Chapter 10 Draft EIR/EIS Distribution

10 DRAFT EIR/EIS DISTRIBUTION

The distribution of the San Jose to Merced Project Section Draft Environmental Impact Report/ Environmental Impact Statement (EIR/EIS) emphasizes the importance of providing the documents in a number of different formats so that the information is fully accessible to members of the public. The distribution strategy includes the use of electronic media to support costeffective, broad availability to the public and interested parties. The entire Draft EIR/EIS and technical appendices are available on the California High-Speed Rail Authority's web site (hsr.) and the technical reports are available in electronic form by request on the Authority's website. The entire Draft EIR/EIS, appendices, and technical reports are also available for review in electronic format at the repository locations listed below. Each repository location will also hold a hard copy of Volume 1 of the Draft EIR/EIS. Electronic copies of the document and supporting technical studies are available , upon request at the office of the California High-Speed Rail Authority (700 L Street, Suite 800, Sacramento, CA 95814), Northern California High-Speed Rail Authority regional office (100 Paseo de San Antonio, Suite 206, San Jose, CA 95113), and by request by mail or at .

All persons, agencies, and organizations listed in this chapter have been informed of the availability of the Draft EIR/EIS and locations to obtain or review copies, as well as the timing of the 45-day formal comment period. Notice of availability of the Draft EIR/EIS has been published in the Federal Register. Repositories listed in Section 10.1 and cooperating federal agencies were sent a hard copy of Volume 1 of the Draft EIR/EIs and several electronic copies of the Draft EIR/EIS, appendices, and technical reports. Copies were filed with the California State Clearinghouse. The Notice of Completion was filed with each of the County Clerks' offices in counties through which the project would pass. Other federal agencies, state agencies, and interested parties listed below have received a mailed notification of the availability of the Draft EIR/EIS. The notification of availability mailer distributed to these parties included information translated into the primary languages of the project vicinity: Vietnamese, Chinese, and Spanish. The notice also serves as notification for the community open houses and the public hearing, provides information about how to access the Draft EIR/EIS, and outlines the timing of the formal comment period. Federal, state, and county elected officials, mayors of cities with possible stations, the potentially affected local agencies listed below, and members of the public who subscribed to the project mailing list, had attended project events (e.g., scoping, public meetings, etc.), or had sent comments or questions via email or the Authority's website also received the mailed notification. In addition, notice was sent to property owners adjacent to the four San Jose to Central Valley Wye project extent alignment alternatives and electrical interconnection and network upgrades.

Notification of the availability of the Draft EIR/EIS and the times and locations of community open houses and public hearings was also distributed through the Authority's social media accounts and by email distribution to individuals who provided email addresses for the project mailing list.

The sections below include eight main groupings for distribution: repository locations, federal agencies, state agencies, elected officials, regional/local agencies, organizations and businesses, Native American contacts, and schools. Locations and point of contact names are noted where appropriate.
