Portugal contribution to the ITU Child Helpline International Campaign“Partnering to Protect Children and youth”Lisbon, August 25th 2016The Portuguese Safer Internet Centre (PT SIC) – Centro Internet Segura - is a public service managed by a consortium of five organisations (Funda??o para a Ciência e a Tecnologia - FCT, responsible for its coordination; Directorate-General for Education; Portuguese Institute for Sports and Youth; Funda??o PT and Microsoft Portugal) whose core work and expertise are relevant in making the Internet a safer place. PT SIC is co-funded by the European Commission, through the Connecting Europe Facility, and part of the INSAFE network that encompasses thirty more European Centres, focused on three main areas – awareness raising, a Helpline and a Hotline. The European network interacts with industry, schools and families in the aim of empowering people to bridge the digital divide between home and school and between generations. PT SIC was created in 2007, under strategic orientation to assure privacy and security in the use of Internet, more specifically, to guarantee that all citizens have access and are able to access and manage tools that can protect them from risks that might derive from the use of the Internet.The main goals of the project are to: (i) promote the safe use of the Internet; (ii) raise awareness in society for the risks associated to the use of the Internet; (iii) report illegal contents in the Internet; (iv) minimize the effects of illegal and harmful contents.In order to achieve its goals, the PT SIC divides its work in four main functions: Generic Awareness Centre – with an objective to educate and raise awareness among the general public about online safety. This work is led by FCT when it comes to the general public.School Awareness Node - with a particular focus on raising awareness of children, parents and teachers on how to stay safe online, DGE is responsible for running this Awareness Node in cooperation with the National ICT Competence Centres.Hotline – Linha Alerta, operated by FCT for the public to report illegal content on the Internet in an anonymous way. After receiving a report, the hotline works in partnership with the online industry, law enforcement, government, and international partners to eliminate or diminish the accessibility of this content, specifically child pornography images hosted anywhere in the world.Helpline – Linha Ajuda, provided by FCT, helping children, young people and adults with any online safety issues they may face themselves. Every effort is made to produce inventive, educational and appropriate tools, resources and campaigns to engage and motivate children, young people, teachers, social workers and adults to consider their own online safety. It’s also recognized the need to build and strengthen a network with all the stakeholders that are involved in internet safety and security – public and private institutions and third-sector organisations – in cooperative spirit and reinforcing a positive message about the use of online technologies. PT SIC counts with two consultancy bodies to better design and prepare its resources and campaigns: (i) Youth Panel – that helps to bring the vision of the youngsters to the actions and initiatives foreseen for development; (ii) Advisory Board – that comprises entities and personalities with a recognized know how and responsibilities in the development of Information Society in Portugal, as well as youth and children rights and protection. Throughout the last project (01-01-2015/30-06-2016), PT SIC developed awareness raising initiatives and tools to empower children, youngsters and people in general to keep themselves safe on the Internet. Through Helpline and Hotline services, direct support was provided to those who need assistance to solve problems resulting from the use of the Internet and to those who wish to report harmful and illegal content found on the Internet. Helpline under FCT coordination started in January 2015 and for the next project period (01-07-2016/31-12-2018), PT SIC will continue operating the Helpline from which parents and children can obtain advice on how to deal with harmful contact (grooming), harmful conduct (cyberbullying), and harmful content in general and uncomfortable or scary experiences of using online technologies. The Helpline will also take reports on grooming and cyberbullying and forward them to the appropriate body for action or further support. Special care will be provided to cases where Internet addiction behaviour is spotted.Another improvement will be, through Funda??o PT, to make the Helpline number a free service, available to all population.The Helpline will continue to:Provide a facility to answer online questions and/or telephone calls from children, parents and citizens in general, related to their online technologies usage in real-time;Revisit and redesign operating guidelines and review the existing training module for the staff in compliance with national law, including data protection rules;Have in place a system for transmitting reports to the relevant authority where a child appears to be in danger, in line with systems used to forward complaints received on the hotline;Ensure that reporting mechanisms are interoperable with the core platform, also used by other Helplines around the world;Actively inform the users of the Helpline's remit and how to contact it, including by cooperation with industry, academia and public authorities. In awareness raising activities, Senior Universities should become a priority;Discuss the results from the Helpline activities within the national Safer Internet Centre and provide input to awareness raising strategies;Participate in networking at European level and contribute to cross-border discussions, while exchanging best practices;To conclude, it is important to highlight some actions to promote the Portuguese Helpline:PT SIC invested in a new set of video resources as a way to promote awareness of children and youngsters on online positive content and experience and also the visibility of PT SIC activities. PT SIC opted for this new methodology since is a cost-effective mean of distribution of information to large numbers of users (multiplier organisations, electronic dissemination channels, mass media, schools and public access). These video resources were developed to meet Postitive Online Content criteria developed by POSCON. At the beginning of the last project, PT SIC, following the active partnership with Professional School of Image, developed the video “Revenge Porn – What are you sharing”, a quick short-motion video resulted from the collaboration of the photography, sound editing and filming classes. This 3 minute video tells the story of a boy and a girl that share erotic selfies with each other and after a couple fight, they both decide to humiliate each other by sharing their pictures. The video ends with the sentence “Be careful with what you do to your pictures”. As the video has no dialog, it can be easily use in other countries for awareness campaigns on this topic (available in ).SeguraNet Comic Strips, a very well disseminated resource among the educational community (which received the 3rd prize in the Insafe Training Meeting, held in May 2015 and translated by Austria, Luxembourg and Germany Safer Internet Centres), that promote the safe and critical use of Internet and mobile devices were animated.The animations about "Antivirus", "Always Online" and "Sharing Personal Information" were released in cinemas as part of the Prevention of Child Abuse Month campaign, that occurred throughout the month of April 2016. These animations had already been part of the Helpline campaign, also in cinemas, during the months of November and December 2015 (available in ; ; )PT SIC also developed a webserie (10 episodes) called “Net com Consciência”.The development process of this webserie had the collaboration of the Youth Panel, which participated in a brainstorming meeting with the script writers, aimed to improve and adapt the scripts’ content to the target group. These videos are available with audio description (for blind people), Portuguese Sign Language and are also subtitled in Portuguese and English (available in: Ep.01 – Online Addiction, Ep.02 – Cyberbullying, Ep.03 – Online Reputation, E.04 – Sexting, Ep.05 – Online Hate Speech, Ep.06 – Identity Theft, Ep.07 – Dating, Ep.08 – Digital Footprint, Ep.09 – Parents role, Ep.10 – Online Game addiction). As it can be seen, at the end of each episode there is an explicit allusion to the Helpline number.PT SIC also prepared 6 special episodes in collaboration with the children animation series “Histórias do Lucas”, developed by Go-To. These episodes will be aired in the National Television in the children segment “Zig Zag”, in September 2016.Regarding the use of mobile devices, in 10th February 2015, PT SIC launched the “Centro Internet Segura” mobile app. This app offers a glossary of various features/risks of Internet usage, a direct link to the Helpline and Hotline and also a mobile version of INES Online Safety Trivia.This year, on the Safer Internet Day, PT SIC launched a new mobile app – a pedagogical game called “INES – Batalha no Ciberespa?o”. The aim of the game is to take the user to the cyberspace scenario, through a tower defense genre. To fight the enemies (virus, spam, and other known internet risks) the user need to construct defenses in form of towers. To build this tower he needs energy that can be loaded through answering correctly to a short quiz about online safety issues. Some of the questions are directly concerned about the Helpline.
