Duties: As Principal Investigator, I conducted research on and evaluation of substance abuse treatment and prevention programs statewide, including epidemiological studies on minors’ access to tobacco and evaluation of the Tobacco Cessation Program. I appeared at press conferences (Governor’s Press Office) to present my findings to the public and news media. As Chief Information Officer, I was Data Processing Coordinator on the Department WAN with ~400 end-users in 8 regions of Louisiana. I directed and coordinated data processing for the block grant, minimum data set, strategic plan, operational plan, State of the State, annual health report card, national surveys, ad-hoc reports, and grant applications. As the agency’s HIPAA coordinator, I arranged for a gap analysis with Sprint E|Solutions. I negotiated and monitored research and information technology contracts. Under my $1.2 million Information Technology Plan, the agency moved away from legacy systems to web-based applications and paperless transactions to improve efficiency. I implemented web-based on-line data collection, a contracts management system, and a web-based financial management system. I revised and reported performance indicators to the Louisiana Legislature. Dates employed: June 2000—March 2002.

Director. Louisiana Drug Court Task Force, under grants from the Drug Courts Program Office, Office of Justice Programs, US Department of Justice. While serving as Director for Research, Evaluation, and Information Technology at Louisiana Office for Addictive Disorders, I formed up and led a information technology design team comprised of drug court professionals to customize a web-based software for data collection and cross-site evaluation of ~30 drug courts in Louisiana.
