These services will augment existing security screening at Government buildings, or at buildings used by Government agencies, by posting temporary signage, requesting all building entrants (to include facility management teams (security, custodians, mechanics, and construction personnel)) to provide information about symptoms they may have that could indicate COVID-19 illness. Enhanced Entry Screening Services will also include taking the temperature of individuals (with a calibrated remote temperature sensing device) requesting access to the facility.ScopeThe scope of this requirement is to manage and perform Enhanced Entry Screening Services, in accordance with the Center for Disease Control (CDC), Privacy Act of 1974, and all other applicable legal requirements and guidelines.<<This language relates to Federal Property under the jurisdiction, custody, or control of GSA. Ordering Contracting Officers (OCOs) should tailor this section to meet the needs of their requirements>41 C.F.R. § 102-74.375 authorizes the Government to close or restrict access to Federal property when situations require this action to provide for the orderly conduct of Government business. § 102-74.375 provides that the designated official under the building’s Occupant Emergency Program may make such a decision only after consultation with the building manager and the highest ranking representative of the law enforcement organization responsible for protection of the property or the area, which, for property under the jurisdiction, custody or control of GSA (“GSA- controlled property”), is the Department of Homeland Security - Federal Protective Service (“FPS”) or the U.S. Marshals Service. The designated official is the highest ranking official of the primary occupant agency or the alternate highest ranking official or designee selected by mutual agreement by other occupant agency officials.Individuals who wish to access a Federal facility must undergo an Enhanced Entry Screening as defined in Attachment A in order to gain entry. Based upon the results of the Enhanced Entry Screening, an individual will be either granted or denied access to the property.<<OCOs can provide an example process or specify a mandatory process depending on requirements>> An example screening procedure is provided in Attachment B. Enhanced Entry Screening procedures shall include at a minimum the following:Taking temperatures with no contact thermometersAsking questions related to COVID-19 risk, including, at a minimum, the following:Are you experiencing any symptoms of COVID-19? The symptoms are: cough, feeling feverish, and/or difficulty breathing.Within the last 14 days, have you been in close physical contact (meaning within six feet or closer) with a person you know to have laboratory-confirmed COVID-19?For purposes of this question, an active case of laboratory-confirmed COVID-19 means that a healthcare professional confirmed that the person had COVID-19 through laboratory testing, and that your contact with the person occurred within 14 days of the person receiving confirmation that he or she had COVID-19.In the last 14 days, have you received instructions from a public health authority to self-observe, self? isolate, or self-quarantine?An affirmative response to any question, or a temperature of 100.4F or above, would bar an employee, contractor, or visitor access to a federal facility. Additional screening questions may be added with prior approval from the CO. The Contractor shall provide all labor, tools, supervision and supplies to perform Enhanced Entry Screening Services unless specifically identified as Government Furnished. At a minimum, Enhanced Entry Screeners shall wear the following Personal Protective Equipment (PPE):MasksEye protectionGlovesThe Contractor shall use a no-contact thermometer with the performance specifications described in Attachment C to perform temperature screenings.The Contractor shall ensure adequate social distancing is maintained at the screening location in accordance with current CDC and local guidelines.<<If not provided as GFE>> The Contractor shall provide shelter for Enhanced Screeners at each facility entrance where required.<<The OCO may include additional specific performance requirements here, or allow the Contractors to propose their most effective solution>>TasksTask 1: Enhanced Entry Screening ServicesThe Contractor shall furnish all personnel, PPE, and supplies except as specified as Government-furnished, to provide Enhanced Entry Screening Services for each location identified in Attachment D.<<The OCO should add any additional requirements. For example, if a medical background is required, add that here.>>The Contractor shall provide Enhanced Entry Screeners that meet the following minimum requirements:Possess at minimum a High School education or equivalent.Be literate in English and able to read and understand printed regulations, detailed written orders, and training instructions.Be able to communicate effectively and resolve conflicts in a civil and professional manner.Be able to successfully pass the Enhanced Entry Screening prior to starting each shift.Task 2: Management The Contractor shall provide management oversight of Enhanced Entry Screeners as detailed in the Management and Staffing Plan. The Contractor shall coordinate and host weekly status meetings to review task order performance, including wait times and staffing levels, and revise procedures as necessary.The Contractor shall not record any Personally Identifying Information for any screened individual. The Contractor shall track and provide the following statistics in the required status reports:Number of individuals screenedNumber of individuals denied accessNumber of individuals granted accessAverage wait timesDeliverables: <<The OCO should select a status report interval that meets their requirements>> Daily/Weekly/Monthly Status Reports. An example status report is included as Attachment E.LocationsThe locations and entrances where Enhanced Entry Screening is required are provided in Attachment D. Note: If travel is authorized, the Task Order should include a Not to Exceed CLIN in the price schedule.>>Contractor costs for travel (Note: the Government will not accept nor allow for indirect handling fees for travel on this task order) will be reimbursed at the limits set in the following regulations (see FAR 31.205-46):a) Federal Travel Regulation (FTR) - prescribed by the GSA, for travel in the contiguous U.S.b) Joint Travel Regulation (JTR) Volume 2, Department of Defense (DoD) Civilian Personnel, Appendix A - prescribed by the DoD, for travel in Alaska, Hawaii, and outlying areas of the U.S.All travel must be approved by the Contracting Officer (CO) prior to travel arrangements being made. All costs associated with the performance of this task order shall be reimbursed in accordance with the terms and conditions set forth in the FTR. The Contractor shall comply with FAR 31.205-46, Travel Costs, for all travel relating to the task order and shall maintain specific documentation to support claimed travel costs in accordance with FAR 31.205-46 (a)(7). The Government’s allowable per diem expenses are published on GSA’s travel website. Where the travel dates are not specified at the time of award, the Contractor shall propose the “Not-to-Exceed” amount cited in the Services and Price Schedule (section B.3 above) and shall receive written approval from the CO prior to arranging any travel relating to the task order. When invoicing for travel costs, the Contractor shall provide supporting documentation to the CO in accordance with FAR 31.205-46 (a)(7) and shall tabulate all claimed expenses as follows:Expense Type (e.g. Airfare, Hotel)Date of ExpenseAmount Invoiced (actual amount or Authorized Per Diem, whichever is lower)Authorized Per Diem (per GSA’s Travel Website)In the event the invoiced amount for any item exceeds the authorized Government per diem, the Contractor shall provide an explanation as to why the expensed item was not achieved within the allowed per diem. Under no circumstances can the amount invoiced exceed the maximum allowable Government per diem per FAR 31.205-46 (a)(3). The CO will not approve any invoice that does not adequately support the request.The Contractor shall at all times exercise reasonable care when incurring travel expenses. The Government reserves the right to reduce or reject invoiced amounts for travel expenses that are excessive or unreasonable and adequate justification is not provided. Examples of unreasonable charges include: parking at the airport for $50/day when there is a variety of nearby offsite parking (with free shuttle service to the airport) available for $15/day, renting a luxury vehicle when a standard vehicle is available at a lower cost, taking a taxi when a shuttle or public transportation is readily accessible at a lower cost, extending a trip for personal reasons such as sightseeing and charging the Government the per diem for the extra travel days, charging for extra baggage unrelated to the travel purpose, etc. The Contractor shall not exceed the “Not-to-Exceed” amount prescribed in the Services and Price Schedule (section B.3 above) and shall document and track all travel costs throughout the duration of the task order to ensure compliance. A material handling fee shall not be permitted for travel.SecurityCredentials and IdentificationContractor personnel with credentials shall comply with all access security screening procedures applicable to Government or other personnel possessing similar credentials, or as determined by the building practices as defined by the Facility Security Committee. All Contractor personnel possessing credentials shall visibly display their credentials at all times while in the building(s) where work is being performed.The Contractor shall ensure that all identification credentials are returned to the CO or designee whenever an employee leaves the Contract. The Contractor shall notify the CO or designee whenever employee badges are lost. The Contractor shall reimburse the Government for replacement credentials at the current cost per badge.Homeland Security Presidential Directive-12 (HSPD-12) Requirements<<If Contractor personnel will require access to Government Facilities, the OCO should include a section on HSPD-12 Requirements in accordance with their agency procedures. >><<Given the lead time required to meet the HSPD requirements, the OCO should consider what level of access to the Federal Facility a contract employee will require. If only limited access is required, such as access to restrooms and break rooms only, consider requiring contract employees to comply with normal facility access control procedures, including recording presence, temporary badging, and escorted entry, as applicable. >>The Contractor shall ensure all contractor personnel requiring physical access to federally-controlled facilities and access to federally-controlled information technology systems have identification that complies with HSPD-12 policy.ATTACHMENT A - PRIVACY NOTICEGovernment Facility Entry Health Screening Privacy NoticeYou will be screened by a designated Government representative for symptoms of the Novel Coronavirus (COVID-19). The designated Government representative will check your temperature. A body temperature less than 100.4 degrees Fahrenheit is required for entry. A Government representative will also ask the following three questions:Are you experiencing any symptoms of COVID-19? The symptoms are: cough, feeling feverish, and/or difficulty breathing?Within the last 14 days, have you been in close physical contact (meaning within six feet or closer) with a person you know to have laboratory-confirmed COVID-19?For purposes of this question, an active case of laboratory-confirmed COVID-19 means that a healthcare professional confirmed that the person had COVID-19 through laboratory testing, and that your contact with the person occurred within 14 days of the person receiving confirmation that he or she had COVID-19.In the last 14 days, have you received instructions from a public health authority to self-observe, self? isolate, or self-quarantine?After the Government representative has asked all three of these questions, you should only answer yes or no once. If you have answered yes, you will be denied entry to this facility and no further questions or answers will be provided. No information will be recorded. Also, if you decline to have your temperature taken or answer these questions, you will be denied entry to the facility.If you are an employee who was denied entry today, you must speak with your immediate supervisor. Depending on the situation, you may be required to take leave. If you have a chronic medical condition that causes COVID-19- like symptoms, you should speak with your supervisor about facility access and reasonable accommodation. After speaking with you, your supervisor must contact occupational health staff to determine whether you can safely be granted access to this facility.Authorities: Executive Order 12196; 5 U.S.C.
