| |title equated to G-27 or above and eligible for transfer under section 52.6 of Civil Service Law or|

| |with one year of permanent or contingent-permanent service as a Public Health Nutritionist 3 and |

| |eligible for transfer under section 70.1 of Civil Service law, OR **A Bachelor's Degree and six |

| |years of professional administrative work experience in a governmental agency 's public health |

| |nutrition program, which includes program management*** and supervision of professional staff, two |

| |years of which involved second-level supervision. |

|Preferred Qualifications |Extensive experience related to the development and management of a statewide and/or community |

| |based nutrition services delivery program (WIC experience a plus); familiarity with related federal|

| |and state nutrition program policies and regulations; experience and demonstrated skill related to |

| |the assessment of the nutritional status of vulnerable population groups; development and |

| |implementation of public health nutrition policy; demonstrated written and oral communication |

| |skills and demonstrated ability to direct major programs, tasks and multifunctional teams |

| |simultaneously. |

|Responsibilities |The Nutrition Program Manager 1 (NPM1) will oversee the administration of three community-based |

| |nutrition service delivery programs with a combined annual budget of $480 million and advocate for |

| |over 500,000 nutritionally vulnerable NYS participants: the Special Supplemental Food Program for |

| |Women, Infants and Children, the Commodities Supplemental Food Program and the Farmers' Market |

| |Nutrition Program. Duties include development and implementation of public health policy, directing|

| |major administrative functions, management of multifunctional teams, and implementation of new |

| |initiatives. This position will act as the primary liaison to the United States Department of |

| |Agriculture and function as a voting member of the National WIC Association on program |

| |administration. The NPM1 will also function as the Director for the Bureau of Supplemental Food |

| |Program in the Division of Nutrition, providing leadership and direction to 95 central and regional|

| |office staff and representing the Department on nutrition-related issues at the state and national |

| |level. As Director this position will oversee 7 vendor management agencies, 4,600 vendors (retail |

| |food stores) that supply food to program participants and 103 local agencies at 569 sites that |

| |provide WIC services. This includes training, technical assistance, providing outreach materials |

| |and nutrition education, oversight of WIC banking contracts, infant formula and cereal rebate |

| |contracts and programmatic oversight of the NYS WIC information system which is a robust automated |

| |participant certification, case management, information and vendor management system. |

| |implementation of a statewide or multiple -site public health nutrition program, or state/federal |

| |food and nutrition program, focusing on the delivery of nutrition services to the general public or|

| |targeted population groups. Experience limited to administrative support of public health programs |

| |such as personnel, budgeting, or health care finance is not qualifying, nor is the management or |

| |provision of direct medical or dietetic services in an institutional or facility setting (such as |

| |prisons, developmental centers, or community residences). |
