Minutes of the regular Jamestown School Board meeting held on Monday, April 15, 2019, 5:15 pm in the Thompson Community room in the Middle School.

Present: Roger Haut, President, Heidi Larson, Vice President, Greg Allen, Melissa Gleason, Jason Rohr, Jennifer Schmidt, Robert Toso, Steve Veldkamp, Superintendent, Robert Lech and Sally Ost, Business Manager. Diane Hanson absent.

Guests: Mindi Schmitz, Shelly Moltzen, Kameron Selvig and Aaron Mack. President Haut called the meeting to order and welcomed Tom LaVenture from the Jamestown Sun, Tom Ravely, CSI Cable Services and Amy Neustel, Administrative Assistant. Mr. Allen moved, seconded by Mr. Veldkamp to approve the consent agenda which consisted of April 1, 2019 Regular School Board meeting minutes, payment of bills, pledged securities, open enrollments for 11th grader, 2-Pre-K and 1st Grade Jamestown students to Pingree-Buchanan Public Scholl for the 2018-2019 school year, Salary Task Force April 1, 2019 minutes, and 9th Grade Student to Home Bound Education. Roll call with unanimous "yes" vote. Motion carried. Aaron Mack and Kameron Selvig report for the Student Council. The new board for 2019-2020 Student Council has been elected and the council completed their blood drive. Mr. Rohr enjoyed the National School Board Conference. He attended New board members, behavior health and social learning sessions. He enjoyed the speakers. Mr. Haut lied the Building Pride Campaign at the National School Board Conference. He attended sessions on education foundation for funding athletic fields, suicide prevention and school design regarding school safety. Superintendent Lech reported on Legislative bill updates. Superintendent Lech updated the board on staffing for the Striving Readers Grant and other district staffing. Superintendent Lech reported that Governor Burgum does an Innovation Summit each year. He is looking at having Jamestown host 500 teachers this summer for the summit. Superintendent Lech reported the final Strategic Planning meeting is next week. DR, Schatz will present the plan at the May 6th board meeting. Superintendent Lech reported the forgiveness approval we received for earlier storm day includes the 2 hour late start on April 12th. Mindi Schmitz, Executive Director of the Arts Center, reported the center began in 1960 and has expanded to have many programs for the school age students as well as the community. The Artists in Residents program is beneficial to Jamestown Public School of all ages. Statistics show that arts play an important role to students to succeed in academics and life. Mr. Toso moved, seconded by Mrs. Larson to approve the Arts Center Agreement for 2019-2020 in the amount of $22,500.00. Roll call with unanimous "yes" vote. Motion carried. Mrs. Schmidt moved, seconded by Mrs. Larson, that the business manager provide the "Notice of Intent to Negotiate" to the Jamestown Administrators with a deadline of April 29, 2019 to submit documents listed in notice. Roll call with unanimous "yes" vote. Motion carried. Mr. Toso moved, seconded by Mr. Rohr to allow the School District to set up a Trading Account with Wells Fargo. This account would receive stocks from the Burgum Foundation to pay up to 50% of the Teacher's Leadership Academy members tuition. Roll call with unanimous "yes" vote. Motion carried. Mrs. Sally Ost presented the General Fund Balance for the board members to review. Mr. Toso moved, seconded by Mr. Veldkamp to approve the monthly financial reports. Roll call with unanimous "yes" vote. Motion carried.

Mrs. Schmidt moved, seconded by Mrs. Gleason to approve the resignation of Hannah Lloyd, Title I teacher at Roosevelt and St. John's Academy at the conclusion of the 2018-2019 school year. Roll call with unanimous "yes" vote. Motion carried.

Mrs. Gleason moved, seconded by Mr. Rohr to approve the resignation of Morgan Schwartzsenberger, Business Education teacher at the High School at the conclusion of the 2018-2019 school year. Roll call with unanimous "yes" vote. Motion carried.

Mr. Allen moved, seconded by Mrs. Larson to approve the hire of Lana Meissner as Literacy Coordinator for the Striving Readers Grant at the salary of $55,500 for the 2019-2020 school year. Roll call with unanimous "yes" vote. Motion carried.

Mrs. Gleason moved, seconded by Mrs. Larson to approve the hire of Heidi Rocheleau-Eckart as English Teacher at the High School, Step 18, Salary $78,669.25 for the 2019-2020 school year. Roll call with unanimous "yes" vote. Motion carried.

Mrs. Schmidt moved, seconded by Mr. Veldkamp to approve the first reading of Curriculum Design & Evaluation Policy GAAA. Roll call with unanimous "yes" vote. Motion carried.

Mrs. Gleason moved, seconded by Mr. Rohr to approve the first reading of Curriculum Adoption Policy GAAB. Roll call with unanimous "yes" vote. Motion carried.

Mr. Toso moved, seconded by Mr. Allen to rescind Searches of Students Policy FGCB and approve the first reading of Searches of Students & Students' Personal Property Policy FGCB. Roll call with unanimous "yes" vote. Motion carried.

Mr. Rohr moved, seconded by Mrs. Gleason to approve the first reading of Searches of Lockers Policy FGCA. Roll call with unanimous "yes" vote. Motion carried.

Executive Session to discuss Negotiations Strategies will be on the board agendas as we may need to meet. This meeting we do not need to have executive session.

No further business, President Haut adjourned the meeting.
