The Government of Jamaica has received financing from the International Bank for Reconstruction and Development (IBRD) (the "Bank") in the form of a "loan" (hereafter called "loan") toward the cost of the Access to Finance for MSMEs (A2F) Project. The Development Bank of Jamaica Limited (DBJ), the implementing agency for the project, intends to apply a portion of the proceeds of this loan to eligible payments under, Subcomponent 3B - Business development services for MSMEs to improve bankability - which includes the Procurement of an Interactive Technological Platform (ITP).
The DBJ now invites Bids from eligible Bidders to design, supply and commission an Interactive Technological Platform for its Voucher for Technical Assistance (VTA) Programme.
The vendor will be required to supply the underlying technology inclusive of software and the necessary technical expertise in ensuring a rapid and efficient implementation. The proposal should be an end-to-end offer to include components such as:
System Analysis System and Application Testing Application Software Implementation including customization Training Application Implementation Support Post-Implementation Support
Bid Security in the amount of USD $5,800.00 is required.
Bidding will be conducted through open international competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 (Revised November 2017), Section VI. Approved Selection Methods: Goods, Works and Non-Consulting Services item 6.5 ? 6.6 page 35 and Annex XII. Selection Methods figure 7. page 110 which is open to all eligible Bidders as defined in the Procurement Regulations.

Section I - Instructions to Bidders
1. Scope of Bid
A. GENERAL
1.1 The Purchaser, as indicated in the BDS, or its duly authorized Purchasing Agent if so specified in the BDS (interchangeably referred to as "the Purchaser" issues this bidding document for the supply and installation of the Information System as specified in Section VII, Purchaser's Requirements. The name, identification and number of lots (contracts) of this RFB are specified in the BDS.
1.2 Unless otherwise stated, throughout this bidding document definitions and interpretations shall be as prescribed in the Section VIII, General Conditions of Contract.
1.3 Throughout this bidding document:
(a) the term "in writing" means communicated in written form (e.g. by mail, e-mail, fax, including if specified in the BDS, distributed or received through the electronicprocurement system used by the Purchaser) with proof of receipt;
(b) if the context so requires, "singular" means "plural" and vice versa; and
(c) "Day" means calendar day, unless otherwise specified as "Business Day". A Business Day is any day that is an official working day of the Borrower. It excludes the Borrower's official public holidays.
