PREAMBLE:The funding program under which your organization is applying has specific eligibility requirements. The submitted application for funding should clearly show how your application meets these requirements. Applications and supporting materials received after the close of the intake period will not be accepted. Before completing your request for funding please ensure you have read this document thoroughly, and completed all sections:Section A – Notice to ApplicantsSection B – Application GuidelinesSection C – ApplicationOrganization detailsDisclosure of COVID-19 funding supports received Section D – SignaturesSection A – Notice to ApplicantsThe Substance Use: Treatment and Recovery COVID-19 Support Grant provides one-time funding up to $45,000 to eligible operators who have experienced unexpected financial hardship as a result of a loss of revenue and/or unanticipated increased operational costs due to COVID-19. The application is subject to a review and assessment by staff from the Ministry of Mental Health and Addictions (MMHA). The applicant will be notified regarding the outcome of their grant application by end of October 2020. Further, no funding is committed to an applicant until the applicant receives written notice from MMHA. When submitting the grant application, applicants must have the capacity and be authorized to sign and submit the grant application package on behalf of the applicant organization.The information collected in this application for funding will be used, and may be disclosed, for the purposes of assessing the merits of your application. As part of the assessment process, the information may be shared with review committee members, members of MMHA Executive, other applicable ministries and applicable health authorities. Contact Information:Ministry of Mental Health and AddictionsGrant Coordination Team Email: covidgrantsmmha@gov.bc.caSection B – UPDATED Application GuidelinesOverview: EligibilityTo receive grant funding, operators must demonstrate they meet the following basic eligibility criteria:Are an adult-serving substance use treatment or supportive recovery service licensed under the Community Care and Assisted Living Act (CCALA) in receipt of contract funding from a health authority or Ministry of Social Development and Poverty Reduction per diem funding for the purpose of providing this service from the period January 1, 2019 to the present.Are a youth-serving substance use treatment service licensed under the Community Care and Assisted Living Act (CCALA) in receipt of contract funding from a health authority for the purpose of this service from the period January 1, 2019 to the present.Are an adult-serving supportive recovery assisted living service registered under the Community Care and Assisted Living Act (CCALA) in receipt of contract funding from a health authority or Ministry of Social Development and Poverty Reduction per diem funding for the purpose of providing this service from the period January 1, 2019 to the present.UPDATED: Financial Hardship criteria has changed The financial hardship criteria are no longer part of the eligibility assessment, however, MMHA asks that applicants complete the financial impact portion of the application. The financial information provides the Ministry additional information to better understand the impacts of COVID-19 on the sector.*Facilities and residences owned and/or operated by health authorities are not eligible to apply.Grant AmountGrants amounts will range up to $45,000 per operator scaled to service capacity.The amount of each one-time grant will be determined based on the total number of beds they operate (inclusive of all residences and facilities).ApplicationOne application per operator- this may include multiple residences run by the same operator/proprietor. Application Period Application Packages will be accepted between July 28, 2020 and midnight October 2, 2020 * applications received after this deadline will not be consideredPurpose: Live-in licensed substance use treatment and registered assisted living supportive recovery services play an essential role in the continuum of care for many individuals who are looking to abstain or decrease harms relating to substance use. A key aspect of bed-based treatment and recovery includes communal living environments. These services increase individual stabilization and provide protective factors that contribute to increased safety and ongoing recovery. As a result of COVID-19, operators of licensed and registered bed-based substance use treatment and recovery services have experienced unexpected loss due to increased administrative burden, decreased capacity, and unanticipated operational costs.The COVID-19 Support Grant for bed-based substance use services is intended to support operators experiencing financial hardship.Available Funding: The COVID-19 Support Grant will support eligible licensed substance use and registered supportive recovery assisted living services to address unexpected financial challenges. This includes decreased income and increased administrative and operational expenses resulting from COVID -19.The amount of each one-time grant will be awarded to an eligible applicant/operator based on the total number of beds they operate (inclusive of all residences and facilities) up to a maximum of $45,000.Example: Awarded eligible applicant is an operator of 3 licensed or registered assisted living residences offering 5 substance use beds at each residence. The total number of beds considered for the purposes of the grant award is 15. Process: Applicants that meet the eligibility criteria below are encouraged to apply for the one-time funding grant. The grant application with required supporting documentation is to be received by the Ministry of Mental Health and Addictions either electronically or by mail not later than midnight on October 2, 2020Eligibility and Application Documentation Checklist: As part of the application package, operators will be required to provide the following documentation to support eligibility and demonstrate financial hardship. Applicants must be licensed or registered under the Community Care and Assisted Living Act (CCALA) and providing adult substance use treatment or supportive recovery assisted living services.
