Offender Reentry Program: Substance Abuse Assessment and Referral for the New Jersey State Parole Board

The Division of Addiction (DAS), in conjunction with the New Jersey State Parole Board (SPB), is applying for a grant opportunity from the Substance Abuse and Mental Health Services Administration (SAMHSA), TI-09-005: Offender Reentry Program (ORP).  Through our application to SAMHSA for funds to administer the ORP, DAS intends to enhance the array of services available for Mutual Agreement Program (MAP) eligible parolees.  The ORP/MAP will only be available for clients under the supervision of SPB released to the supervision of Camden District Parole Office #7.   

Through this RFP, DAS is soliciting proposals to contract with one (1) assessment provider to conduct substance use disorder assessments, co-occurring mental health screening, recovery support screenings, treatment and recovery support referrals, and federal GPRA data collection for New Jersey SPB eligible parolees serviced at the Camden SPB District Office #7 located at 2600 Mount Ephraim Avenue, Suite 409, P.O. Box 679, Camden, NJ 08101.

The successful applicant will be expected to partner with DAS in its federal grant application by conducting a minimum of nine (9) substance abuse assessments per week, or approximately 480 per year, using the ASI, the ASAM PPC-2R, and the LOCI.  The assessment interviews will include screening for co-occurring disorders and recovery support needs.  GPRA data collection must be performed for all assessed individuals.  Interviews required to conduct subsequent GPRA data collection are not included in this number.

Funding:  The total award amount is approximately $185,000 per year.  Funding awarded under this RFP is contingent upon DAS obtaining funding from the Federal Government in its application to SAMHSA for the ORP Grant Announcement TI-09-005 at .  By submitting a proposal in response to this RFP, the agency is agreeing to partner with DAS in its federal application due on May 21, 2009.

Organizations that may apply:  Applicants must be a public or private nonprofit organization. The awardee of this contract is not eligible to apply for the MAP funding in the DAS Network.  Applicants must have provided licensed substance abuse treatment and/or substance abuse assessments for the previous two (2) years.  See RFP for full list of eligibility criteria.

 

There is a short window for the State to submit its federal application, which necessitates a quick turn around time for this RFP.  Thus, a complete proposal package, including narrative and DAS contract application, must be submitted to and received by DAS by 5:00 p.m. on May 12, 2009.

Women’s Set-Aside Contract Funds for Women with Dependent Children Halfway House Treatment Services

The Division of Addiction Services (DAS) is soliciting proposals for State Fiscal Year 2010 funds to provide comprehensive and enhanced halfway house substance abuse treatment services for highly vulnerable pregnant women and women with dependent children with substance abuse disorders.  It is anticipated that contract funds in the amount of approximately $414,304 will be available for approximately one or more awards for a total of eleven (11) halfway house beds for pregnant women and women with dependent children at the DAS SFY 2010 annual rate of $37,664 per bed. 

This funding should provide the ability for awardees to deliver gender-specific substance abuse treatment and other services that are reflective of the specialized needs of pregnant women and women with dependent children and that treat the family as a unit.  Contractees shall provide family-centered treatment to address the full range of women’s needs using evidence-based practices for clinical treatment, clinical support, and community support services.  Services must provide the appropriate level of care for halfway house services for pregnant women and women with up to three (3) dependent children no older than age twelve (12) in residence with their mother.

The anticipated contract start will be July 2009.  This will be a one-year contract.
