February 2, 2009 Emergency Management Higher Education Program Report

(1) Continuity of Governmental Operations – College-Level “Course Treatment”

Communicated today with the author of a proposal to develop what we refer to as a “Course Treatment” on COG Ops. A Course Treatment consists of (1) Course Outline, (2) Comprehensive Course Syllabus, (3) First Course Session – written to be commensurate with the first sessions of full EM Hi-Ed Program sponsored courses.  It is probable that a work order will be issued.

(2) NACO EM Hi-Ed Conference (June 1-4, 2009, EMI) Presentation:

Communicated today with Dr. Rocky Lopes, Homeland Security desk, National Association of Counties and Cities concerning a range of potential topics he could speak about during the next EM Hi-Ed Conference.

(3) NDSU EM Hi-Ed Award Application Deadline Nears:

Received today from Carol Cwiak with North Dakota State University a reminder request to post a note on applications for an EM Hi-Ed Award Nomination Process:

I am delighted to announce that is time again for nominations for the…Award for Academic Excellence in Emergency Management Higher Education sponsored by North Dakota State University….

 

Nominations are being accepted until February 15, 2009.  Nominations will be reviewed by the Award Committee and the recipient will be notified on or before March 15, 2009(see

for committee member photos and bios).

 

Last year's award winner was Dr. Thomas E. Drabek. You can learn more about the award and Dr. Drabek's nomination (submitted by Dr. David McEntire) at .

(4) Winter Ice and Snow Storm January 2009 -- 42 Fatalities?

While we have seen press reports that speak of 42 fatalities attributable to the late January ice and snow storm, from which many people are still feeling the effects (including death), we have not been able to put together a comprehensive listing of fatalities by cause – just by State of residence. Thus, the listing of cause of death below covers just 18 of the reported 42 deaths. If any readers have more information which supplements that provided below – and a source for the info – we would be very appreciative.

• Woman dies in ambulance delayed by blocked streets from reaching hospital (KY).

(5) Wenchuan China Earthquake Lessons Topic & EM Hi-Ed Conference, June 1-4, 2009

Communicated today with Dr. Walter Hays, formerly with the USGS and currently with George Mason University, Fairfax, VA, concerning the development of the topic of lessons learning from the 2008 Wenchuan Earthquake and several other recent disasters into EM Hi-Ed courses.  This would be a plenary presentation delivered at the conference.
