Energy efficiency in buildings

Dear building practitioner

South Africa is a fast growing economy where the demand for energy often exceeds supply. This has lead to Eskom introducing load shedding and increasing electricity tariffs. As these interventions, that were intended to reduce the demand for electricity, have a direct bearing on the economy as well as on society, other means had to be devised to supplement energy supply. In analysing the factors that contribute to the demand for energy, households and commercial buildings were identified as major consumers of energy. This has led to the dti through its SQAM infrastructures, like NRCS and SABS, committing to develop regulations and standards in the field of Energy Efficient Buildings.

The building codes and regulations of South Africa, which are administered by the NRCS and regulated by Local Government in terms of the National Building Regulations and Building Standards Act, has been amended to embrace sustainability commencing with energy efficiency. Typically these provisions relate to new construction, alterations and additions.

The SABS Standards Division is in terms of the Standards Act, 2008 (Act No. 8 of 2008) the only recognized national institution responsible for the development, maintenance and promotion of South African National Standards (SANS) which are the basis for all the other SABS service offerings such as testing, certification and training.

In view of its mandate the SABS committed to drafting standards that could assist government interventions in reducing the demand for energy. SANS 204, Energy efficiency in buildings was developed as a best practice document that could give guidelines to the design of buildings in relation to energy demand and energy use. Regulations had to be considered, and SANS 10400-XA, The application of the National Building Regulations Part X: Environmental sustainability Section A: Energy usage in buildings was developed to support the relevant regulations.

SABS was approached to draft national standards that could assist government interventions in reducing the demand for energy. SANS 204:2011, Energy efficiency in buildings was then written as a best practice document that could give guidelines to the design of buildings in relation to energy demand and energy use. This was not sufficient as it was just voluntary. Regulations had to be considered, and SANS 10400-XA : 2011, The application of the National Building Regulations Part X: Environmental sustainability Section A: Energy usage in buildings was developed to support the regulations. As these standards and regulations are the first of their kind, to both consumers of property (i.e. property developers and homeowners) as well as enforcers of regulations (i.e. Local authorities), it has been deemed absolutely necessary by NRCS and SABS, together with The Department of Trade and Industry (the dti) and our industry stakeholders, that technical workshops be held across all metros to unpack the application of these standards. The workshops will be held in all 9 provinces and delegates are requested to complete the registration form, indicating which workshop they will be attending, and submitting the completed form to the SABS as soon as possible.

To fully understand the context and content of the South African National Standards and the associated Building Regulation, delegates must obtain a copy of the following documents before the workshop:

• SANS 204:2011, Energy efficiency in buildings;

• SANS 10400-XA : 2011, The application of the National Building Regulations Part X: Environmental sustainability Section A: Energy usage in buildings; and

• The relevant building regulation.
