Can the government clarify what it means by the following in XIII a.: “The contractor shall incur all cost related to mailing and shipping costs to the Office of Dentistry.”? Does this mean that the contractor incurs all mailing and shipping costs for reimbursement from OOD; or does the OOD pay for these costs directly? Or will the VA cover the cost of postage and printing through the GPO? If so, does the Government choose the vendor used for the printing? GOVERNMENT RESPONSE:The contractor shall incur all cost related to mailing and shipping costs to the Office of Dentistry. Any mailings or packages received from the awarded contractor will be at the contractor’s expense.?
