COVER LETTER NOVEMBER 1, 2021

A. Authorized Personnel. These regulation changes are issued for all Uniformed Service Members and DoD Civilian Employees.

B. New Regulation Changes. Material new to this change is indicated by yellow highlighting and is effective IAW the date of this change unless otherwise indicated.

C. Applicable MAP and/or CAP Items and Brief of Revisions. This change includes all material and revisions written in the following MAP and/or CAP Items:

CAP 18-21(R) ? Exception to the Use of the Integrated Lodging Program (ILP). Revises the JTR in accordance with Section 642 of the National Defense Authorization Act for Fiscal Year 2021. Affects par. 020303.

MAP 42-21(E) ? Full DLA during PCS within Proximity and Short Distance Move/HHG Transportation. Edits JTR, par. 050502-A2 to clarify the Short-Distance Move relocation requirements to receive DLA. Additional edits define activity in JTR, Appendix A, and clarify short-distance moves in JTR, par. 051901, along with associated HHG allowances in JTR, par. 051305-A8.

CAP 43-21(E) ? PCS Allowance Waivers due to Hurricane Ida. Revises the JTR to reflect that in accordance with FTR Bulletin 22-02, certain permanent change of station allowance limitations may be waived due to Hurricane Ida. Affects pars. 054009 and 054209.

CAP 55-21(E) ? Add Testing and Immunizations to Table 5-81 as an Expense Covered by the Miscellaneous Expense Allowance. Revises paragraph 054102-B, Table 5-81 to add testing and immunizations as an expense covered by the reimbursable Miscellaneous Expense Allowance (MEA). This proposed change aligns the JTR with a determination made by the General Services Administration that COVID-19 testing is covered by the civilian employee's MEA during a permanent change of station (PCS). Affects pars. 053603 and 054102.

MAP 56-21(I) ? Update Accounting Code Location for USMC. Updates the accounting code location for the U.S. Marine Corps (USMC) during evacuations in Table 6-9. Affects par. 060104.

MAP 57-21(I) ? Move TLE Extensions Locations to Website. Moves Table 5-14, "Locations with Temporary Increase in Number ofTLE Days" from the JTR to the JTR Supplements website at . Since the website can be updated as soon as TLE extensions are effective, this change ensures that the most up-to-date information is readily available. Affects par. 050601.

MAP/CAP 63-21(I) ? Miscellaneous Corrections. Corrects miscellaneous minor errors throughout the JTR. Affects par. 050201.
