NJROTC Central Texas Basic Leadership Training (CTBLT) Camp Swift, Bastrop Texas Letter of Instruction (LOI)26 Feb 20151. PURPOSE: This LOI establishes the Concept of Operations and Guidelines for Training and Discipline for the Central Texas Basic Leadership Training (CTBLT) sponsored by NSTC and the Area 10 Manager and operated by the Central Texas NJROTC SNSIs/NSIs. Every effort has been made to cover all areas of concern and as many circumstances as possible have been addressed. Situations will arise that are not covered by this document. In such instances, common sense and the overall objectives of the NJROTC Program shall serve as general guidelines for making decisions. The safety and welfare of cadets and staff shall always be the overriding consideration.2. CONCEPT OF OPERATIONS:a. Location: Basic Leadership Training will be held 15 – 19 June 2015 at Camp Swift (Texas Army National Guard) in Bastrop, Texas. Check in time will be between 1400 - 1600 on 15 June 2015 for all CTBLT Cadets and Graduate Assistants (GA’s). Training will be provided in the following areas:(1) Military Drill(2) Physical Fitness(3) Platoon Drill and Skills competition(4) First Aid(5) Military Knowledge(6) Obstacle/Confidence Course Execution(7) Leadership(8) Military Customs & Courtesies(9) Watch Standing(10) Orienteeringb. Instructor Support: Naval Science Instructors (SNSIs and NSIs) from participating schools will serve as academic instructors, safety observers, Company Advisors (CA)/Platoon Primary Drill Instructors (PDI), and will be in-residence with their cadets for the entire camp. A minimum of one instructor from each school with cadets at camp must attend unless approved otherwise by the Camp Director. In the rare case when an instructor is not present, the SNSI must arrange with a neighboring unit SNSI to act on behalf of the school’s cadets. Additionally, the SNSI of subject schools must identify a school instructor who will be on call and provide cell phone number of same. c. Cadet Graduate Assistant (GA) Team. Cadets who have successfully graduated from a CNET sponsored Leadership Academy (Silver Cord Cadets), and who are recommended by their SNSI, will be given an opportunity to be selected as a member of the Cadet Graduate Assistant Team. d. Uniforms will be as follows: (1) All Cadets: Reference Packing List.(2) SNSIs/NSIs (USN) Khaki/P.T. Gear(3) SNSIs/NSIs (USMC)Service uniform/P.T. Gear(4) SNSIs/NSIs (USCG) Tropical Blue Long/P.T. Geare. Transportation to and from Camp Swift will be coordinated by the SNSI/NSI at each school. CTBLT personnel/staff are not responsible for transportation. Ideally, each school should be able to transport all of their cadets in the event of an emergency. All participants are reminded that authorization to use Camp Swift may be rescinded at any time on short notice due to needs of the service or other mission requirements. f. The camp will be organized as a battalion with four companies (A, B, C & D). The number of platoons per company will depend upon camp enrollment; each platoon will have three or four squads. A Company Advisor will be assigned to each company. A Primary Drill Instructor will be assigned to each platoon and each platoon will have two Platoon Assistants (GA’s). The duties and responsibilities of each of these positions will be addressed in this LOI. 3. ADMINISTRATIVE REQUIREMENTS: a. The cost of BLT is $135.00 per cadet including GA’s. Payment covers room and board, two T-shirts, a water bottle, and a ball cap. Please provide one check for all participating students vice individual checks for each cadet. Checks must arrive at Vista Ridge High School NLT 08 May 2015. Checks should be made payable to “VR NJROTC Booster Club” and mailed to:Vista Ridge High School NJROTC200 S. Vista Ridge BlvdCedar Park, TX 78613 b. Registration forms for Cadets/GA’s/Staff will be provided via separate email correspondence. Completed registration forms are due to CDR Hamblet NLT 08 May 2015. The last day to cancel reservations without loss of funds is 15 May 2015. c. Packing List: Each cadet will bring all required items listed in Appendix A. Those items from the “Optional List” are recommended, but not required. Any cadet who brings prohibited items will be subject to immediate dismissal from camp. All cadets must arrive with proper military grooming. Uniform for check-in is PT gear. Instructors please bring an appropriate number of road guard vests for campers you are bringing.22923534353500d. Required Administrative Forms. Each cadet must have the following forms on file with the camp:1. Standard Release Form (CNET Gen 5800/4 Series)2. Health Risk Screening Form (NSTC 5761/113)3. Cadet Statement of Agreement (Appendix E)Cadets with incomplete or missing paperwork will not be allowed to begin training. The most common discrepancy is the failure to provide the date of the most recent pre-participation sports physical examination on the Health Risk Screening Form. The pre-participation sports physical examination must be within one year of the camp end date.e. Physical Requirements: Although passing the PFT is not a prerequisite for attending BLT camp, SNSIs should discourage attendance by cadets who are not in reasonably good physical condition. Cadets with asthma (answer ‘yes’ on #8 of the Health Risk Screening Form) are NOT eligible to attend BLT if they require medication to control their asthma or require an inhaler. Insulin dependent diabetics are not eligible to attend camp.f. Emergency medical support will be provided by calling the Bastrop County EMS. Navy Corpsmen will provide initial care. The Camp Swift Training Center does not maintain a duty medical staff on board the facility. NSIs will ensure that all cadets are covered by medical insurance. A cadet must be covered by civilian medical insurance or be a military dependent to attend camp.g. Personal electronics: All items not listed in Appendix A will be picked up Monday at check-in and held at Battalion HQ until graduation Friday morning. Cadets are strongly encouraged to leave these items at home. Cell phones will be collected and held at the Command Duty Office until graduation. Cadets will not be allowed to retain their cell phones during camp.h. Food and snacks: Do not bring food or snacks to BLT. Camp Swift regulations do not permit food in the barracks. 4. DUTIES and RESPONSIBLITIES OF CAMP STAFFa. SNSIs/NSIs will serve as academic instructors, safety observers, and/or Company Advisors/Platoon Primary Drill Instructors, as assigned. SNSIs/NSIs not serving as Company Advisors/Platoon PDIs may be required to stand nighttime Command Duty Officer (CDO) duty. An instructor from each school must be available at all times to transport his/her cadet(s) to the hospital, if necessary. b. Camp Director (CDR Rick Hamblet, USCG, Ret) is ultimately responsible for the safety and well-being of the cadets attending CTBLT and for the proper conduct of the Cadet Staff. All SNSIs/ NSIs will assist him in his duties.c. Camp Executive Director (CDR Vince Quidachay, USN, Ret) will assist the Camp Director in all facets of CTBLT and will act as Camp Director in the absence of CDR Hamblet.d. Senior Drill Instructor (MMCM David Farrar, USN, Ret.) will be responsible to the Camp Director for execution of the Plan of the Day and will oversee the Schedule of Events (SOE).e. Company Advisors (CA)/Platoon Primary Drill Instructors (PDI) (SNSIs/NSIs): The Company Advisor is responsible for the overall training, health, safety, and welfare of his/her Company. The PDI is responsible for the training, health, safety, and welfare of his/her platoon.f. Platoon Assistants (GA’s) are accountable to their assigned Company Advisor/Platoon PDI for the proper conduct and movement of their platoons. He/she will defer to the Platoon PDI in all matters concerning the training, safety and welfare of the platoon. They will act as the administrative liaison for their platoon. They will be responsible for the timely submission of all watch rosters, morning/evening reports, cadet evaluations, and other reports as may be required. Platoon Assistants will ensure that their Platoon is performing in an exemplary fashion and giving 100% effort to all assignments.g. Cadet Administrative Staff (GA’s) are responsible to the Camp Director, Executive Director, and Senior Drill Instructor, for the planning, coordination, and administration of all camp activities. The Camp Director will designate staff. Staff duties will include, but are not limited to: administrative in-processing of all campers and staff, coordination of platoon berthing assignments, issue/receipt of all bedding, issue of cleaning gear and personal support items; manning of the Camp Duty Office, coordinating, tracking and recording all watches, maintaining the Camp Log, establishing and maintaining Public Affairs Officer coverage (video/still photography), maintaining personnel records/data cards and Platoon Records, collecting all award recommendations, processing graduation paper work, and assisting the Platoon PDIs and Platoon Assistants as necessary/required.h. EXPECTATIONS OF CADETS IN LEADERSHIP POSITIONS. All GAs, including the administrative staff, are expected to set the example for proper military bearing, leadership, and self-discipline. Their conduct will be beyond reproach at all times. Assignment to GA team positions will be based upon SNSI recommendation to the camp director. All GA team members will be briefed on, and given guidelines concerning the limits of their authority. Any cadet who exceeds the limits of his/her authority or exhibits poor judgment will be relieved of duty and reassigned or sent home.5. SAFETY and TRAINING. The mission of BLT is to familiarize cadets with basic military bearing, etiquette, and drill; provide basic physical fitness training, provide a review of basic academics, and engage cadets in enjoyable and safe activities. The overall objective is to build self-confidence and self-discipline in all campers.a. Training Time Out: All cadets will receive training on the first day of camp on the meaning and use of Training Time Out (TTO). If a cadet camper calls a TTO, the camper must be referred to the PDI for appropriate action.b. Coordination Meetings: Staff meetings will be held each evening in the Admin HQ Building. The Camp Director, Executive Director, and Senior Drill Instructor, in concert with all PDIs will review the day's activities and preview the schedule for the next day. Any problems encountered will be discussed and all recommendations and/or changes to the schedule (past or future) will be entertained at that time. CA/PDIs and/or Safety Observers (SNSI/NSIs) will provide constructive critiques of the cadet staff’s performance and discuss the standardization and effectiveness of the day's training.c. Operational Risk Management. The safety, health, and welfare of cadets and instructors is paramount. The following guidelines will be adhered to:1. ORM training will occur at the initial instructor meeting on the first day of BLT.2. ORM assessments for camp activities will be completed nightly during the staff meetings.3. Cadets attending BLT are NOT allowed to participate in high risk activities. High risk confidence course obstacles that elevate a cadet to a height that is greater than the cadet’s height are considered high risk and will be bypassed.4. There will be a First Aid/ CPR qualified staff member present during each event requiring physical activity.5. Instructors must always remain vigilant to changing conditions and continually reassess risk paying particular attention to the potential for any heat related illnesses. 6. GRADUATION AND AWARD CRITERIA: CTBLT graduation ceremony will be held on the last day of camp at 1015. The uniform will be Black and Tan for all cadet participants. The following awards will be given at BLT graduation:a. The Basic Leadership Camp Ribbon will be awarded to all cadets who successfully complete the camp. Cadets must remain in camp for a minimum of three days and two nights to be eligible for the ribbon. Each school attending is requested to bring enough ribbons to cover their Cadets.b. The Most Improved Cadet Ribbon (Cadet Achievement Ribbon) will be awarded to the two most improved campers in each platoon (male and female). PDI recommendations will be forwarded, via the CA, and approved by an Awards Board.c. The Most Outstanding Camper Ribbon (Distinguished Cadet Ribbon) will be awarded to the two most outstanding cadet campers in each platoon, as recommended by the PDI and CA, and approved by the Awards Board. d. The Camp Commander's Medal (Area 10 Manager Medal) will be awarded to the overall most outstanding cadet camper as recommended by the CA/PDIs and approved by the Awards Board. e. Honor Platoon Ribbons will be awarded to the one platoon and GA team, respectively, that earn the most points on competitive events (those annotated on the daily training schedule with an " #, and a number).f. From HWY 290: Take HWY 95 between Bastrop and Elgin Texas approximately 10 miles from HWY 95’s intersection with HWY 290 in Elgin. If you are coming from Elgin on 290, take the main gate entrance, on your left, off of HWY 95. From HWY 71: Take HWY 95 between Bastrop and Elgin Texas approximately 8.0 miles from HWY 95’s intersection with HWY 71 in Bastrop. If you are coming from Bastrop on 71, take the main gate entrance off of HWY 95 on your right. There is no gate guard at the camp entrance. The Area 10 CTBLT training area will be off to your left as you enter the base. Proceed past the entrance zig-zag barriers, follow the road as it bends to the left, almost to the end of the paved roadway to Bldg 220 for check in. Camp Swift is an isolated base and it has limited amenities and activities available to visitors. There is a very small exchange on base near the main entrance. The exchange hours are limited and parents, guardians and friends coming for graduation should be prepared to be self-sufficient once arriving at the training center. There are restrooms at the site. Directly across the street from the main entrance to the base is a gas station-convenience store. If you have trouble standing you may wish to bring a chair and umbrella for the sun.Camp Swift Emergency ProceduresAppendix CThe Camp is designed to be a developmental experience. The carefully controlled environments will physically and mentally challenge all campers. In order to permit the cadets to experience this growth on their own, other than an initial phone call to let parents know they have safely arrived, we do not, under normal circumstances, allow cadets to phone home during the five days of Camp. We ask for the cooperation of parents in maintaining this "telephone silence" for the duration of the camp. The following information is provided in the event a bona fide emergency arises and parents must contact their cadet while he/she is at Camp. NJROTC Area 10 CTBLT will occupy berthing/messing and training facilities at the Cantonment Area during training. There are currently no landline phones in the area where our training will take place. If you need to contact your child, IN AN EMERGENCY please contact the NSI or SNSI for your school or the instructor hosting your child and we will ensure that your child contacts you. In the event of an emergency requiring immediate medical attention, the following procedures will be followed:a. On-scene personnel will provide medical assistance with simultaneous notification of the Camp Duty Office.b. The injured person will be transported by the fastest means available to the Camp Duty Office; unless it is determined, immediate transport to the hospital is necessary. (If the injured is taken directly to the hospital, the Camp Duty Office shall be notified as soon possible.)c. The Camp Duty Office will be advised by the fastest and most reliable means available. Upon notification of an injury, a logbook entry will be made which documents the following:(1) The injured person's name and school;(2) The time, place the injury occurred(3) A description and the extent of the injury(4) The name of the person who notified the Camp Duty Office, and,(5) The disposition of the injury/person (i.e.: "Taken to Lakeside Hospital")d. The Camp Duty Officer will locate and make available for transport with the injured, all medical release form(s). The camp staff will then ensure that the cadet's SNSI/NSI or host instructor is notified of the incident.e. In case of threat to life or limb, or if it is determined that treatment of the injury is beyond the capabilities of Camp medical personnel, the Camp Duty Office will contact the local EMS/EMT service and provide the following information:(1) Name and Age of the injured person.(2) Type of injury (describe to best of ability)(3) Directions to the Camp Duty Office or location of the injuredf. If indicated by the injury, the injured person will be transported to Lakeside Hospital in Bastrop, Texas.g. Contact the PARENT/GUARDIAN OF AN INJURED CADET, only at the direction of the Camp Director or the cadet's NSI/ANSI.
