The intention is to bring this back to the Board in November; IK was intending to discuss with the School Standards team the offer of DfE Covid school-to-school support which is still available. MD will follow this up;The School Standards team are working closely with PHE to get weekly communications out to all schools in Bradford;KL has contracted Northern Lights TSA for a further 12 months. Delivery will be supported by the LA, which will also produce a sustainability plan.Chair’s updateThe Chair gave an update on the Chairs’ meeting: The case is being made in the Comprehensive Spending Review for expansion and extension of the OA programme;The Chair highlighted that some OAs are refreshing their Board membership and that this is something we should consider for Bradford;The Somerset OA Chair has changed and is the first change of Chair since the programme’s inception.An impact study has been procured by the DfE. The Chair advised that Boards should be involved in the shaping of the study, rather than being called post-design. There is significant, positive interest from other OAs in CAER’s webinars. The Chair congratulated Shirley Manor Primary School, which won school of the year for the Bradford for Teaching and Telegraph and Argus school awards. Item 2 - Open discussion on school return and concernsLA colleagues gave an update on data relating to the number of Covid cases, school attendance and closures. 212 from a total of 216 schools are submitting data through the LA’s portal. The LA are in touch with the remaining 4 schools and are working through IT issues, which have been preventing their data submission.The following were highlighted by the LA and Board members:School attendance has generally been impressive, though bubble closures are starting to have a negative impact on this. Attendance of looked after children is lower but still in the high 80s/low 90%.There has been a significant and concerning rise in Elective Home Education (EHE), a large proportion of which are considered to be very vulnerable families. The LA are actively working to dissuade these families from elective home education, but government legislation prevents any further action. The LA are lobbying national government for a temporary change in legislation. The DfE dataset tracks all schools including the private and independent sector, where attendance is generally lower than state-maintained schools. As Bradford has a large number of independent/private schools this is negatively impacting Bradford’s figures. 78 of Bradford schools are not completing the DfE portal, which is being discussed with the RSC.Coding in registers is important to track VCYP in Bradford.Staff absence is impacting attendance as it results in bubble and/or class closures and is a major cause for concern for schools. The LA is taking a cross sector (LA maintained/MATs) approach to supporting schools and redeploying resources. There has been a drop off in the number of parents accessing free pre-school childcare for the first time, though those that have previously accessed it are generally continuing to do so. Providers are being supported by the LA and EY funding. Positive feedback has been received regarding the CAER/PHE webinars for schools, and school leaders have expressed a desire for more of these. The LA are concerned regarding the challenge of gaining compliance of residents with Covid restrictions, which may need to be tightened. There are c.27,000 clinically vulnerable residents in Bradford, a large number living in families with young people and children.The Board commended the University of Bradford for putting the interests of its students first and for its level of preparedness for their return, whilst stressing the need – as a society – to avoid stigmatising young people in terms of compliance with Covid regulations. Action: The Board requested data from the School Standards Team (if available) on whether there has been an increase in the deferral of reception places – as education is not mandatory until a child turns 5. A further webinar with PHE will be held on the 8th October to give further guidance and examples to school leaders on how to handle Covid cases. Action: Board members to actively promote this webinar session.Item 3 – NTP/Maths TuitionThe OA team gave an outline of both the National Tuition Programme (NTP) and the Bradford Year 11 Maths Tuition (see paper 2 for details).The Bradford OA Team are working to ensure Bradford schools are well placed to access high quality support through the NTP. As such, the team will organise a webinar with potential providers to give Bradford schools advanced noticed of what support may be available and which they may want to access. The Board agreed that Bradford schools – particularly the lowest performing – need to secure NTP places as some MATs appear to be already working to secure places with potential providers.Action: OA team to ensure there are clear comms to Bradford schools outlining the NTP offers and ensuring they access appropriate support promptly. Year 11 maths tuition, the Board were positive about the delivery model. They did highlight the need to ensure that Free School Meals (FSM) was not a criteria for accessing support (as it does not reflect the full extent of vulnerability and need), but also that teachers needed some guidance in selecting pupils to receive support. The School Standards Team will ensure they support the appropriate selection of pupils by acting as a ‘critical friend’ to schools.Item 4 – Communications (Papers 3 & 4)The Board were asked to consider:Do you support the activity that we have proposed in terms of comms?What is missing here and what are the opportunities for further activity?How can the schools and/or organisation represented on the Board support these comms? The Board were extremely keen to do more on comms and stressed the need to further amplify the messages around what has been achieved.The Board provided feedback on the comms papers:Targets and outcomes need to better align i.e. use of numbers or %. Papers are dense in text; given the target audiences this needs to be reduced and be replaced by better use of infographics. It needs to be more accessible to businesses and civic leaders.Need to focus more on key messages. The Board agreed that we need to better understand what we want to achieve, what is our vision, our mission and objectives, who do we need to persuade, what behaviour change do we need to see and what audience do we need to reach? We can then develop a comms strategy based on the answers to those questions. It was stressed that we should be bolder in terms of channels that we can use, outlets such as the BBC, C4, Yorkshire Post are keen to have stories at present. We need to use our networks to tap into those when time is right. WR offered the support of PwC’s corporate communications, which is far reaching. WR recommended that if the Minister visits Bradford, she should visit PwC, in order to highlight the impact of OA, which played a pivotal role in the establishing PwC’s presence in the city. MMW also offered comms support from CAER.The Board highlighted that sustainability and legacy need to be a key part of the comms strategy. As such, we need to highlight all the things achieved since the start of the OA, creating a powerful message that what the OA started, Bradford as a city needs to take forward. The Board agreed that we need to create a call-to-action.The wider priorities and system leadership of Bradford also needs to be reflected – and common goals established – highlighting how, as systems leaders, we can promote social and economic growth. SC pointed to Justine Greening’s visit in November to launch her social mobility work (with the backing of 80 cross-party MPs) as a way to have a wider influence. The Board also highlighted the UNESCO Child Friendly City as a key opportunity around comms/sustainability. LT thanked the Board for their input, especially offers of comms support, highlighting that the OA team can provide content and background, for comms teams to package. Action: KL and MS to create a comms working group, utilising the offers of support from the Board. Action: KL to develop a plan for securing legacy and sustainability to November’s board.Item 6 – Future of PB MS gave background and shared slides with the board on PB and what we can expect in the next 12 months.The Chair considered the need to focus on the next 12 months and look at lessons learned over the past 3 years, taking stock of what has gone right and what has not. This will enable us to share what we have learnt with other OAs and wider. The Board need to consider: What is the vehicle we need to help move this movement forward? We should review our board membership, transition off national providers and on to local leaders, how the board is functioning and what changes may be needed for the future. The Board agreed both with the principle of building on the work that’s already been done and on sharing learning. MMW highlighted a recent meeting with Blackpool OA that was extremely productive. Action: OA Team to look at what other OAs have done in this area to inform the Board’s thinking. Action: AMC to take offer of OA join up to other OA chairs.The Chair reflected on how well the Board have responded to the challenges of Covid, including how Board members have pulled together during the crisis. The Chair also emphasised the dynamism of Bradford OA and its Board, which we should continue to build upon. The focus was on education in Yorkshire and North of England, but the stories from Bradford were so compelling they became the focus of the story.
