The employee has the responsibility to consult, advise, train, and provide exceptional customer service to school boards, school administrators, all food service personnel, residential childcare institutions, and interest groups concerning the administration and operation of the United States Department of Agriculture (USDA) School Nutrition Programs, such as the National School Lunch Program (NSLP) and School Breakfast Program (SBP). Individual tasks related to the duty.Provide customer service and support to local school districts, intermediate school districts, partnering agencies and organizations, and community-based organizations administering the School Nutrition Programs.Interpret federal program regulations and provide guidance for Meal Patterns, Nutrient Standards, Meal Quality, and Meal Preparation.Respond to telephone inquiries, written correspondence, and emails requesting clarification of state policies, procedures, and federal regulations for all School Nutrition Program sponsors.Investigate complaints and reports of violations, review compliance reports and audit findings, and make recommendations for improvement as required.Assist with site and/or sponsor reviews to determine compliance with the laws, regulations, and rules. Develop recommendations and provide necessary reports. Recommend modifications of policies and procedures for School Nutrition Program sponsors based on observations of program operations.Analyze and evaluate records associated with program management, preparing reports, and making recommendations as appropriate.Provide comprehensive on-site customer service/training to sponsors on menu planning/development, meal quality, food preparation, nutrient standards, food production.Ensure distribution and dissemination of training materials to all sponsors and additional target audience.Develop program materials such as policy, policy clarifications, procedures, handbooks, administrative guidance, or materials related to application, reports or reviews. Develop and participate in Child Nutrition Program advocacy networks in Michigan. Collaborate with superintendents and administrators, legislators, educational organizations, and private non-profit organizations to promote participation in child nutrition programs.Develop outreach information on Meal Patterns, Nutrient Standards, Meal Quality, Smart Snacks, Local Wellness Policy, and Special Dietary Needs and implement dissemination strategies to reach appropriate schools, institutions, agencies, or communities. Develop and maintain the program area web pages, board briefs, and newsletters related to the Meal Patterns, Nutrient Standards, Meal Quality, Smart Snacks, Local Wellness Policy, and Special Dietary Needs. Works with Office of Health and Nutrition Service (OHNS) Data Specialist to develop ad hoc reports to meet program requirements and grant/program initiatives. Ensure program improvement statewide with the ultimate goal of supporting the needs of the Whole Child and long-term student outcomes. The position assists with outreach, training, computer based-application development, technical assistance, and monitoring primarily for the Meal Patterns, Nutrient Standards, Meal Quality, Smart Snacks, Local Wellness Policy, and Special Dietary Needs.24.Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.We have consolidated the nutrition specific projects into one position.25.What is the function of the work area and how does this position fit into that function?The School Nutrition Programs unit is responsible for the administration of several United States Department of Agriculture (USDA) Child Nutrition Programs (National School Lunch Program, School Breakfast Program, After School Snack Program, Summer Food Service Program, Special Milk Program and the Fresh Fruit and Vegetable Program) as well as special USDA grants awarded on a competitive basis. Annually, these federal programs and grants provide approximately $322 million to the State of Michigan. This position is primarily responsible for providing consultative services as described in #15 above to over 800 public, non-profit private, or residential childcare institutions that sponsor one or more of the Programs. The major functions, specific for each of the listed Programs, include program outreach, development, application processing, sponsor training, customer service, contract approval, and regulatory reviews. In addition to Child Nutrition Program administration, the work area also currently administers major USDA grant awards. Each grant award requires project management, application and budget development, implementation, and reporting. Additionally the work area is required to participate in frequent state and federal program audits and management evaluations. 26.In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of a master’s degree in education or a field related to education program administration (nonacademic). A degree in food and nutrition, institutional management, school administration, business administration, business management, public administration, or family and consumer science is preferred. Registered Dietitian Nutritionist and/or School Nutrition Specialist credential preferred.EXPERIENCE:One year of post-master’s, professional experience in school program management, public health, nutrition, or related field in a consultative capacity or administrative experience in school program management is required for the 12-level.Two years of post-master’s, professional experience in school program management, public health, nutrition, or related field in a consultative capacity or administrative experience in school program management, including one year equivalent to a School District Consultant 12 is required for the 13-level. A master’s degree in any major with relevant experience will be considered on a case-by-case basis.KNOWLEDGE, SKILLS, AND ABILITIES:Detailed knowledge of the principals and practices of child nutrition programs and the connection to Department and Office priorities.Excellent ability to interpret and apply laws, rules, and regulations pertaining to Food and Nutrition Programs.Knowledgeable regarding data collection, eligibility for child nutrition programs, and the importance of the health and nutrition programs in supporting Department and Office priorities.Ability to articulate the connection between high quality school nutrition programs and long-term health and academic outcomes for students.Ability to organize, analyze, synthesize, and evaluate a variety of data for use in program development and analysis.
