I. PURPOSE:

This SOG specifies the requirements and process to become an apparatus Driver/Operator of the Flint Hill Fire Department (FHFD).

II. DISCUSSION:

This SOG details the requirements personnel must satisfy to be considered as a Driver/Operator of FHFD apparatus. Further, once the initial requirements are met a candidate must follow a predefined process to operate each apparatus. This SOG also specifies the sequence of apparatus in which driver/operators will be qualified.

III. GUIDELINE:

Flint Hill Fire Department personnel will comply with the following policy adopted by the York County Rural Fire Board on 1/1/1997. The State of SC license requirements must also be complied with. Departmental requirements and qualification requirements for emergency response and the operation of specific apparatus must also be complied with.

Fire Board Policy and State of SC License Requirements

1) Any driver of fire apparatus that is owned or insured by York County (includes apparatus that have been accepted into the York County System) must obtain certification for SCFA Course 1210, EVDT. This can also be accomplished through the granting of reciprocity for an out of state certificate related to emergency vehicle driver training. (York County Rural Fire Board Policy).

2) For operating vehicles >26,000 LBS GVW, one of the following is required:

a) CDL License

b) SC Class E driver’s license or an equivalent out of state driver’s license for operating vehicles >26,000 lbs. GVW

c) SC Class D driver’s license with an SCDOT endorsement that is granted by the York County Department of Fire Safety. A Special Endorsement can only be granted for a SC driver’s license. Any other class of SC driver’s license can receive the endorsement as long as the license is good for operating automobiles.

Departmental Requirements

1) Minimum 21 years of age.

2) Successful completion of NFPA Firefighter I

3) Successful completion of the Emergency Vehicle Driver Training (EVDT) class or equivalent.

4) Successful completion of the SCFA Pump Operations I class (or equivalent) for all apparatus with a fire pump, with the exception of the Grass Unit.

5) Successful completion of the SCFA Aerial Operations class (or equivalent) for all apparatus with an aerial ladder.

6) Successful completion the SCFA Pump Operations II class (or equivalent) for a tanker.

7) Satisfactory driving record as determined by submission of an official state driving record.

8) Approval of 700.01 DRIVER CHECKOUT REQUEST FORM to begin Driver/Operator Qualification

a) Approval by Fire Chief for paid staff.

b) Approval by Fire Chief and elected officers for volunteers.

Qualification Process

After meeting the license and departmental requirements outlined above, personnel begin the qualification process. The process is broken down into 2 phases – preparation and testing. The prospective Driver/Operator completes the preparation phase over a period of time with designated personnel assisting in the learning process. The testing phase is entered only after the Driver/Operator has acquired the necessary skills and is ready to complete the qualification process.

Preparation Phase

a. Submit 700.01 DRIVER CHECKOUT REQUEST FORM through proper chain of command for approval.

b. Obtain copy of appropriate testing packet.

c. The trainer/instructor shall have candidates drive the amount deemed necessary to demonstrate proficiency for C-2 and G-1. Candidates shall drive 3 hours minimum for their first >26,000 lbs. GVW qualification (additional hours may be required until the trainer/instructor is satisfied in the candidates driving skills and comfort level). Candidates shall drive 1 hour for qualification on subsequent apparatus.

d. Obtain thorough knowledge of apparatus mechanicals.

e. Obtain thorough knowledge of all onboard systems.

f. Obtain thorough knowledge of apparatus specifications.

Testing Phase

a. Schedule appointment with designated test proctor.

b. Successful completion of written and/or oral test (if applicable)

c. Successful completion of practical test.

Apparatus Qualification Order

Paid Staff: C2, both front line engines, remaining apparatus as directed by the Fire Chief.

Volunteer: C2, G1, remaining apparatus as directed by the Fire Chief and elected Officers.

Requalification on Apparatus

1) Every five years, each driver shall demonstrate proficient knowledge of each apparatus they are qualified to and drive the apparatus for 20 minutes minimum with a designated test proctor.

Periodic Check of Driving Records

1) Every five years, the Fire Chief of the Flint Hill Fire Department will obtain and review the driving records of personnel qualified to drive apparatus. An unacceptable driving record may result in driver qualifications being revoked for fire apparatus.

Notification of Traffic Citations

1) Paid Staff must notify their supervisor the next work day after receiving any traffic citation.

2) Volunteers must notify the Fire Chief within 48 hours of receiving any traffic citation
