Post Independence to the 21st century

Social Policy studies examine structural arrangements that are designed to improve the social functioning and wellbeing of citizens within social institutions of a nation state. This paper outlines the major responses by the state, non governmental institutions and philanthropists to human needs and societal concerns in Trinidad and Tobago. It identifies the major periods of social policy change and attempts to explain the underlying rationale for specific social developments.

This paper is part of a larger study on Social Policy in Trinidad and Tobago and will focus on post independence developments. Recognising the early initiatives of the Peoples National Movement in education, housing and health, the paper traces the changing emphases in response to globalisation coupled with demands for adeveloped country status. It closes with an appreciation of developments within the context of the 21st century
