SVSU JOB DESCRIPTIONJOB TITLE: Benefits Specialist Salary Range:$55,000 - $65,000DEPARTMENT: Office of Human ResourcesFLSA: ExemptJOB SUMMARY: Administers and communicates the University’s benefits program in regard to plan options, policy features, enrollment and other requirements to ensure benefit plans are administered according to plan provisions and company regulatory guidelines. Maintains employee Human Resources and Benefits related information in accordance with university policies.ESSENTIAL DUTIES & RESPONSIBILITIES: Administers employee benefits programs such as medical, dental, vision, group life insurance, optional life insurance, retirement, flexible spending plans, disability plans, and workers’ compensation. Familiarity with Family Medical Leave and the American’s Disability ActAssures University compliance with provision of Employee Retirement Income Security Act. Prepare reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits and reports necessary or suggested changes to management.Track part-time employee hours worked in order to maintain compliance with the Affordable Cares Act (ACA) and assist with annual reporting and monthly benefit offerings. Ensure ACA Form-1095 reporting data is accurate and conduct annual dependent audit. Handles benefit inquiries and complaints to ensure quick, equitable, courteous resolution. Maintains contact in person, and by phone or mail, with hospitals, physicians, insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees. Oversee accuracy and maintenance of employee benefits files including enrollment, application, and claims records for all benefit plans.Ensure any benefit changes are updated with all carriers and internal and external systems. Manage and execute annual open enrollment process:Educate employees on open enrollment materials.Manage communication process of open enrollment to all employees. Provide employee education on details of benefit programs throughout their employment cycle.Track eligibility and ensure timely enrollment of new hires, status changes and termination of employees in appropriate benefit plans. Responsible for new hire benefits orientation.Process COBRA, terminations, life status changes, disability and life insurance applications. Audit plans to ensure data is accurate and up to date. Audit and reconcile monthly benefit invoices from carriers, assists in resolving and problems or discrepancies and submit for payment.Oversee the retiree benefit program and be familiar with Medicare eligibility rules. Responsible for the Support Staff Sick Leave payout annually.Serve as the plan administrator with Blue Cross/Blue Shield, TIAA, BASIC (COBRA, Retirees and Flexible Spending), MESSA and UNUM Life and Disability.Provide generalist human resource assistance and backup in other functional areas as needed.Serve on the Michigan University Coalition Health Board.Assist the human resource department in various projects.RELATED DUTIES:Other duties as assigned.SUPERVISION RECEIVED: Director of Human ResourcesSUPERVISION EXERCISED:Functional supervision is exercised over support staff and student employees.MINIMUM QUALIFICATIONS:Bachelor’s degree 5-7 years of administering an employee benefits program.Knowledge of human resources policies and procedures.Excellent communication skills and ability to interact effectively with all levels and diversity of employees.Demonstrated commitment to provide a high level of customer service. Must have ability to apply analytical and problem-solving skills to complex problems.Ability and flexibility to deal with varied unpredictable situations. Ability to work independently, with minimum supervision.Ability to organize, prioritize, and expedite workload.Must be familiar with HIPPA.Ability to physically and mentally perform the essential functions of the position with or without accommodation.PREFERRED QUALIFICATIONSExperience using Ellucian or similar HRIS system.Knowledge of defined retirement contribution plans.Previous supervisory experience.Knowledge of University policies and procedures is preferred.Experience with self-funded benefit plans.
