CONSTITUTION

August 2006

ARTICLE I NAME

The name of this organization shall be the South Dakota High School Volleyball Coaches Association.

ARTICLE II PURPOSE

Section 1-To help secure and maintain the highest possible standards in athletics and the coaching profession, and to work together for the improvement of conditions in South Dakota interscholastic volleyball.

Section 2-To work with and cooperate with the South Dakota High School Activities Association and their representatives.

Section 3-To improve and promote the role of girls volleyball as a constructive and beneficial phase of the educational program, realizing that the school district are the final authority on athletic policy and that this organization will never attempt to circumvent their authority.

Section 4-To endeavor to improve volleyball, in all phase, by aiding the coaches in securing a more thorough understanding of the game and the techniques pertaing to it.

Section 5-To promote favorable working relations, good fellowship, and social contacts among coaches.

Section 6-To cooperate and work with other organizations to bring about the best complete athletic program possible.

ARTICLE III MEMBERSHIP

Section 1-The membership dues will be proposed by the Executive Committee submitted to the membership for approval during the summer clinic, and payable during the current school year.

Section 2-All active members must be members of the South Dakota High School Coaches Association.

Section 3-All girls volleyball coaches, on all levels, in the state of South Dakota are eligible for membership.

ARTICLE IV ADMINISTRATION

Section 1-Officiers

A) Officers shall be: President, Past-Presidents, President-Elect, Executive Secretary, and Class Representatives(B, A, AA). These shall constitute the Executive Committee.

B) The President-Elect shall become President

C) The offices of President, Past-President, and President-Elect will be two(2) year terms for a total of six(6) years service.

D) The Executive Secretary is not a term position.

E) Class Representatives will be elected for a three(3) year term, with the option to run for re-election. In case of a vacancy in the middle of a term, that class shall fill that vacancy at the summer coach’s clinic.

F) The selection of all officers will be at the summer coaches clinic and will be voted on by the members

Section 2-Duties of officers and policies:

A) The president shall be responsible for newsletters, presiding at all meetings, and organizing workers for state tourneys. In addition, the president shall be responsible for the awards of: Region Coach of the Year, Assistant Coach of the Year, Middle School Coach of the Year, Miss Volleyball for all three classes, and Academic All-State for all three classes.

B) The Past-President shall preside at all meetings of the association and the Executive Committee in those cases where the President is unable to attend. The Past-President shall also chair the constitutional revision committee.

C) The President-Elect shall preside at all meetings of the association and of the Executive committee in those cases in which the President and Past-President are unable to attend. The President-Elect shall work with the Executive Committee in promoting membership. The President-Elect will also organize the spring volleyball coach’s clinic.

D) The Executive Secretary shall administer all clerical and financial matters of this association, and shall give a financial report in all newsletters, and at all meetings. The Executive Secretary will also be in charge of scholarships. The Executive Secretary shall email the Presidents newsletters to all members of the association.

E) The Class Representatives will be in charge of the All-State selections for their perspective classes. It will be the responsibility of the Class Representatives to conduct any mini-clinics within their region as they see fit. Representatives are also responsible for any duties as assigned by the Executive Committee.

F) The Executive Committee will be in charge of the registration desk at the summer coach’s clinic and the spring coaches clinic.

Section 3-Committees

A) Nominating Committee-The Nominating Committee shall consist of the Executive committee with the chairman being the immediate Past-President of the SDVBCA. The committee should recommend to the membership its selection for President-Elect. Other nominations for these offices may be made from the floor during the annual meeting.

B) Constitutional Revision Committee: This committee shall be chaired by the Past President and be composed of the entire Executive Committee. Any revisions should be made before the summer clinic of each year.

C) Standing Committees: These are to be appointed by the Executive Committee as the need arises.

ARTICLE V MEETINGS

Section 1-A minimum of one(1) regular meeting will be held each year during the summer coaches clinic

Section 2-Representatives from a majority of membership shall constitute a quorum at any regular or special meeting of this organization.

Section 3-Special meetings may be called by the President at any time subject to approval of the organizations officers.

ARTICLE VI REGIONAL COACH OF THE YEAR

Section 1-Each year, a coach will be selected from the eight(8) respective regions as the Region Coach of the Year. The recipients will be varsity head coaches and must also be members of the association.

Section 2-Selection Procedure: At the conclusion of the volleyball season, the President will send a ballot to each SDVBCA member with the name of each head volleyball coach who is a member of the SDVBCA in their region on it. All members will then vote for their choice of Region Coach of the Year. The ballots should be returned to the President for final tabulation. The Executive Secretary should be notified of the winners and release the results to the proper media for immediate coverage.

Section 3-Each Region COTY will be presented a plaque in recognition of their accomplishments at the summer coach’s clinic.

ARTICLE VII ASSISTANT COACH OF THE YEAR

Section 1-Each year, three(3) assistant coaches will be selected from their perspective class for the Assistant Coach of the Year Award. Recipients can be an assistant at any high school level in the program.

Section 2-Selection Procedure: All assistant coaches that are members of the SDVBCA are eligible for the Assistant Coach of the Year Award. At the conclusion of the volleyball season, the President will send a ballot to all SDVBCA members. The ballots should be returned to the President for final tabulation.

Section 3-Each class Assistant COTY will be presented a plaque in recognition of their accomplishments at the summer coach’s clinic.

ARTICLE VIII MIDDLE SCHOOL COACH OF THE YEAR

Section 1-Each year, three(3) assistant coaches will be selected from their respective classes for Junior High Coach of the Year Award. Recipients can be an assistant at any Junior High level in the program.

Section 2-Selection Procedure: All Junior High Coaches that are members of the SDVBCA are eligible for this award. At the conclusion of the volleyball season, the President will send a ballot to all SDVBCA members. The ballots should be returned to the President for final tabulation.

Section 3-One Junior High COTY will be presented a plaque in recognition of their accomplishments at the summer coach’s clinic.

ARTICLE IX ALL-STATE VOLLEYBALL

Section 1-Each year, players will be chosen by the SDVBCA as the All-State team in their respective class(B, A, AA).

Section 2-Selection Procedure: The President will send out nomination forms prior to the state tournament. These forms must be presented in one of the following manners at the Saturday morning meeting to be held at the state tournament:

A) In person by the head or an assistant coach

B) Sent with one of your schools administrators

C) Sent with another schools representative

D) Sent with your class representative

E) As an absolute last resort, to be used only in case of an emergency, faxed to the place of the tournament by Friday.

Coaches are required to fill out the form for each girl nominated and bring enough copies for each person at the meeting. The nomination form must be signed by both the head coach and either the schools athletic director or principal. Each coach will have one(1) minute to promote/sell their nominees. After all discussion is completed, a ballot will be given to head coaches whom are SDVBCA members and also one(1) assistant coach whom is an SDVBCA member. A maximum of two votes may be cast by each school in attendance. If there is only one(1) member of the school present, only one vote will be cast for that school. The ballots must be returned before leaving the meeting. Each coach will vote for fourteen(14) players from their division. Awards will be given as follows:

A) AA schools-seven(7) first team, and seven(7) second team

B) A schools-six(6) first team, six(6) second team, and six(6) honorable mention

C) B schools- six(6) first team, six(6) second team, and six(6) honorable mention

Section 3-Each All-State player will be awarded a certificate for their accomplishment.

ARTICLE X ACADEMIC ALL-STATE

Section 1-Each year, volleyball participants will qualify for the Academic All-State Award.

Section 2-Qualifying procedure: At the conclusion of the season, head coaches will nominate their academic all-state participants according to the following criteria:

A) Must have at least a 3.5 cumulative GPA

B) Must be a player, manager or statistician for three(3) years.

C) Must be a senior.

D) Must be a contributing member of the volleyball team.

Nomination forms will be sent to the President of the SDVBCA.

Section 3-Each Academic All-State member will receive a certificate from the association.

ARTICLE XI MISS VOLLEYBALL

Section 1-Each year, one(1) player from each of the respective classes(B, A, AA) will be selected by the SDVBCA for the Miss Volleyball Award.

Section 2-Qualifying Procedure:

A) Player must be nominated by her head coach

B) Player must be a member of first team All-State

C) Player

Section 3-Selection Procedure:

A)

Section 4- Miss Volleyball Award winners will be presented a plaque in recognition of their accomplishments at the summer coach’s clinic.

ARTICLE XII AMENDMENTS

Section 1-Articles of this constitution shall be amended by a 2/3 majority vote of the SDVBCA members.

Section 2-Amendments to this constitution by the Constitutional Revision Committee shall be presented to the members at the summer coaches clinic for their consideration. Final approval will be made by the entire membership voting at the general meeting during the clinic.

Section 3-The constitution maybe suspended by a unanimous vote of the members

Section 4-Amendments by other members shall be presented in writing and will be voted on at the regular summer meeting.

ARTICLE XIII RATIFICATION

Section 1-This constitution shall be in effect when adopted by a majority vote.
