1. Introduction

Living & Working in Glasgow

Today Glasgow is a compact, vibrant and modern city. In fact Glasgow’s scale comes as a surprise to some people. It has the largest suburban rail network outside London and is second only to the UK Capital as a retail centre. There are top-ranking schools, excellent leisure facilities, beautiful golf courses and elegant accommodation across all price ranges. The night life and restaurants are renowned and its opera, theatres, art galleries and museums offer plenty of cultural stimulation.

From Glasgow, the West of Scotland’s jewels are within easy reach. Loch Lomond is just 45 minutes drive, a little further to the Argyll peninsula – or over the sea to Arran, Skye, Iona and Mull.

NHS Greater Glasgow and Clyde, Acute Services Division

NHS Greater Glasgow and Clyde is the largest group of adult acute hospitals in Scotland – offering many opportunities to ensure job satisfaction and career development. We provide a wide range of services from community-based care through to the full range of general hospital services.

A considerable volume of complex surgical work is carried out in units that provide the country’s tertiary and national services serving a population of approximately 1.1 million people. Our patients not only come from Glasgow but also, in some instances, from the whole of the West of Scotland and for our National Services, from the whole of Scotland. We enjoy close links with Glasgow’s 3 universities and make a significant contribution to teaching at both undergraduate and postgraduate level. We provide excellent facilities for students and their tutors in the brand new £15 million state of the art Wolfson Medical School based at Glasgow University and adjacent to the Western Infirmary site. Excellent educational facilities are also available at Glasgow Royal Infirmary.

There are 8 hospitals north of the River Clyde: Glasgow Royal Infirmary (including the Princess Royal Maternity Hospital), Western Infirmary, Stobhill Hospital, Gartnavel General Hospital (including the Beatson West of Scotland Cancer Centre), Glasgow Dental Hospital and School, Drumchapel Hospital, Blawarthill Hospital and Lightburn Hospital. South of the river are the Southern General Hospital and the Victoria Infirmary. Within Clyde the Royal Alexandra Hospital is in Paisley, Inverclyde Royal Hospital is in Greenock and the Vale of Leven District General Hospital is situated in Alexandria.

Changing Services

Health services across NHS Greater Glasgow and Clyde are undergoing a radical transformation to meet the changing needs of the population. With seven hundred and fifty million pounds worth of investment securing greatly improved modern health care facilities the changes encompass two new ACH hospitals located at Stobhill hospital and the Victoria Infirmary sites. These are purpose designed to deliver outpatient, daycase, surgical and minor injuries care opened in June 2009.

Resources are also being concentrated on three other sites at Glasgow Royal Infirmary, Gartnavel and the Southern General Campuses.

The new 14 floor South Glasgow adult hospital building is well under way and is due to be completed by early 2015. It will be one of the largest acute hospitals in the UK and home to major specialist services such as renal medicine, transplantation and vascular surgery, with state of the art Critical Care, Theatre and Diagnostic Services.

The new hospital will have 1109 beds, with each general ward consisting of 28 single bedrooms with ensuite facilities; this will assist in addressing hospital acquired infection (HAI), mixed sex, privacy and dignity issues. Each room will also have a large window onto the ward corridor to allow good line of sight between the staff and patients. To help staff deliver care, the new ward layout has special ‘touch down’ stations arranged at strategic points along ward corridors.

The breadth and complexity of services at Gartnavel has expanded considerably over the past few years, with the development of the Brownlee Centre for communicable diseases, the Glasgow Homoeopathic Hospital, the ophthalmology department and ENT services for the north of the city. Phase I of the new £105 million West of Scotland Cancer Centre, the Tom Wheldon Building, opened in April 2001 and the New Beatson West of Scotland Cancer Centre opened to patients in May 2007.

Major improvements are taking place on the Gartnavel site in the north of Glasgow.  The plans will ensure the 68.5-acre Gartnavel site remains one of the city's key locations for medical care in the years ahead. These include a new purpose-built mental health hospital to replace existing inpatient facilities at Gartnavel Royal Hospital, the re-development of Gartnavel General Hospital, a new state-of-the-art laboratory incorporating the Leukaemia Research Centre.

Hospitals where services are to be provided

The Southern General Hospital

The Southern General Hospital is a large teaching hospital with an acute operational bed complement of approximately 900 beds. The Hospital is sited in the south-west of Glasgow and provides a comprehensive range of acute and related clinical services.

District General Hospital services are provided for the south-west of the city, with some services provided for the whole city. Services include Accident and Emergency, Dermatology, ENT, General Medicine (including sub-specialties), General Surgery (including sub-specialties), Medicine for the Elderly (including Assessment, Rehabilitation and Day Services), Gynaecology, Neonatal Paediatrics, Obstetrics, Ophthalmology, Orthopaedic Surgery, Urology, Physically Disabled Rehabilitation and Continuing Care. The Obstetrics, Urology, Ophthalmology and Dermatology Departments provide the single in-patient location for the whole population of South Glasgow. The Division manages the Dermatology Service for the whole city.

The Maxillofacial Department for the whole city was centralised at the hospital in the autumn of 2002 providing trauma and elective surgery and specialist provision for head and neck cancer. South and West Glasgow’s in-patient Gynaecology service was centralised at the Southern General Hospital in late 2003 / early 2004, bringing together on one site a range of services from across the city. The Assessment and Rehabilitation service for the Physically Disabled is also provided for the whole city from the Southern General Hospital.

There is also a wide range of diagnostic and therapeutic services including Audiology, Clinical Psychology, Dietetics, Occupational Therapy, ECG, Physiotherapy, Radiology (including MRI and CT provision for the general hospital service) and Speech Therapy.

New Victoria Ambulatory Care Hospital

The ACH is due to open in June 2009 and will have an eight theatre suite with a generous supporting recovery area. The services using the theatre facilities include general surgery, orthopaedics, ophthalmology, gynaecology, urology, ENT, oral surgery and chronic pain services. The theatre sessions will be composed of patients having mainly minor operative procedures

In addition there will be a 12 bedded 23 hour stay unit which will be open from Monday 10am till Saturday 10am

University Links

Both the Southern General and Victoria Infirmary Hospitals have built a sound academic and research base over the years and have an excellent teaching reputation with libraries and lecture suites with comprehensive audiovisual facilities on both sites. There are close links with the University of Glasgow’s Faculty of Medicine including Professors within Neurosurgery, Neuropathology and Neurology.

The Post

The postholder will have sessions at the Southern General Hospital and the Victoria ACH. The post will be a 10 session post. On call will be based at the Southern General Hospital covering orthopaedic trauma with a rota of 1 in 8.

As with established Consultants in Glasgow, job plan negotiation will take place once appointed, under the new Terms and Conditions of the New Consultant Contract. The newly appointed Consultant would be offered EPA activity. There are established agreements across NHSGG & Clyde concerning the flexibility of SPAs etc within the new contract, which would be applied to any new appointment.

This is the equivalent of 2 fixed sessions per week in an 1:8 rota cycle

The job will be based on a 10 session contract.

A split of 9:1 between direct clinical care PAs and supporting professional activities is now the advertised standard for all new consultant job plans in Scotland.   The one SPA minimum will reflect activity such as appraisal, personal audit and professional development occurring outside study leave time.   Once the candidate has been appointed more SPA time may be agreed for activities such as undergraduate and postgraduate medical training which takes place outside direct clinical care, as well as research and/or management.  These activities must be specifically and clearly identified and be agreed with the candidate and desired by the department. 

Conditions of Service

Applicants should have full GMC registration and eligibility for inclusion on the specialist register. UK trainees will have evidence of Higher Specialist Training leading to CCT, or be within 6 months of confirmed entry from the date of interview. Non-UK applicants must demonstrate equivalent training.

The appointment is superannuable under the NHS (Scotland) Superannuation Scheme unless you opt out in favour of some other arrangement. Your remuneration will be subject to deduction of Superannuation contributions in accordance with the Scheme. Details of the Scheme are given in the Scheme Guide, copies of which are available from the Human Resources Department. Superannuable pay will include basic salary (up to 10 programmed activities, but not any extra programmed activities above this level), on-call availability supplements, discretionary points, distinction awards and any other pay expressly agreed to be superannuable.

b) You have 3 pension options as follows:

i) To join the NHS superannuation scheme. Employees in the NHS scheme are “contracted out” of the State Earnings Related Pension Scheme and pay a lower rate of National Insurance Contributions. (The NHS Scheme is explained in the attached booklet).

ii) To participate in the State Earnings Related Pension Scheme

iii) To take out a Personal Pension. This is a private agreement with the pension provider, which will be an organisation such as a Bank, Building Society or insurance Company.

c) New entrants to the National Health Service who are whole time and aged sixteen but under seventy (sixty five in the case of members of the special classes and Mental Health Officers) will, however, be taken automatically into membership of the NHS scheme unless they elect not to join.

d) The employment is subject to 3 months notice on either side subject always to the appeal and other provisions of section 10 of the Consultant Grade (Scotland) Terms and Conditions of Service of Hospital Medical and Dental Staff (Scotland).

e) In terms of NHS Circular 1989 (PCS) 32 dealing with Medical Negligence, the Division does not require you to subscribe to a Medical Defence Organisation. Divisional indemnity will cover only Divisional responsibilities. It may, however, be in your interests to subscribe to a defence body in order to ensure you are covered for any work, which does not fall within the scope of the indemnity scheme.

f) Private residence shall be maintained by you in contact with the public telephone service. Reimbursement of certain telephone charges may be payable on application to the Division.

g) For all new entrants to the Division a medical examination will be required prior to confirmation of the appointment. You will also be required prior to provide evidence of your immune response to Hepatitis B.

h) Salary Scale: £74,504.00 - £100.446 per annum (pro rata for part-time)

NHS Greater Glasgow & Clyde does not negotiate salary placements. On commencement the salary will be in line with paragraph 5.1 of the terms and conditions of the new Consultant Contract. Appointees start on the scale minimum except in the circumstances of paragraphs 5.1.2 – 5.1.7 of the terms and conditions of service.

i) Dependent upon present place of residence, the Division may require the successful candidate to remove home to a distance acceptable to the Division, normally within 10 miles of the base hospital. In such circumstances removal expenses may be payable in accordance with the Consultant Grade (Scotland) Terms and Conditions of Service of Hospital Medical and Dental Staff (Scotland). In some cases, however, an existing residence more than 10 miles distance from the base hospital will be acceptable to the Division and in this case removal expenses will not be met. Either way, the position will be made clear to the successful candidate who should contact the Medical Staffing section immediately after an offer of appointment to discuss domicile requirements.

j) The successful candidate will be required to complete a criminal record check (Disclosure Scotland) form. No approach will be made without written permission of the successful applicant who will be asked to sign and complete a disclosure application, giving authorization for the check to be undertaken.

k) Study leave will be in line with the new consultant contract. The Department does not have an individual study leave budget per consultant. Study leave has to be agreed by the lead consultant and departmental rota runner.
