POSITION DESCRIPTION ORGANISATIONAL DEVELOPMENT AND LEARNING SPECIALIST

PRIMARY Purpose

The primary purpose of the Organisational Development and Learning Specialist is to drive the Learning and Capability Development processes and related change and culture initiatives in order to support the strategic goal of an empowered, agile and responsive workforce.

ORGANISATIONAL ENVIRONMENT

Caritas Australia is the Catholic agency for international humanitarian relief and development in Australia. Through effective relationships with the Church, partners and communities in Africa, Asia, Latin America, the Pacific and Australia, Caritas Australia helps to end poverty, promote justice and uphold dignity. Our programs promote the good of every person and of the whole person, regardless of peoples, religious, political or cultural beliefs. We envisage a world in which children, women and men most vulnerable to extreme poverty and injustice are agents of their own change and architects of their own development.

Caritas Australia is an agency established under the Australian Catholic Bishops Conference. Our National Office is based in Sydney and we have offices in several capital cities throughout Australia. Almost half of our staff are based overseas.

The position reports to the Senior Manager, People & Culture.

In terms of Impact, the position has an important role in capability development and enhancing the Mission and Caritas Australia culture. The role works closely with the Senior Manager People and Culture to develop and implement the Caritas Australia learning and development framework, change management, compliance and continuous improvement initiatives.

KEY ACCOUNTABILITIES

1. Develop, implement and continually refine the Caritas Australia Learning and Development framework and related initiatives to equip staff and managers with the required capabilities, enhance ethical practice and commitment to the Caritas Australia Mission and values.

2. Manage the Caritas Australia blended learning platform to deliver effective on-line and face-to-face learning programs and initiatives for Australian and overseas based staff.

3. Analyse relevant metrics and make evidenced-based recommendations on strategies to enhance organisational effectiveness, change and culture and to maximise the return on investment in organisational development activities.

4. Support the implementation and improvement of capability and performance appraisal processes and related projects including the conduct of a regular Training Needs Analysis; development of an Annual Training and Development Calendar and strategies in response to Staff Engagement Surveys.

5. Develop and implement coaching, mentoring and leadership support programs for managerial staff including team effectiveness programs and tailored Capability Development programs.

6. Benchmark organisational data across Caritas Australia and relevant Agencies to identify emerging trends, concerns and opportunities for improvement.

7. Refine the Caritas Australia Capability Framework, organisational structures, policies and procedures to ensure compliance and continual quality improvement.

• Decisions on new initiatives, programs and significant strategies.

• Any decision that will substantially alter the outcomes or timeframe of a significant project, program or initiative.

Risk and Work Health & Safety

The Position Holder must:

• Observe safe work practices in accordance with training and instruction provided and report any risk to her/his immediate supervisor. Risks arising in the workplace may relate to financial, site, task or safety issues and practices.

• Promote and implement Work Health & Safety and Risk Mitigation processes including identifying and reporting any hazards or safety issues within the workplace

• Comply with ACBC and Caritas Australia work health & safety practices/procedures

1. Relevant tertiary qualifications in Organisational Development, Change Management, Training and Assessment or related experience.

2. An understanding of and willingness to work within the Catholic ethos and the Caritas Australia Mission.

3. Excellent training, influencing and communication skills and experience in leading change and organisational culture initiatives.

4. Strong analytical and problem solving skills.

5. Demonstrated ability to successfully multi-task in a high volume work environment requiring accuracy and timely provision of output.

6. Highly developed organisational and interpersonal skills, with experience in coordinating activities, supporting teams and improving documentation.

7. Experience in managing a learning platform and proficiency in Microsoft office.

• Ongoing appointment to this position is dependent on successful completion of a relevant Criminal History Record Check.
