It covers the whole of West Yorkshire, the western part of North Yorkshire, and small parts of South Yorkshire, Lancashire, and County Durham. The diocese has 656 church buildings, Housing Stock of approximately 500 properties as well as glebe, farming and mineral interests. Within the Diocese there are 242 schools. The following information is furnished to assist staff joining the Diocese to understand and appreciate the work content of their post and the role they are to play in the organisation. However, it must be noted that whilst every endeavour has been made to outline all the duties and responsibilities of the post, this document does not permit every item to be specified in detail. We believe everyone involved in church activities has a role to play as we deliver our commitment to creating a safer culture and a responsive service for all.Key ObjectivesTo build and encourage a culture where safeguarding is positively integrated into the life of the Diocese; develop and maintain collaborative working relationships with all parishes, officers and relevant external agencies.Provide safeguarding advice and guidance to parishes, cathedrals, church officers.Manage allegations in liaison with external agencies and diocesan colleaguesBe responsive to the needs of individuals involved in safeguarding issues, giving particular attention to the needs of those who have survived abuse.Deliver high quality safeguarding trainingPolicy, Procedures and Good Practice GuidanceProvide pro-active support and guidance to parishes on all safeguarding matters; challenge PCCs and Parish Safeguarding Officers on their implementation of the guidance.Where the advisor thinks that safeguarding matters are not being dealt with property and it has not proved possible to resolve within the diocese the points at issues, inform the National Safeguarding Team.Case Management and SupportActively manage individual cases and liaise with the statutory authorities, all relevant agencies and diocesan colleagues.Manage allegations, professionally, effectively and in a timely manner, providing advice as appropriate.Give advice, information and support to victims/survivors of abuse and ensure the diocese responds well to those who have suffered abuse.Ensure that those who pose a risk are appropriately managed; provide support for those who are managing offenders.Undertake risk assessments, working with colleagues if external assessment is required.When required, convene, set the agenda and minute core groups. Ensure a full electronic record of each case is kept; records must be accessible, accurate and securely held with the ability to be analysed.Keep updated all electronic systems.Have knowledge of the system for DBS checks and provide risk assessment for blemished disclosures.TrainingWork with colleagues to deliver the annual training plan.Stakeholder Communication and Relationship ManagementWorking with colleagues, develop effective relationships with the statutory authorities and engage in multi-agency working practices.Ensure effective communication of safeguarding policy and best practice guidance through the Safeguarding pages of the diocesan website, stakeholder newsletters and other appropriate media.Contribute to reports for the Diocesan Secretary, Strategic Safeguarding Committee (SSC), Bishop’s Senior Team and the Board as required.Attend the Strategic and Operational safeguarding meetings.Work collaboratively with the National Safeguarding Team and attend regional and national events and activities when required.Continuing Professional DevelopmentEngage in professional supervision and continual professional development.Person Specification(E – Essential criteria, D = Desirable criteria)SectionsE/D1Skills, Experience and knowledgeCase management of safeguarding relating to both children and vulnerable adults, involving statutory processes and partners.Experience of training delivery.Experience of developing safeguarding capacity and understanding within an organisation.Experience of working with survivors or victims of abuse.Experience of assessing and managing risk.Experience of managing contracts with external providers.In-depth knowledge of safeguarding legislation, guidance and best practice.Ability to manage and progress individual cases including assessing risk.Experience of working with key professionals in statutory and non-statutory agencies in relation to managing allegations.Ability to design and deliver training.Excellent analytical skills; the ability to manage and analyse complex and sensitive information.Excellent IT skills including the ability to use the full Microsoft Office package, database software and post on websites.Strong verbal communications skills and ability to produce clear written (electronic) records and reports.Knowledge of Church of England structures.
