SYSTEM TRAINING PLAN (STRAP)
FOR THE
FIFTH WHEEL TOWING DEVICE
1. SYSTEM DESCRIPTION:
a. The Fifth Wheel Towing Device (FWTD) is designed to attach to a fifth wheel to convert the tractor into a vehicle for towing. The FWTD can be used in any transportation unit worldwide to move wheeled equipment (operable and inoperable). The FWTD replaces the old, unsafe logistically unsupportable and uneconomical military standard Holmes Fifth Wheel Towing Device.
b. First Unit Equipped (FUE) Date: TBD
2. TARGET AUDIENCE: Military Occupational Specialties (MOS) 88M-Motor Transport Operator, 63S-Heavy Wheel Vehicle Mechanic, 63W-Wheel Vehicle Repairer, 88H-Cargo Specialist, H8 ASI, and supervisory personnel.
3. ASSUMPTIONS:
a. The FWTD will not have an impact on the current manpower structure.
b. The FWTD shall have minimal support equipment. Standard Army tools and TMDE shall be used. There shall be no unique tools or TMDE required for the FWTD.
4. TRAINING CONSTRAINTS: There are no constraints identified that will impact training the FWTD.
5. TRAINING CONCEPT: The materiel developer shall develop a multimedia system training support package (TSP) that will support the FWTD training requirements, also the package will include exportable interactive multimedia instruction and distance learning technologies. Due to the simplicity of the FWTD, institutional training is not required. The FWTD will not require new military occupational specialty or additional skill identifier to operate and maintain the system. The FWTD will be operated by MOS 88M, 88H, and personnel with H8 ASI, and maintained by MOS 63S and 63W. The materiel developer shall develop a multimedia system training support package (TSP) that will be used to support New Equipment Training (NET) and Unit Sustainment Training. Also, the TSP will include instructional technical manuals in Electronic Technical Manuals/Interactive Electronic Technical Manuals (ETM/IETM) format, task list, Program of Instruction (POI), and Lesson Plans videotape, and a self-contained Interactive Multimedia Instructional Package on the operations and maintenance of the FWTD. All manuals will be in the digital format and capable of archiving in the Army doctrine and training digital library. A copy of the TSP will be left with gaining units to support unit sustainment training. Training tasks will be developed IAW the Army Automated System Approach to Training. The system TSP will be developed concurrently with the system and delivered prior to test player training for the Initial Operational Test and Evaluation (IOT&E) training. Training products requirements will be identified as the system matures. The proponent training developer and CASCOM Training Developer will validate/verify all training materials. The FWTD will not require embedded training or training devices. Doctrine, tactic, techniques, and procedures will not be impacted with the integration of the FWTD in the Army inventory. Active duty and reserve component personnel will receive the same training.
6. TRAINING STRATEGY:
a. Warmod XXI: The Materiel Developer will develop a Training Support Package (TSP) that will support all training for the FWTD. The TSP will be used to support individual and collective analysis, New Equipment Training (NET), and unit sustainment training. The TSP will be fielded along with the system. The Training Support Package will include technical manuals in Electronic Technical Manuals/Interactive Electronic Technical Manuals (ETM/IETM) format, task list, Program of Instruction (POI), and Lesson Plans. Additionally, the Training Support Package will include instructional videotape, and a self-contained Interactive Multimedia Instructional Package on the operations and maintenance of the FWTD. The Training Support Package will be developed concurrently with the system and provided to the trainer six months prior to the start of test player training for the operational test and evaluation. The initial transfer of knowledge from the Materiel Developer to the trainer will be accomplished by New Equipment Training Teams (NETT) and be fully tested, validated, verified, and ready for training prior to First Unit Equipped (FUE). NET conducted during fielding of the system will be conducted by, contractor New Equipment Training Teams (NETT). Training for the Reserve Component (RC), and will follow the same POI as the AC TATS configured courseware and should address monthly and annual training cycles.
b. Institutional Training (Warrior XXI): Institutional training will not be provided.
c. Unit Sustainment Training (Warfighter XXI): Unit sustainment training will be conducted IAW the units ARTEP Mission Training Plan (AMTP). Unit level training will be used to capture data for development of Combined Arms Training Strategy (CATS). The CATS report will be generated using the Automated System Approach to Training. These reports will capture the critical gates/tasks for the FWTD. The TSP used in NET will remain with the unit to support sustainment training. Units are responsible for the sustainment of NET trained skills. Units will conduct sustainment training during MOS training, FTX, STX, or other training sessions deemed appropriate by commanders. Unit commanders will use these training materials and the appropriate soldier training publication to conduct individual sustainment and collective training in the unit.
d. Doctrine and tactics training will not be impacted.
7. TRAINING PRODUCTS:
a. Manuals and Publications: All required publications, manuals (ETM/IETM), program of instruction (POI), lesson plans, student guides, and a videotape or self contained interactive multimedia package on the operations and maintenance of the FWTD will be included in the system Training Support Package (TSP).
b. Training Test Support Package (TTSP): The TTSP will be developed by the USACASCOM in coordination with the Materiel Developer. The TTSP will be developed following instructor training and receipt of the System Training Support Package from the Materiel Developer. Instructor training and receipt of the System Training Support Package should occur within six months of the start of test player training. The TTSP will be provided to the tester 60 days before the start of test player training. Personnel from the New System Training Division, Training Directorate, USACASCOM, will evaluate test player training and provide the Training Operation Test Readiness Statement to the tester. The TTSP will consist of the following:
