In addition to the customary services of police, public works, community development, parks, arts and recreation, the City of Enumclaw operates its own Municipal Court, 911 dispatch, jail and swimming pool. The City contracts for the operation of the municipal cemetery and leases out the Enumclaw Golf Course and Enumclaw Expo Center to private operators. This department provides an incredible opportunity to the Public Works professional in the numerous different services provided and the infrastructure associated with them. Bored of working with only streets, storm drainage, park maintenance and development review? If so, Enumclaw could be the place for you.The department has an annual operating budget of approximately $16.1 million, or 45% of the city’s overall budget. The capital budget fluctuates from year to year but for 2015 is $7.6 million. The department has the typical street and storm drainage system of other communities and is currently responsible for grounds maintenance of the city park system and maintenance of the city buildings and vehicle fleet.Public Works includes four utility systems, each operating as a financially independent business unit:Water Utility - $3.0 million operating revenue with 8.5 FTEsWastewater Utility - $4.1 million operating revenue with 6.9 FTEsNatural Gas Utility - $4.2 million operating revenue with 7.7 FTEsSolid Waste Utility - $2.0 million operating revenue with 5.1 FTEsWater Systemleft272415The city’s water system includes two spring sources, a wellfield, a well currently under development and an emergency connection to Tacoma Water. Three main reservoirs serve the majority of the system with one being recently demolished in favor of a new 3 MG reservoir currently in the design phase. The distribution system contains 142 miles of water mains with 9 pressure zones and 5550 service connections covering a retail service area of 37 square miles, including the city limits and portions of unincorporated King County.Wastewater SystemThe city’s wastewater collection system is comprised of 47 miles of gravity main with 9 lift stations all being conveyed to a single wastewater treatment facility discharging treated effluent to the White River. The system serves 3400 customers, all within the city limits. An update of the Comprehensive Wastewater Facilities Plan is currently underway.Natural Gas Systemright-457200The city’s natural gas distribution system consists of 94 miles of high and intermediate pressure main and 4383 service connections covering a retail service area of 44 square miles, including the city limits and portions of unincorporated King County and the City of Auburn. The system also wheels gas to Puget Sound Energy to serve the City of Buckley. The city holds transportation contracts on the interstate pipeline system and contracts with a private broker to secure gas supply.Solid Waste SystemThe city’s solid waste collection system performs weekday collection of garbage, commingled recycling, cardboard recycling and organics (yard waste) and oversees container maintenance and procurement. Recycling and organics collection occur using utility-owned carts and automated trucks. The city desires to transition residential garbage collection to an automated system. The system serves 3518 retail customers within the city limits. Garbage is hauled to the regional King County transfer station system while recycling and organics are hauled to private operators.The PositionThe Public Works Director will report directly to the City Administrator and is part of a team of department directors collectively working to provide the best municipal services that available resources will allow.Duties and responsibilities of the Public Works Director shall be to plan, direct, manage and oversee the activities and operations of the Public Works Department including engineering, solid waste collection, equipment rental and the maintenance of facilities, parks, streets, water, wastewater, natural gas and storm drainage systems; to coordinate assigned activities with other departments and outside agencies; and to provide highly responsible and complex administrative support to the City Administrator.Ideal Candidate ProfileThe City of Enumclaw seeks a Public Works Director with a track record of high achievement and a commitment to excel in his/her profession. The successful candidate should be a good listener and an effective communicator both verbally and in writing, and have a sense of teamwork and cooperation. He/She will have a down-to-earth, easy-going attitude, a strong customer service ethic and be results-oriented.The Public Works Director should be self-motivated and have the ability to step back and see the big picture in which the organization operates. He or she should be both accessible and approachable to provide information, advice and consultation with citizens, consultants, contractors, developers, and members of the Public Works Department. He or she should ideally have a strong background and training in personnel matters of hiring, performance review, workplace investigations and working with collective bargaining agreements.A Bachelor’s Degree in Civil/Environmental Engineering, Public Administration or a closely related field and proficiency with Microsoft Word, Excel, Powerpoint and Outlook are required. At least 6 years supervisory or management experience with at least two years in utility systems is required.
