Saint Louis University has had its present School of Medicine since 1903 and is committed to the education of physicians, nurses and allied health personnel; to patient care and community service; to research and the pursuit of new knowledge. Saint Louis University School of Medicine is the sponsoring institution for the Graduate Medical Education programs.

The importance of Graduate Medical Education in the training of qualified physicians is well described in this statement of the Liaison Committee of Medical Education’s “Structure and Function of a Medical School”:

“The undergraduate period of medical education leading to the M.D. degree is no longer sufficient to prepare a student for independent medical practice without supplementation by a graduate training period which will vary in length depending upon the type of practice the student selects.”

Because undergraduate medical students have limited opportunity to assume personal responsibility for patient care and usually do not have opportunity to care for individual patients over a long period of time, graduate medical education which affords these opportunities is essential. Doctors of Medicine serving as residents need educational environments that provide opportunities to learn about the variability of human beings in health and disease and about their biological, emotional and social problems. As residents grow in knowledge and skill, they should assume graduated responsibility for making decisions and treating patients under the supervision of a committed faculty.

Graduate medical education programs which involve an affiliation between the Medical School and an external hospital have facets unique to such arrangements. These affiliations provide for the hospital’s greater community appeal, assure high quality educational objectives, create a pool of future young physician staff candidates, offer a greater contribution to the profession and an opportunity to practice more broadly based and sophisticated specialties and methods. There are rewards for the School of Medicine including: a greater opportunity for community service, a larger population of patients available for study, teaching and research; and the opportunity to attract additional faculty members with a commitment to the mission, vision, and objectives of the University and the School of Medicine.

The University’s commitment to Graduate Medical Education was reaffirmed by its Board of Trustees on May 5, 2012.

RESOLUTION

GRADUATE MEDICAL EDUCATION

Whereas, The Philosophy Statement of Saint Louis University recognizes that its “commitment to academic excellence comes to full flower in its graduate programs,” and that the specifications of the Mission Statement of the University “supports innovative scholarship and effective teaching in…medical sciences: and “to extend compassionate care to the ill and needy”; and

Whereas, The Saint Louis University School of Medicine educates physicians, conducts medical research, provides health services, and strives to graduate physicians who manifest in their personal and professional lives a special appreciation for humanistic medicine; and

Whereas, The faculty of Saint Louis University School of Medicine are committed to excellence and are engaged in medical research to expand medical knowledge, benefit patients, and enhance the University’s trainees’ learning experiences; and

Whereas, The Graduate Medical Education (GME) is the second phase of medical education, which prepares physicians for practice in a medical specialty, focusing on the development of clinical skills, professional competence, and acquisition of key knowledge through organized educational programs with guidance and supervision; and takes place in health care institutions and directly involves trainees in the care of patients with progressively greater responsibility consistent with their professional and personal development; and

Whereas, The Accreditation Council for Graduate Medical Education (ACGME) in accrediting sponsors of GME requires an explicit statement of commitment to support and pursue excellence in their programs, Now, therefore,

Be it resolved by the Saint Louis University Board of Trustees, That Saint Louis University through its Health Professions Schools and its affiliated institutions affirms its dedication to pursuing the highest quality of patient care and medical education and it commits to Graduate Medical Education Programs sponsored by the School of Medicine, which provide organized educational structure with guidance and supervision of residents while facilitating their professional and personal development and excellence in patient care; and

Be it further resolved, That Saint Louis University through its School of Medicine will maintain and develop affiliations in support of its Graduate Medical Education Programs and ensure that all Programs meet or exceed the Institutional and Program Requirements of the Accreditation Council for Graduate Medical Education (ACGME); and

Be it further resolved, That this Resolution shall be effective this 6th day of May, 2017 .

Role of the Graduate Medical Education Committee (GMEC)

First established in 1983 as the Institutional Residency Review Committee, the GMEC (since 1990) functions as the oversight committee for the School’s Graduate Medical Education Programs (residency, subspecialty, and fellowship programs). As the Institutional Sponsor for its Programs, the School through the GMEC is responsible to the Accreditation Council for Graduate Medical Education (ACGME) and its affiliated teaching hospital and facilities (the Saint Louis University Group of Hospitals) for the establishment of institutional policies for GME including; appropriate liaison with Program Directors, Departmental Chairmen; and medical staff and facility leadership; regular review (or recommended review by ACGME or the GMEC) of all accredited programs; regular curricular review and updating as appropriate oriented around general competencies and regular trainee, faculty, and rotation evaluation and outcomes; establishment and implementation of policies and procedures for selection, evaluation, promotion, graduation and certification of residents; establishment and implementation of policies and procedures for educational remediation, probation, non-renewal of appointment, dismissal, due process and fair handling of grievances relevant to GME Programs; monitoring and protection of the resident educational and work environment (including duty hours); the scholarly production of residents and faculty in GME Programs; a regular review of the environment of GME including physician workforce, emerging specialties, changing clinical practice, and equitable funding for resident positions; review and approval of all correspondence by Programs with the ACGME; and recommendations to the faculty, the Dean, and affiliated institutions regarding GME Programs.

Membership: The Graduate Medical Education Committee consists of at least 14 voting members selected from the faculty of the clinical departments. At least one voting member from the faculty or affiliated clinical sites must be a Patient Safety or Quality Improvement Officer. Internal Medicine, Pediatrics, Psychiatry, Neurology, Family Medicine, Obstetrics and Gynecology, and Surgery each has one standing member appointed to the Committee for a three-year term. At least four Residents (elected by their peers) serve one-year terms. Selected School of Medicine and affiliated teaching hospital administrators are invited to serve as ex officio members. Urology, Plastic Surgery, and Neurosurgery have one standing member on the Committee alternating two-year terms; Otolaryngology and Orthopaedic Surgery have one standing member on the

Committee alternating two-year terms; Ophthalmology and Dermatology have one standing member on the Committee alternating two-year terms; Pathology, Radiology and Anesthesiology have one standing member on the Committee alternating two-year terms. Newly appointed clinical departmental chairs serve on the committee during their initial year in order to become familiar with the Committee's function.

Meetings: The GMEC will meet at least eleven (11) times a year, and maintain minutes of its deliberations.
