 Refrigerated storage cabinets and counters for professional use. Classification, requirements and test conditions, excluding parts relating to blast cabinets, condensing units and process chillersEN 16901 Ice-cream freezers. Classification, requirements and test conditionsEN 16838 Refrigerated display scooping cabinets for gelato. Classification, requirements and test conditionsRevisions to minimum energy performance standards (MEPS)Adopt the European Commission's approach to calculating energy efficiency for refrigerated commercial cabinets.? This approach involves designating refrigerated cabinet types into groups according to their?operating temperature and applying a MEPS level to each group, irrespective of cabinet type. These will replace the current requirements, which are set out in the Australian standard AS 1731.14 Minimum energy performance standard (MEPS) requirementsAdopt the EU's energy efficiency levels as New Zealand's and Australia's MEPS levels from 1 December 2019: Europe's 2018 levels will apply for refrigerated storage cabinetsEurope's 2017 levels will apply for refrigerated display cabinets.Make online energy rating information availableOnline energy ratings will be made available on the energy rating database (maintained under the Equipment Energy Efficiency Program)[2].? These will be automatically calculated using the product information supplied during the registration process, in order to minimise costs to industry. The ratings will be based on the rating system used for the European label but converted into a star-rating like the one that appears on the energy rating label for numerous appliances sold locally, and is familiar to New Zealanders.'Deemed to comply' requirements for low-volume manufacturers: Deemed to comply requirements will create a simpler compliance pathway for low-volume manufacturers, to minimise their compliance costs and enable them to carry on competing in the market. ?[1] i.e. modified from the version originally presented for public consultation.? The modifications have been made in response to industry feedback on the original proposal.[2] This holds information on products registered under MEPS?and labelling regulation in New Zealand and Australia.?7.Objective and rationale, including the nature of urgent problems where applicable: Consumer information, labelling; Protection of the environment; Alignment of standards and regulation with New Zealand’s major trading partner, Australia, and with international standards. Ensuring the availability of technologies with improved energy performance on the New Zealand market, which will lead to increased productivity and lower energy costs and greenhouse gas emissions.Ensuring that consumers are better informed about energy-using products so that they can make informed decisions that reduce their overall energy costs;Contributing to the government’s priority “Efficient use of energy” under the New Zealand Energy Strategy 2011-2021.
