POLICY:
This procedure will fix responsibility to an individual within the police department who will have the overall responsibility for managing the armory. The individual will be responsible for the department handguns, shotguns and ammunition as well as forfeited firearms used by the department pursuant to the forfeiture policy.
PROCEDURE:
I. Armory Custodian
A. The Chief of Police will designate an officer within the police department who will be fixed with the responsibility of Armory Custodian.
B. The officer shall have the following qualifications, training, and certifications:
1. The officer must have a minimum of five years of service with the Long Hill Police Department.
2. The officer must be a certified range officer.
3. The officer must be trained in the armory procedure.
C. The __________ Township Police Department will have an Armory Room which is a limited access area.
1. The room will be secure at all times and no individual will be allowed to enter or remain in the room unless accompanied by an Armory Custodian.
II. Armory Custodian’s Responsibilities
A. He/she will be responsible for the purchasing, security, scheduling of repairs and inventory control function for the armory.
1. Handguns
2. Shotguns
3. Forfeited Firearms (Approved for Law Enforcement Purposes)
4. Ammunition
5. OC Propellant
6. PR-24 Baton/PR-24s or PR-24STS
B. The armorer shall be responsible to service all of the department firearms.
C. The armorer shall within a two-year cycle, disassemble all firearms for the purpose of
servicing and cleaning as outlined in the applicable Firearms Servicing Manual.
D. The armorer shall be responsible for the storage of all firearms assigned to the armory.
E. The armorer shall maintain an accurate inventory of all firearm parts, including those
occasions when a part is removed from inventory(Appendix #3).
F. The armorer shall not use parts from one firearm to repair another firearm. Only new
replacement parts are to be used to repair a firearm.
G. The armorer shall be responsible to maintain an accurate inventory of all ammunition.
H. The armorer shall be responsible to review, inspect, and approve all weapons prior to their issuance.
I. The armorer will maintain a record of every weapon approved for use including appropriate
dates of issuance, inspection, maintenance, service, and repair.
J. All weapons determined to be unsafe will be removed from use.
III. Handguns
A. All department owned and forfeited handguns shall be secured unloaded in a locked cabinet contained within the locked Armory Room.
B. The Armory Custodian shall use a department tracking form when removing all handguns from the Armory Room (Appendix #1).
C. Any officer taking possession of a handgun from the Armory Custodian shall be required to sign and date a department receipt (Appendix #1).
1. Anytime a handgun is transferred to an officer a department tracking form is to be completed.
D. All tracking forms that have been completed shall be forwarded to the Chief of Police for storage in a designated Armory Tracking File.
IV. Shotguns
A. All department owned and forfeited shotguns shall be secured unloaded in a locked cabinet contained within the locked Armory Room.
B. The Armory Custodian shall use a department tracking form when removing all shotguns from the Armory Room (Appendix #1).
C. Any officer taking possession of a shotgun from the Armory Custodian shall be required to sign and date the department tracking form (Appendix #1).
D. All tracking forms that have been completed shall be forwarded to the Chief of Police for storage in a designated Armory Tracking File.
V. Ammunition
A. All department ammunition shall be secured within the locked Armory Room.
B. The Armory Custodian shall use a department tracking form when removing all ammunition from the Armory Room (Appendix #2).
C. Any officer taking possession of the ammunition from the Armory Custodian shall be required to sign and date a department tracking form (Appendix #1).
D. All tracking forms that have been completed shall be forwarded to the Chief of Police for storage in a designated Armory Tracking File.
VI. Inspections/Audits
A. The Chief of Police Will:
1. Assign on an annual basis, a different commanding officer from a different division to conduct an inventory of the Armory room, in conjunction with the Armory Custodian. A report of this inventory will be submitted to the Chief of Police on the findings by the commanding officer.
2. Assign, unannounced semiannually, a Division Commander to spot-check the Armory room for the purpose of comparing records to firearms and ammunition and security of same. A report will be submitted to the Chief of Police on the findings by the Division Commander.
3. Inspect or assign someone to inspect the Armory Room to determine if the room is being maintained in a clean and orderly fashion, that property is being properly stored, that proper accountability procedures are maintained.
4. Conduct a complete audit if there is any indication or suspicion of a breach of integrity in the Armory Room.
B. Any Armory Custodian assigned to the task will:
1. Be trained in all aspects of the job function for a period of at least one month by the outgoing Armory Custodian.
2. Prior to a new officer assuming the responsibilities of the Armory Room function, an inventory will be taken and forwarded to the Chief of Police noting any discrepancies. The report will be signed by both the old and Armory Custodians.
VII. Reports
A. The officer in charge of the Armory shall complete and submit to the Chief of Police, the Monthly Armory Report. (Appendix #3).
