The builder/general contractor and home/property owner shall review the construction regulations with the ACC Chairperson or their designated representative to ensure understanding of, and future compliance with, the ACC Guidelines and these Construction Guidelines. The builder/general contractor or Property Owner shall submit a deposit to the Hidden Springs POA Board Treasurer and will sign off on the construction site requirements. The sign off of the construction site requirements is mandatory and final approval of the project plans is contingent upon the builder’s/general contractor’s and Property Owner’s sign off.InitialConstruction Site RequirementsContractor/BuilderHome/Property OwnerThe Property Owner should familiarize him/she selt and the building team with the requirements of the Deed Restrictions, Hidden Springs Covenants and construction site rules and enforcement procedures and confirm that he/she has the latest documents. It is also the Property Owners responsibility to ensure that state and local government permitting requirements are followed when siting and installing the well and septic system. Construction must be performed in accordance with the plans approved by the ACC. Failure to obtain approval and/or deviating from approved plans shall result in a fine of $1000.00.A form survey must be submitted, with the construction documents, to and approved by, the Architectural Control Committee (ACC), PRIOR to pouring of a foundation. Form survey shall include boundaries, lot lines, lot setbacks and foundation location. Failure to submit a form survey shall result in a fine of $200.00.REQUIRED PROPERTY INSPECTIONS: Prior to any concrete foundation or slab-on-grade pouring, the Applicant shall notify the ACC (3 day notice is required) to perform an inspection and approve the current status of the subject property for, but not limited to, the following: the required building setbacks, verification of foundation size to conform with drawing documents submitted to the ACC, the existence and permanency of the required construction debris enclosure and portable toilet facilities. Additional ACC inspections are optional and at the discretion of the ACC. Failure to obtain ACC inspection of form site prior to the pouring of the slab shall result in a fine of $2000.00.Sanitary Waste: A portable human waste facility approved by Hidden Springs, shall be placed on the construction site commencing with work start-up and removed at final clean up. All portable waste facilities shall be so located on the construction site as to limit the view from any roadway, for example on the side of or behind the construction site. Failure to erect portable human waste facility prior to commencement of construction will result in a fine of $100.00. Failure to limit human waste facility from view, as indicated above, shall result in a fine of $100.00. The construction site must be kept clean and orderly throughout construction and construction debris is to be safely and adequately accumulated and disposed of through the use of proper containers. Use of a closed in wire structure is permitted to contain debris and prevent it from being blown on to neighboring property. All trash debris and litter must be picked up DAILY. Fine of $100.00 per violationConstruction Debris: Construction debris such as plywood, excess lumber, bricks, rock, etc. shall be collected and stored in rear of the building site. Fine of $100.00 per violation.Concrete Washout: All concrete washouts from both trucks and mixers must occur within the building envelopes of the building site in a location where it will be concealed by a structure or covered by backfill. Washout in road right- of-ways, setbacks, adjacent properties, or anywhere outside the building envelope is STRICTLY PROHIBITED, and subject to minimum fine of $300.00, per violation.Material Storage and Deliveries- All building materials, equipment and machinery required in construction must be delivered to and remain within the building site envelope. No trailers may be parked overnight on the street for storage, etc. Violation of the above shall result in a fine of $100.00 per day/occurrence.The builder shall provide an all-weather, temporary drive to minimize the tracking of dirt, mud etc., on to adjacent street or streets. Vehicles and trailers may not be parked in the street overnight. The intent being to prevent the parking of vehicles and trailers for use as long term storage facility. Violation shall result in a fine of $100.00 per occurrence, per vehicle.Construction signage: Temporary construction sign is permitted per Section 3.18 of the Hidden Springs covenants. Said sign may be placed 2 weeks prior to commencement of construction and must be immediately removed upon the passage of 21 calendar days without significant construction activity as deemed by the ACC. Construction signs must be maintained in good repair and not allowed to sag, lean, hang, etc..
