Job Summary

The Program Manager oversees and manages all aspects of the MWAA Manual Toll Operations project for Faneuil in McLean, Va. In this role the Program Manager oversees all of the day-to-day operations including contract performance, customer service, human resources process management, recruitment, candidate selection, compensation, employee relations, benefits and client relations. This position also assists the VP Of Toll Operations in providing frequent and comprehensive information about the performance of the Manual Toll Operations (Toll Collection) contract, managing the toll collection staff, ensuring performance metrics are continuously met, staff levels are appropriate and stellar customer care is provided at all times.

Summary of essential job functions

• Act as the main point of contact for the Dulles Toll Road Manual Toll Collection Contract in McLean, Virginia.

• Act as the main point of contact for 135 employees associated with the Dulles Toll Road- Toll Collection Contract.

• Ability to think strategically and identify critical success factors when developing strategy and plans for assigned area of responsibility.

• Ability to proactively develop and maintain solid business partnerships to ensure success in balancing the department and customer needs with the legal and financial expectations of the organization and ensure needed business outcomes.

• Conducts orientation sessions and explains benefits enrollment for new employees.

• Assists operations management with HR policy adherence, disciplinary actions and documentation.

• Works to develop requirement profiles with appropriate supervisors/manager.

• Conducts investigations regarding HR policy violations and appeals.

• Utilizes HRIS including Applicant Tracking System, Payroll and Time and Attendance software.

• Ensures up-to-date maintenance of employee records in accordance with legal requirements and corporate policies.

• Excellent conflict management skills for the purpose of resolving escalated employee and customer complaint issues.

• Solid communication skills to effectively deal with all levels of management, staff and/or outside contacts.

• Demonstrated interpersonal skills to work effectively in a team environment and maintain a professional and positive manner.

• Demonstrated ability to clearly and concisely express ideas and concepts verbally and in writing and adopts writing style and language to fit the situation/audience.

• Solid problem-solving skills for the purpose of solving issues related to team performance.

• Demonstrated change management aptitude and ability. Takes a proactive role in bringing about change, applying new ways to develop the business through improved management of people and processes.

Minimum Qualifications

• Bachelor's degree or equivalent work experience required.

• 10+ years of people management experience

• Experience in HR process including recruiting, payroll, benefits administration

• Understanding of employment law, employee rights, payroll and benefits and COBRA.

• Knowledge of operations, key performance indicators, staff management, motivation, and disciplinary action

• Must have the ability to work independently with some support from corporate office.

• Strong working knowledge of Microsoft Office Suite and Human Resource policies and procedures.

• Strong oral and written communication

• Demonstrated organizational, detail orientation, accuracy, prioritization skills and time management.

• Ability to management other administrative professionals, delegate duties, prioritize, and follow up.

• Ability to work effectively in a team oriented, high demand and fast paced environment.

• Ability to maintain high level of confidentiality.

Additional information

Physical Ability

Ability to communicate orally with management, and other co-workers, both individually and in front of a group is crucial. Regular use of the telephone and e-mail for communication is essential.

Sitting for extended periods is common. Hearing and vision within normal ranges is essential for normal conversations, to receive ordinary information and to prepare or inspect documents. No heavy lifting is expected. Exertion of up to 10 lbs. of force occasionally may be required. Good manual dexterity for the use of common office equipment such as computer terminals, calculator, copiers, and FAX machines.

Good reasoning ability is required to solve a wide range of business problems.

Sensory Requirements

Some tasks require oral communications ability and visual perception and discrimination.

Environmental Factors

The job is performed indoors in a traditional office setting but may require some travel to other local offices or facilities. Activities include extended periods of sitting and extensive work at a computer monitor.
