JOB DESCRIPTIONJob Title: Mechanical Engineer (Grade 3)Salary: €32,365 - €57,325 Reports to:Senior Engineer (Mechanical)Location: Scarriff, Co ClareThe successful applicant will be required to travel to other work locations. Staffing Responsibilities:Mechanical and Electrical Foremen and FittersSummary of Job The Engineer (Mechanical) will form part of a Mechanical Services team. They will oversee management / maintenance of mechanical fixed & mobile plant, machinery and vehicles used by Waterways Ireland, on and off the water. The successful applicant will be expected to contribute to the development of mechanical engineering solutions to operational issues as required.Key Activities The Mechanical Engineer will report to a Senior Mechanical Engineer and will be responsible for: The maintenance and reviewing of mechanical plant, marine vessels and equipment used by Waterways Ireland in civil engineering land and water-based operations and the fixed plant used to operate the navigation.Assisting in the design, installation and maintenance of electric and hydraulic power and control systems primarily for the operation of navigation locks, moving bridges and sluices.Application and development of electrical, instrumentation and PLC circuit drawings and documentation to improve fixed plant control systems.The implementation of delegated responsibilities in the areas of Safety Health and Welfare, Delivery of tool box talks and generation of risk assessments.Maintaining the operation and development of computerised fleet management and plant maintenance programmes/schedules.Working and liaising with the Civil and Structural Design sections of the Technical Services section/department on various construction and design projects.Working, liaising and supporting operations staff on various construction and maintenance projects.Supervision of the mechanical foremen and fitters and contracted-in mechanical & electrical services.Management of allocated budgets and procurement within Waterways Ireland financial guidelines and reporting on progress and spend when required.Risk assessments in the area of mechanical plant and equipment and mechanical/electrical systems.Identifying training and development needs and undertaking training as requiredApplication of the machinery directive and meeting statutory compliance obligations regarding plant and equipment.Creating, maintaining and enhancing productive working relationships internal and external to Waterways Ireland.Liaising with consulting engineers and project management teams.Adopting a proactive approach towards the reduction/elimination of accidents /dangerous occurrences in the workplace.The preparation of records, technical reports.Assisting with accident investigations and reports.Representing Waterways Ireland at meetings /functions both during and outside normal working hours.Taking into account environmental issues and legislation when undertaking a project.Any duties assigned or requested by the Senior Mechanical Engineer.The above list is not exhaustive and you may be required to take on other duties and responsibilities for the effective and efficient performance of your role. The organisation operates within a changing environment and you will be required to be flexible and adapt to these changes and to develop your role as a result going forward.PERSON SPECIFICATIONCandidates must be able to demonstrate that they meet the eligibility and essential criteria in their application form.Eligibility CriteriaPossess a degree in Mechanical Engineering or equivalent qualification Possess access to a form of transport which will permit travel throughout Ireland. (Note: Waterways Ireland may supply a vehicle to the successful applicant for business purposes)Essential CriteriaHave knowledge and site experience on the maintenance of construction plant and upkeep of statutory compliance obligations for on and off road vehicles.Have a working knowledge and understanding of electrical and hydraulic power systems and associated control instrumentation for large moving structures.Have knowledge and experience of working with Health, Safety and Welfare, practice and legislation in a work environment.Have up to date knowledge and experience in the use of relevant I.T. based engineering design and circuit development tools such as AutoCAD.Have good interpersonal skills and the ability to communicate, clearly and concisely, both orally and in writing.Possess good project management skills.Possess good problem-solving skills.Desirable Criteria – these may be used in the short listing processHave knowledge and/or experience of IT based fleet management and plant maintenance programmes.Have knowledge and/or experience of safety risk assessments and application of the machinery directive.Have knowledge & maintenance experience of marine based vessels & plant for operating in a water based environment. Possess a recognised Health and Safety qualification Possess an awareness and understanding of the environmental issues involved in the development of WaterwaysPossess an awareness and understanding of the issues involved in working in two jurisdictions. ................
